“Spreading the movement of voluntary poverty alleviation”, that is the name of a model being implemented in Vinh O commune. No longer waiting or relying on preferential policies of the State, being proactive in production, finding jobs to increase income, many poor households of Van Kieu ethnic group have voluntarily applied to escape poverty.
Recently, with the attention from authorities at all levels, with diligence and resourcefulness in work, many households in Vinh O commune have built solid houses, purchased additional appliances and modern audio-visual equipment to serve their living needs.
However, the poor household book is always present in these families, the households consider it an indispensable "protective item" in life. Thanks to the poor household book, the families receive a lot of support in terms of electricity bills, production loans, or the education and employment of their children are all supported by the State. This is the common situation of nearly 100/374 households in Vinh O commune.
Thanks to good propaganda and mobilization work, along with many support policies from the State, people have agreed and actively responded to the National Target Program on New Rural Construction, the National Target Program on Sustainable Poverty Reduction, the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, and many households have proactively written applications to voluntarily leave poverty.
In October 2023, Mr. Ho Van Uan, Cay Tam village was the first family to voluntarily apply to be removed from poverty. Following Mr. Uan's example, 4 other households in Cay Tam village including: Ho Van Trung, Ho Van Hieu, Ho Van Xan, Ho Van Nhien also submitted a petition to the Vinh O commune government to be removed from poverty.
Notably, two female-headed households, Ho Thi Nhau and Ho Thi Ang in Len village, directly met with local authorities to express their wishes and wrote a petition to leave the poor household status. By the end of 2023, Vinh O commune recorded nearly 15 cases of voluntary requests to leave the poor household status. In order to promptly encourage and accompany households to escape poverty, Vinh Linh district directed Vinh O commune to implement a plan to convert livelihoods and support economic development models.
These models focus on exploiting the potential and strengths of mountainous areas such as: raising large livestock, planting forestry trees, fruit trees, service business... Along with that, maximizing all resources to invest in infrastructure systems, works serving people's lives, vocational training, improving living and production conditions for people.
From those efforts, by the end of 2024, the multidimensional poverty rate of Vinh O commune will decrease to below 6.5%. The reduction in poor households and the gradual improvement of people's lives have contributed significantly to helping Vinh O commune reach the NTM target as planned.
Built in Thuy Tu village, Vinh Tu commune in October 2020, the model "Safe villages for women and children" is also a good way to contribute to building new rural areas in Vinh Linh district. Up to now, the whole district has established 10 new models of "Safe villages for women and children" and 10 models of groups of parents with children aged 0-10 in the communes: Trung Nam, Hien Thanh, Vinh Thuy, Vinh Lam, Vinh Chap, Vinh Son, Vinh Tu with more than 700 members participating.
After its establishment and operation, the model of “Safe Village for Women and Children” has been recognized and highly appreciated by local Party committees and authorities and has received support from a large number of cadres, women’s union members and people in the community. By participating in activities, members are empowered to become volunteers who directly participate in and organize safety activities for women and children.
At the same time, members of the model have actively supported each other, assisted poor and near-poor women in their livelihoods; participated in sponsoring children with disabilities and those in difficult circumstances; pioneered and actively received information and proposed and recommended solutions with organizations to coordinate in overcoming and handling outstanding problems arising in the area. The model has become a bright spot, creating changes in awareness and action, spreading the way of behaving, and building a cultural lifestyle for the people.
This contributes to promoting gender equality and preventing violence and abuse against women and children. Prominent and controversial cases in the locality are detected and promptly resolved, contributing positively to the implementation of the program of building new rural areas, advanced new rural areas and model new rural areas in the area.
To contribute to the implementation of the new rural development program, the model of "Waste classification and treatment at households" was deployed by the Women's Union of Vinh Linh district to the Women's Unions of communes. The activity has received the participation and response of members and local people. Up to now, over 88% of households in the district have classified solid waste at source. The effectiveness of waste classification and treatment at source has contributed to reducing the amount of solid waste that must be buried at the central landfill.
To contribute to the locality in building a new rural district, recently, the District Women's Union has also launched the emulation movement "Vinh Linh Women join hands to build a new rural area". Every year, the District Women's Union and 100% of the grassroots associations have registered with the Party Committee and authorities at the same level for 1-2 practical and suitable activities to participate in building a new rural area and civilized urban areas with many exciting, meaningful and in-depth activities.
Accordingly, the association has registered 105 projects and tasks associated with activities to celebrate the 70th anniversary of Vinh Linh tradition; launched a campaign to beautify the new rural areas with more than 7,000 working days; built 179 green - clean - beautiful - civilized self-managed women's roads; launched 106 models of "household waste classification and treatment"; 83 "Green House" models; 6 "5-3-clean families" models in model new rural villages.
With the motto "Each association - a green project", "Each woman - a green tree", the associations at all levels have implemented many projects "Love Flower Road", model roads, planted over 4,500 new trees with a total cost of over 450 million VND. Propaganda and mobilization of more than 120 households to voluntarily donate over 1,300 m2 of land and many assets on the land with a total value of over 500 million VND to build the new rural area.
Building a new rural area is not a destination but a journey of continuous innovation and creativity for the goal of socio-economic development in rural areas, helping people change their lives. The above are just 3 of many good and effective ways that have been implemented in the past to contribute significantly to changing the appearance of rural areas in Vinh Linh district, helping the locality soon reach the finish line of a new rural district.
