Exemplary locomotives in the highlands

Reality affirms that in places with a large number of ethnic minorities, if cadres, party members, village elders, and prestigious people act as role models, they will have a positive impact, changing people's awareness and actions, easily arousing people's consensus and trust in the Party's policies and guidelines and the State's policies and laws.

The story of Party member Sung A De - Chairman of the Veterans Association of Suoi Bu commune, Van Chan district is a vivid example. Born and raised in a land with steep terrain and little land for production, Mr. De understands better than anyone the difficulties and hardships of people who only grow rice and corn all year round. After many years of researching Bat Do bamboo shoots - a tree that enriches the Mong people of Hong Ca commune, Kien Thanh in Tran Yen district, he brought the variety back to test planting on his family's sloping land. When the test was successful, in 2021, he boldly advised the Party Committee and the People's Committee of the commune to expand the model.

Mr. De shared: "Our people are afraid of many things: afraid of not being able to plant, not being able to grow, not being able to sell, so we have to speak first, do first, and only when we see the effectiveness can we propagate and mobilize people to follow. We have also organized for representatives of households to visit Kien Thanh commune, Tran Yen district; work and cooperate with enterprises supplying seedlings. The money to buy seedlings will be gradually deducted from the money to sell bamboo shoots and will start deducting after the bamboo shoots have grown stably. The enterprise also directly sent staff to "hold hands and show" them in detail about planting and care techniques. The Veterans Association Cooperative Group was also established with me as the Chairman, committed to purchasing bamboo shoots for the people. Thus, the problems that people are worried about have been solved at the source, helping people feel secure in production."

Up to now, 130 households in Suoi Bu commune have developed over 35 hectares of Bat Do bamboo shoots in less than 4 years. It is estimated that each hectare of Bat Do bamboo shoots can yield about 10 tons of bamboo shoots per year, bringing in an average income of about 15 million VND per household and this number will continue to increase when the bamboo shoots enter a stable development stage.

The image of cadres and party members like Sung A De is increasingly popular in ethnic minority areas. They are excellent children of the Party, exemplary in developing the family economy, mobilizing people to actively increase production, apply scientific and technological advances in livestock and crop farming for high productivity and help many poor households escape poverty and become rich legitimately by supporting seeds and techniques. They are also exemplary and pioneers in donating land, moving assets on land, contributing human and material resources and mobilizing the consensus and joint efforts of the people with the government in the process of building new rural areas.

A typical example is Mr. Mua A Sung in Tram Tau commune, Tram Tau district, who took the lead in donating over 10,000 m2 of land to build roads. Listening to and following Mr. Sung, local people donated land to build roads, clearing 8 km of the Tram Tau - Xa Ho inter-commune road and 8.5 km of intra-village and intra-field roads.

Mr. Cu A Phan in Na Hau commune, Van Yen district also donated more than 4,000 m2 of land to build a kindergarten for the commune... The exemplary spirit of cadres and party members in ethnic minority areas is also shown in their enthusiasm and responsibility at work; in their simple lifestyle, close to the people.

Mr. Ly A Sau - Secretary of the Se Sang village Party Cell, Cao Pha commune, Mu Cang Chai district shared: "On days when I don't go to the fields or forests, I will go to households to meet and propagate the Party's guidelines and policies, the State's policies and laws, and learn about their lives, listen to their opinions and aspirations, and from there, work with the Party Cell to orient the implementation of resolutions, orient propaganda, mobilize people, and outline development guidelines and directions suitable to the reality of the village. Whatever the Party Cell has decided on, a resolution will be developed and issued, and then specific tasks will be assigned to each Party member in charge of household groups to take the lead, do it first, then propagate, mobilize, and guide people to follow."

Up to now, Se Sang people have joined hands, donated land, contributed money and labor days to concretize about 90% of the 1-meter special traffic roads in the whole village; the rate of mobilizing children to go to school has reached 99%. In economic development, Se Sang people have 65 hectares of 2-crop rice cultivation; formed 3 models of commercial goat farming with a scale of over 50 goats/model, a model of growing sticky rice with a scale of 3 hectares in the direction of goods, a model of growing bamboo shoots with an area of over 3 hectares...

The exemplary leading spirit of cadres, party members, village elders, and prestigious people in ethnic minority areas in recent times has contributed to encouraging and promoting emulation movements among the masses. People have learned and followed their spirit of dedication to the collective interest, their pioneering spirit of daring to think and dare to do, enthusiastically building new rural areas, developing the economy, and building a prosperous life.

Thanks to the contributions of cadres, party members, village elders, and prestigious people, the socio-economic situation of ethnic minority areas has been constantly developing in recent years, the poverty rate has decreased rapidly, basic infrastructure has been completed, and people's lives have been constantly improved. From 2021 to 2024, Yen Bai will reduce the poverty rate of ethnic minority households from 30.36% to 10.04%; average income per capita will increase more than 2 times, reaching 33.25 million VND/year.
