Accordingly, the purpose of Plan No. 64/KH-UBND is to effectively organize the implementation of Resolution No. 45/2024/NQ-HDND dated July 11, 2024 of the Provincial People's Council stipulating a number of policies to support workers going to work abroad and students participating in training cooperation programs between vocational training institutions in the province and foreign universities and colleges in the period 2024-2026 in Yen Bai province and the Project to send Yen Bai workers to work abroad in the period 2024-2030 in 2025.

Organize the implementation of policies to support workers going to work abroad in order to increase the number of workers going to work abroad, improve the quality and efficiency of sending workers to work abroad, contribute to job creation, improve labor quality, shift labor structure, sustainably reduce poverty, increase income for workers, especially workers from poor households, near-poor households, workers from ethnic minorities, workers in difficult circumstances, contribute to socio-economic development in the province.

The specific goal is to strive for by 2025, the whole province will send 1,200 people to work abroad under long-term contracts (from 01 year or more) and short-term contracts (less than 01 year), students participating in training cooperation programs, of which 500 are demobilized soldiers, specifically: Support workers to work abroad under long-term contracts (from 01 year or more) is 810 people; Support workers to work abroad under short-term contracts (less than 01 year) under cooperation programs between localities is 360 people; Support students to exchange under training cooperation programs between public vocational training institutions in the province and foreign colleges and universities is 30 people.

By 2025, colleges, intermediate schools, vocational education and continuing education centers will be responsible for coordinating with districts, towns and cities to provide vocational training combined with foreign language training, creating a source of sending workers to work abroad for at least 1,000 workers, including about 500 demobilized soldiers (the target for colleges and intermediate schools is 900 people, the target for vocational education and continuing education centers is 100 people).

Plan No. 64/KH-UBND sets out the main activities and tasks: Strengthening the leadership and direction of Party committees and authorities at all levels; the role and responsibility of the political system and all classes of people in the work of sending workers to work abroad. Information and propaganda work on the work of sending workers to work abroad. Deploying labor export consulting activities, vocational training combined with foreign language training, connection activities, and support for sending workers to work abroad. Strengthening state management, inspection and supervision of the situation of sending workers to work abroad.

Funding from the central budget of Sub-project 3 "Project on developing vocational education and creating jobs for workers in ethnic minority and mountainous areas" under Project 5, National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, Phase I: from 2021 to 2025 and Sub-project 2 "Supporting workers to work abroad under contracts" under Project 4, National Target Program on Sustainable Poverty Reduction for the period 2021-2025.
