On September 25, reporters were present at the construction site of Vinh Bao Residential Area Project, Vinh Bao District, Hai Phong City, invested by Saigon Garment - Match Joint Stock Company. On an area of about 10 hectares, the investor is focusing on human resources and machinery to complete infrastructure items such as: Roads, green buildings, electricity and water systems, etc.
This is the first modern, synchronous and concentrated residential project and is expected to bring many positive changes to the rice homeland of Vinh Bao.
According to information from the People's Committee of Vinh Bao district, on November 22, 2021, the People's Committee of Hai Phong City issued Decision 3355/QD-UBND approving Saigon Garment - Match Joint Stock Company as the investor of Vinh Bao residential area project. The project covers an area of nearly 10 hectares in the fields of Cua Dong and Cua Tay of Vinh Bao town.

The total investment capital of the project is nearly 1,300 billion VND (including land use fees). The project has a total of 387 townhouses with an average area of 75 - 120 m2/house. In addition, there are 2,800 m2 for educational infrastructure and 13,000 m2 for parks and green space.
The Vinh Bao residential area project started construction on April 30, 2023. In January 2024, the People's Committee of Hai Phong City decided to hand over the land to the investor and up to now, the People's Committee of Vinh Bao district has handed over the entire cleared land to Saigon Garment - Match Joint Stock Company.
However, according to the reporter's source, up to now the investor still does not have the Land Use Rights Certificate as well as the construction permit for the Vinh Bao Residential Area Project.
Speaking to reporters, a representative of the Vinh Bao Residential Area Project Management Board (under Saigon Garment - Match Joint Stock Company) admitted this. At the same time, he added that the investor had fulfilled the obligation to pay 130 million VND according to the decision on administrative sanctions in the field of construction (the project did not have a construction permit) of the People's Committee of Vinh Bao District, Hai Phong City.
Regarding the Land Use Rights Certificate for the Vinh Bao Residential Area Project, this person said that in July 2024, the investor had fulfilled its financial obligations. Of which, a total of nearly 600 billion VND in land use fees had been paid. Currently, the unit has submitted an application for a Land Use Rights Certificate to the Department of Natural Resources and Environment of Hai Phong City.
"This is the basis for the investor to complete the procedures for applying for a construction permit from the People's Committee of Vinh Bao district. Since this is a level 3 project, the authority to grant a construction permit belongs to the local government," said a representative of the Vinh Bao Residential Area Project Management Board.

Although Saigon Garment - Match Joint Stock Company is completing procedures to implement the Vinh Bao residential area project, recently, some individuals have advertised the project's apartments for sale on social networks and some websites.
Talking to Nguoi Dua Tin , Mr. Chu Ngoc Minh - General Director of Saigon Garment - Match Joint Stock Company, said that up to now, the investor still has no plan to open for sale apartments in Vinh Bao residential area project.
Faced with this situation, the Vinh Bao District Police, Hai Phong City, said that the unit has issued a notice to the public and investors that the Vinh Bao Residential Area Project has not been opened for sale and will strictly handle individuals and organizations that violate the law.
