This morning, the National Assembly Standing Committee discussed and gave opinions on cases of exemption and reduction of land use fees and land rents according to the provisions of Clause 2, Article 157 of the 2024 Land Law (including the content of land rent reduction in 2025).
Authorized by the Government to present the report, Minister of Finance Nguyen Van Thang said that the proposed cases for exemption or reduction of land use fees must meet the following conditions: not falling under the cases stipulated in the Land Law; must have a written proposal from a ministry, branch, or locality; use land not for profit purposes with confirmation from a competent authority, etc.

Regarding the reduction of land rent in 2025, Mr. Thang emphasized that this is to facilitate people and businesses in the current context and the project to supplement the socio-economic development target of 8% growth or more in the Central's conclusion.
According to the Government's proposal, land rent will be exempted or reduced for institutes, centers for innovation, research and development of digital technology.
Projects to produce key digital technology products, software products, semiconductor chips, artificial intelligence; concentrated digital technology zones, National Innovation Center; exemption of land rent for land used to build laboratories, technology incubators, experimental facilities, etc.
In addition, there is a policy of exempting land rent for the land area used to build headquarters of the social policy bank, headquarters of the Vietnam Development Bank, headquarters of non-budgetary financial funds operating not for profit purposes according to the provisions of law.
Cooperatives, cooperatives, and cooperative unions that rent land for use as production and business premises are also expected to be exempted or have their land rent reduced.
Reviewing this content, Chairman of the Economic and Financial Committee Phan Van Mai said that the opinions basically agreed with other cases of exemption or reduction of land use fees and land rent. However, he suggested that the Government should review policies to ensure compliance with the principles that have been stated.
In conclusion, the National Assembly Standing Committee agreed in principle to issue a resolution approving other cases of exemption or reduction of land use fees and land rent.
