Stabilizing staffing and allowances after merging administrative units

Recently, the major policy of merging and rearranging administrative units at the provincial and communal levels has received the attention, consensus and support of cadres, party members and people nationwide. In addition, the issue of how to use human resources, payroll, allowances and income for merged and rearranged units has also received the attention of public opinion and cadres, civil servants and workers.

According to Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, from July 1, 2025, district-level administrative units across the country will officially cease to operate. The local government organization model will be transferred to 2 provincial and communal levels. The Central Government has agreed that after the merger of 63 provinces and cities, there will be 34 provincial-level administrative units, including 28 provinces and 6 centrally-run cities. Communes and wards will also be rearranged, reducing by about 60-70% to ensure streamlining and efficiency.

Along with the whole country, Quang Ninh is also urgently, actively and resolutely rearranging commune-level administrative units (Quang Ninh is not subject to provincial-level merger). In which, the province proposes 2 options: Option 1: Building 54 new commune-level administrative units, including: 30 wards, 22 communes and 2 special zones of Van Don and Co To; Option 2: Establishing 51 new commune-level administrative units, including: 27 wards, 21 communes and 3 special zones of Mong Cai, Van Don and Co To.

Currently, in addition to actively developing a project to reorganize administrative units, along with maintaining smooth and effective work activities without affecting people, businesses, and investors, the issue that many officials, civil servants, and employees are concerned about is the arrangement of payroll, allowances, and income after merging administrative units.

To answer these questions and concerns, recently, Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Standing Committee of the Steering Committee for the arrangement of administrative units at all levels and the development of a model for organizing two-level local governments, issued Official Dispatch 03/CV-BCĐ in 2025 on the orientation of a number of tasks for the arrangement of administrative units and the organization of two-level local governments; on the organization of the apparatus, cadres, civil servants and public employees when implementing the arrangement.

Accordingly, 100% of the existing district-level staff and civil servants will be transferred to the commune-level staff, in which the current leadership and management staff of the district-level political system will be arranged as the core staff at the new commune-level units; it is possible to increase provincial-level staff and civil servants to the commune level.

At the same time, in the immediate future, the current number of staff and civil servants at district and commune levels will be maintained to arrange work at the commune level and the review and streamlining of staff will be carried out in conjunction with restructuring and improving the quality of the team to meet the requirements of the tasks, ensuring that within 5 years, it will basically comply with the Government's regulations; the average staff of each commune level is expected to be about 32 staff (excluding the Party and mass organizations).

Officials and civil servants receiving salaries from the state budget, when assigned to work in a new administrative unit, will continue to receive salaries according to their current ranks, grades and salary allowances for a period of 6 months; after that, they will follow the new regulations of the Government.

In case cadres, civil servants, public employees, and workers during the arrangement process submit a voluntary application for early retirement or resignation, the competent agency, organization, or unit shall review, evaluate, and implement policies and regimes according to current regulations of the Government, ensuring the retention of people with outstanding abilities who meet the requirements of the task.

In case officials and civil servants at district and commune levels do not meet the standards and conditions to be assigned to a new position at the commune level, the regime and policies will be resolved according to current regulations of the Government.

Based on practical conditions and standards, capacity of cadres, civil servants, and public employees at district level and cadres, civil servants, and public employees at commune level at present, the Standing Committee and the Provincial People's Committee shall consider and decide on the arrangement and assignment of cadres, civil servants, and public employees at the new commune level according to the management hierarchy.

With clear directions on the tasks of merging administrative units and organizing the apparatus and staff when implementing the arrangement, it will contribute to stabilizing the mindset of cadres, civil servants, public employees and workers during the working process, especially during the time waiting for the merger and arrangement of administrative units, thereby promoting the spirit of work, dedication and building a new, more effective working apparatus.
