To achieve today's success, the career path of Ms. Nguyen Thuy Huong, Director of Ha Long Pearl Joint Stock Company, is full of hardships and challenges. With the desire to create a unique tourism product for Ha Long Bay, with her own resources, Ms. Huong invited Japanese experts to support and guide pearl cultivation techniques. On the basis of inheriting and applying advanced cultivation techniques from Japanese experts, with diligence, intelligence, skillful hands and unceasing determination, Ms. Huong and the staff and workers of the unit have successfully built an artificial reproduction process, collecting and crossbreeding rare pearl species, with fast pearl coating, beautiful colors suitable for local natural conditions to produce pearl products with guaranteed quality. At the same time, applying science and technology in cultivation should possess many outstanding points. In 2021, Ha Long Pearl Company is the first unit in the province to have products, including: Akoya pearls, Tahiti pearls, Southsea pearls achieving 5-star OCOP at the national level.

Not stopping at product development, Ms. Huong also focuses on investing in production, cultivation and product display areas to help visitors fully experience the process from seed implantation, pearl creation to processing raw pearls into refined pearls and shopping for pearl products in Quang Ninh.
On the journey to create unique products for Ha Long Bay, Ms. Huong also faced many difficulties not only from the beginning, but also when she had certain successes. In recent years, like many tourism businesses, Ms. Huong and the Company have continuously faced great difficulties. In particular, the prolonged Covid-19 epidemic along with strict regulations on epidemic prevention and control have caused the business to lack international visitors. When starting to restore operations, super typhoon Yagi hit again, destroying the pearl farm in Ha Long Bay; 2 shops processing, displaying and selling pearl products and the Company's Le Pearl store. Despite the great damage in many aspects, the long recovery time, and the expenditure of a lot of effort, Ms. Huong and her staff are still determined to recover, reopen, and welcome the first group of visitors after the storm just 5 days. Since storm No. 3, Ha Long Pearl Joint Stock Company has welcomed 711 groups with over 10,000 visitors, of which 90% are tourists from European countries.

As for Mr. Vu Van Lap, in 2008, after working for hire, accumulating experience, and traveling to many localities, he decided to return to his hometown of Quang Yen town to start a business. When he first started his career, he encountered many difficulties. Capital was limited, so Mr. Lap had to figure out everything himself, from finding customers to production. He took advantage of every moment of the day to work and set high requirements for product quality for customers. With a reputation, his aluminum and glass workshop was sought after by many customers to place orders. He continued to expand his investment in a number of machines to expand his facilities. However, he continuously encountered failures, was forced to close down, and continued to work for hire.
Not giving up, grasping the market demand, in 2011, Mr. Lap decided to start a business again, at the same time, becoming the first unit in Quang Yen town, investing in the business of rolling doors and automatic doors with a capital of 100 million VND. Learning from the previous failure, Mr. Lap was careful step by step, diligently learning from management experience, sales experience, customer care, grasping the market demand to add more suitable products combined with the main product of rolling doors and automatic doors. When he realized he had enough experience and capacity and seized the opportunity, in 2017 he decided to start a business, establishing Hung Cuong Mechanical Production and Trading Joint Stock Company. From a small establishment but meeting market demand, Mr. Lap's company has achieved initial success with annual revenue of over 5 billion VND, creating jobs for 10-20 local workers, with an average income of 6.5 million VND/person/month. In 2024, Mr. Lap was honored to be in the top 100 outstanding young entrepreneurs nationwide...

In recent years, Quang Ninh has made remarkable breakthroughs in all fields, the economy has maintained double-digit growth for 9 consecutive years. That result has a significant contribution from businesses and entrepreneurs in the province.
Along with the development of enterprises and entrepreneurs, the province has recently paid attention to orientation and had many policies to promote enterprise development. In particular, the Provincial People's Council issued Resolution 155/NQ-HDND (dated July 12, 2023) on a number of key solutions to support enterprises, cooperatives, and business households to improve operational efficiency and sustainable development until 2025; The Provincial People's Committee issued plans to support small and medium enterprises in Quang Ninh province for the period 2024-2026. The Provincial People's Committee is also directing the development of a Plan to support private sector enterprises to operate sustainably in Quang Ninh province until 2025 and a Plan to support the development of collective economy and cooperatives until 2025. The plans contribute to the sustainable development of private sector enterprises, collective economy and cooperatives, ensuring a close and harmonious combination between economic efficiency and social responsibility, contributing to the completion of the province's sustainable development goals until 2030.

Recently, Quang Ninh Provincial Party Committee issued Action Program No. 41/CT-TU (dated June 27, 2024) on implementing Resolution No. 41-NQ/TW (dated October 10, 2023) of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period with specific goals by 2030. The province strives for the period 2024-2030 to establish an average of about 2,000 new enterprises annually; the business sector contributes about 70% of GRDP; about 38% of total employment in the economy; the proportion of enterprises participating in import-export activities in the total number of operating enterprises reaches about 10%; by 2030, there will be at least 10 enterprises in the top 500 enterprises under the VNR 500 Program...
In recent times, the Business Coffee program has been maintained and organized monthly by units and localities. Enterprises have more opportunities to discuss and propose solutions to remove difficulties for enterprises and entrepreneurs to provincial leaders, leaders of departments, branches and localities. Along with that, from the beginning of 2024 to present, the Provincial People's Committee has organized provincial conferences to meet with over 500 enterprises and investors to listen to and resolve recommendations; departments, branches and sectors have organized 34 conferences, policy dialogues, and removed obstacles for enterprises regarding capital sources, import and export, industrial park investment, etc. The province has strengthened its work with business associations to review each recommendation and response from departments, branches and localities, thereby clearly defining the steps to resolve as well as the tasks of relevant agencies for each recommendation.
Storm No. 3 made landfall in Quang Ninh province on September 7, causing great devastation, causing serious damage to people's lives and property, in which many aquaculture, forestry, agriculture and tourism enterprises were greatly affected. In order to help businesses, entrepreneurs and people recover production soon, the Provincial People's Council quickly held a meeting to pass a number of emergency policies to support people severely affected by the storm. In particular, Resolution No. 42/2024/NQ-HDND on a number of measures to support overcoming the consequences of storm No. 3 has become a timely "assistance" for the people. Currently, the policies are being deployed to localities to promptly support the subjects. Along with that, the province has allocated resources of about 1,000 billion VND to overcome damage, stabilize life and restore production and business activities after storm No. 3; providing support funds (phase 1) for localities with an amount of 180 billion VND from the State budget reserve. The province also established a Working Group to develop a Project for economic recovery and reconstruction after storm No. 3, headed by the Chairman of the Provincial People's Committee; a Working Group to develop policies to support, overcome and recover from the consequences of storm No. 3 in the province. At the same time, working directly with businesses, production and business establishments, banks to discuss solutions to handle debts for businesses and people; supporting damage to agricultural production, forestry, aquaculture, cruise ship owners, etc. With the support of the province, businesses and entrepreneurs in the province have strived to overcome difficulties, constantly innovating in thinking, methods and ways of doing things to generate revenue. In particular, the Provincial Business Association and the Provincial Young Entrepreneurs Association have coordinated to organize many activities to connect, share, train and support members; Successfully coordinated the organization of a series of events to develop the private economy, exhibitions to promote trade and investment... In particular, after storm No. 3, businesses faced many difficulties, with spirit and will, the desire to contribute, businesses determined not to retreat, strived to unite, seek innovative solutions, improve production processes, connect with each other to overcome challenges; continue to make many contributions to organize many charitable activities for the community...

In the first 9 months of 2024, the province had 1,342 newly established enterprises (an increase of 7.6% over the same period in 2023), bringing the total number of enterprises in the province to 11,669 in operation. Quang Ninh became the 6th locality in the Red River Delta in terms of enterprise development. Notably, the province has 3 private enterprises in the top 500 largest private enterprises in Vietnam (VR500), namely: Bim Group Joint Stock Company; Ha Long Investment and Development Company Limited; Ha Long Beer and Beverage Joint Stock Company.
At the meeting program on the occasion of Vietnam Entrepreneurs Day (October 13) organized by the Young Entrepreneurs Association and the Investment and Startup Club of Quang Ninh province, Chairman of the Provincial People's Committee Cao Tuong Huy acknowledged the contributions of the business community and entrepreneurs of Quang Ninh to the achievements in socio-economic development of the province. The Chairman of the Provincial People's Committee affirmed: The province is committed to continuing to strongly reform administration, ensuring an open and fair investment environment for all businesses, implementing support programs for businesses recovering from natural disasters according to the Central's guidance at the maximum level and proposing the Central to amend, supplement, and issue support regulations and rules. The Young Entrepreneurs Association and the Investment and Startup Club of Quang Ninh have promoted their role as a "bridge" between businesses and state agencies; fostered a relationship of solidarity, mutual cooperation and support between businesses and organizations to effectively implement socio-economic development policies, mechanisms and policies related to businesses, entrepreneurs and startups.
