Semiconductor and AI chip manufacturing projects may be exempted or have land rent reduced

Digital technology zones, software production projects, semiconductor chips, artificial intelligence, education, healthcare and agricultural enterprises... will be considered for land rent exemption and reduction.

In some other special cases, this Law states that the Government will provide detailed regulations but on the basis of the consent of the National Assembly Standing Committee.

At the working session of this Committee on the morning of April 26, authorized by the Prime Minister, Minister of Finance Nguyen Van Thang said that the Government proposed to exempt and reduce land use and rental fees in 2024 for a series of projects and enterprises. Specifically, projects producing digital technology products, software, semiconductor chips, artificial intelligence (AI); concentrated digital technology zones, Innovation Centers; scientific research facilities, technology incubators... are considered for exemption and reduction of land rental fees this time.

According to Minister Thang, the draft Law on Digital Technology Industry currently provides investment policies and preferential support for projects and enterprises in the digital technology industry to create breakthroughs in the development of this field. Therefore, adding more groups of projects and enterprises in this field that are exempted from or have reduced land rent will help support the effective digital transformation process, creating a driving force to promote economic and social development.

"Reducing land rent is one of the factors supporting businesses during difficult times, creating growth momentum, helping them have the opportunity to supplement capital to invest in production and business," said Mr. Thang.

In addition, the Government also proposed to exempt and reduce land rent for enterprises and projects using land for production and business purposes in the fields of education, vocational training, healthcare, culture, sports and environment.

Projects to build offices of diplomatic missions, foreign consulates and representative offices of international organizations in Vietnam; to build offices of the Vietnam Bank for Social Policies, the Vietnam Development Bank... are also considered for land rent exemption.

Reviewing this content, Chairman of the Economic and Financial Committee Phan Van Mai said that the majority of opinions basically agreed with other cases of exemption or reduction of land use fees and land rent. However, he suggested that the Government should review policies to ensure compliance with the principles that have been stated.

Regarding the proposals of corporations and general companies on exemption and reduction of land use and rental fees for specialized fields (such as minerals...), the Government suggests that they should not be included in this decree for now, because there have been no proposals from specialized ministries and there has been no thorough assessment of these issues.

Therefore, the Government proposes that the National Assembly Standing Committee, in accordance with its assignment, prescribe specific subjects and exemption levels for priority development sectors and industries. The Government will then assign specialized management ministries to provide comments, and if necessary, will supplement them in another decree.

At the meeting, the Government also asked for opinions on reducing land rent by 30% in 2025. This is to support people and businesses to develop production and business, and the scope of application is wider than the 2024 policy to suit the new situation. Thereby, the Government strives to achieve the growth target of 8% or more in 2025.

After discussion, 100% of the members of the National Assembly Standing Committee present agreed to issue a resolution on approving other cases of exemption and reduction of land use fees and land rent in 2024 and expanding the subjects of land rent reduction in 2025. On this basis, the Government will issue a Decree for implementation.
