At this Session, the Central Inspection Commission reviewed and concluded the following contents:

I- Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Executive Committee of the Ho Chi Minh City People's Committee, the Central Inspection Committee found that:

The Party Executive Committee of the Ho Chi Minh City People's Committee violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership and direction, allowing the City People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the management and use of land, finance, assets, investment, planning, and construction of projects implemented by Van Thinh Phat Group Joint Stock Company and in bid packages and projects implemented by Tien Bo International Joint Stock Company (AIC); many Party organizations and Party members were disciplined, and many officials and Party members were criminally prosecuted.

The above violations have caused very serious consequences, with the risk of huge loss and waste of money, State assets and social resources, causing bad public opinion, affecting the reputation of the Party organization and the City government, to the point of having to consider and handle disciplinary actions.

The main responsibility for the above violations and shortcomings belongs to the Standing Committee of the City Party Committee for the 2010-2015 term; the Party Committee of the City People's Committee for the 2011-2016 and 2016-2021 terms and comrades: Le Thanh Hai, former member of the Politburo, Secretary of the City Party Committee, former Secretary of the Party Committee, Chairman of the City People's Committee; comrades Le Hoang Quan, Nguyen Thanh Phong, former members of the Party Central Committee, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the City People's Committee and a number of other party organizations and party members.

Considering the content, nature, level, consequences, and causes of violations; based on Party regulations,

1- The Central Inspection Committee decided to take disciplinary action:

- Warning: Party Executive Committee of Ho Chi Minh City People's Committee for the terms 2011-2016, 2016-2021; Party Committees of the Departments: Finance, Planning and Investment for the term 2015-2020; Construction, Natural Resources and Environment for the term 2010-2015.

- Reprimand: Party Committees of the Departments of Construction, Natural Resources and Environment for the 2015-2020 term and comrade Nguyen Toan Thang, City Party Committee member, Party Secretary, Director of the Department of Natural Resources and Environment.

2- The Central Inspection Committee proposed that competent authorities consider and discipline the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term and comrades: Le Thanh Hai, Le Hoang Quan, Nguyen Thanh Phong.

3- The Central Inspection Committee requests the Standing Committee of the City Party Committee and the Party Committee of the Ho Chi Minh City People's Committee to lead and direct the timely correction of violations and shortcomings pointed out; consider and handle the responsibilities of organizations and individuals with violations according to their authority.

II- Considering the Report proposing disciplinary action against a number of Party members who violated the regulations at the Party Committees of Bac Giang, Bac Ninh, Vinh Phuc, Gia Lai, the Government Office, the National Assembly Office, and the Central Inspection Committee found that:

Comrades: Mai Tien Dung, former member of the Party Central Committee, Minister, Head of the Government Office; Duong Van Thai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Giang province; Pham Thai Ha, member of the Standing Committee of the Party Committee of the Agency, Deputy Head of the National Assembly Office, Assistant to the Chairman of the National Assembly; Ho Van Diem, former member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Vietnam Fatherland Front Committee of Gia Lai province; Le Tuan Hong, former member of the Provincial Party Committee, Secretary of the Luong Tai District Party Committee, Bac Ninh province and comrades: Nguyen Van Khuoc, member of the Provincial Party Committee, member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee, Chu Quoc Hai, former Deputy Secretary of the Party Committee, Deputy Director of the Department of Natural Resources and Environment, Hoang Van Nhiem, Deputy Director of the Department of Finance of Vinh Phuc province have degraded in political ideology, ethics, and lifestyle; Seriously violating Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violating regulations on what Party members are not allowed to do and the responsibility to set an example; causing very serious consequences, public outrage, negatively affecting the reputation of the Party organization, agency, and work unit, to the extent that disciplinary action must be considered and taken.

At the 41st session, the Central Inspection Commission reviewed and decided on many important contents.

Based on Party regulations,

1- The Central Inspection Committee decided to impose disciplinary action by expelling from the Party the following comrades: Chu Quoc Hai and Hoang Van Nhiem.

2- The Central Inspection Committee requests competent authorities to consider and discipline comrades Mai Tien Dung, Duong Van Thai, Pham Thai Ha, Ho Van Diem, Le Tuan Hong, and Nguyen Van Khuoc.

III- Considering the results of the supervision of the Standing Committee of the Party Committee of Military Region 3, the Central Inspection Committee requested the Standing Committee of the Party Committee of Military Region 3 to continue to promote its strengths; seriously review, learn from experience, promptly overcome shortcomings and limitations in leadership, direction, development and organization of implementation of Working Regulations; personnel work; in management, use of land, finance, assets, investment; in performing tasks assigned by superiors and in declaring assets and income.

IV- Also at this session, the Central Inspection Committee resolved 1 party disciplinary complaint and considered and concluded a number of other important contents.
