In the first quarter, all levels and sectors continued to focus on leading and implementing democracy under the direction of Party committees, authorities, and Steering Committees at all levels; developing plans and specifying activities in accordance with conditions and situations. Notably, focusing on implementing the organization arrangement and streamlining of staff according to the general policy to ensure timely and stable thinking of cadres, civil servants, and public employees, implementing and working immediately after the merger, without interrupting common work. Implementing regulations, rules, procedures, regimes, and policies publicly and transparently according to regulations. In addition, administrative reform continued to be promoted in conjunction with digital transformation; improving the business environment, enhancing competitiveness; gradually perfecting specialized information systems to effectively serve state management activities. As of March 15, 2025, 1,961/1,961 administrative procedures (TTHC) have been publicly updated on the national database and linked to the electronic information pages of agencies and localities, reaching 100%; 100% of departments, branches, and district-level People's Committees have opened columns and publicly posted TTHC for organizations and individuals to look up and implement; updated and publicized results of handling TTHC on the Provincial TTHC Information System. The work of receiving citizens, handling petitions, complaints, denunciations, recommendations, and reflections from citizens continues to receive attention, handled promptly and strictly according to legal regulations. Enterprises continue to deploy and practice democracy at the grassroots level. During the quarter, 85 enterprises organized dialogues with employees to grasp the situation and resolve legitimate recommendations of employees; 75/258 enterprises organized conferences for employees, reaching a rate of 29.07%. To date, there are 240 Collective Labor Agreements being implemented in enterprises. Trade Union organizations in enterprises have proactively participated in coordination to ensure policies for employees, stabilize production and business, harmonize interests, etc.

In addition to the achieved results, the work of propagating and disseminating the Party's guidelines, the State's laws and policies and documents related to the implementation of grassroots democracy in some places has not been timely and extensive; the implementation is sometimes and in some places still limited. The leadership and direction of administrative reform in some units and localities is still not really drastic; the implementation of digital transformation tasks, application of national databases of population, land... associated with administrative reform has not been carried out synchronously and promptly; there is still a situation of late documents...

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee Dang Hong Sy requested that in the second quarter of 2025, Party committees, authorities, heads of agencies, units, and enterprises continue to deploy and seriously implement the Party's directive documents, the State's laws, and the Steering Committees for the implementation of the QCDC at all levels on building and implementing democracy. Focus on deploying and implementing well the 2025 theme of the Provincial Party Committee "Successfully organizing Party congresses at all levels; promoting the arrangement and organization of a streamlined apparatus, improving the effectiveness and efficiency of activities serving the people". Focus on doing a good job of propaganda and mobilization to create consensus among cadres, civil servants, and public employees in implementing policies, requirements, and tasks of streamlining the organization and apparatus in the new situation, associated with implementing publicity and transparency, ensuring policies and regimes on streamlining the payroll for cadres, civil servants, and employees. Strengthen the grasp of the situation, especially emerging and urgent issues affecting the lives and legitimate rights and interests of union members, association members and people, to propose to competent authorities for consideration and resolution.

The Standing Deputy Secretary of the Provincial Party Committee requested all levels and sectors to speed up the process of handling people's files and petitions to ensure legal regulations and people's rights; review outstanding issues of agencies and units related to organizations, individuals and enterprises.
