Member of the Party Central Committee, Secretary of An Giang Provincial Party Committee Le Hong Quang, Head of the Steering Committee delivered a concluding speech at the meeting.

At the meeting, the Steering Committee highly appreciated the results of the coordination between the Standing Office of the Steering Committee and the relevant agencies in the fight against corruption, waste and negativity. In the first quarter of 2025, the units actively advised the Steering Committee and the Standing Committee of the Provincial Party Committee to lead, direct, concretize and organize the timely and complete implementation of the Party's guidelines, policies and laws of the State, conclusions and directions of the Central Steering Committee on corruption prevention, waste and negativity (Central Steering Committee) and of the General Secretary, Head of the Central Steering Committee on corruption prevention, waste and negativity, achieving quite comprehensive results.

Specifically, the Standing Office of the Steering Committee carefully prepares the content for the Steering Committee, the Standing Office of the Steering Committee meets to evaluate the results of the work of preventing and combating corruption, waste and negativity; deploys key tasks and gives opinions on a number of contents within its authority (1 meeting of the Steering Committee and 3 meetings of the Standing Office of the Steering Committee); completes and issues documents after meetings and sessions of the Steering Committee.

The competent authorities have made efforts and urgently implemented the conclusions of the Provincial Party Secretary and Head of the Steering Committee at the Steering Committee meeting and the Standing Committee meeting, especially coordinating to remove difficulties and obstacles, speed up the progress of investigation, verification, and handling of cases and incidents under the supervision and direction of the Steering Committee, striving to basically resolve the cases and incidents under the supervision and direction of the Steering Committee by the end of the first quarter of 2025. Up to now, the progress of resolving the cases has basically met the set schedule, notably bringing 2 cases to trial; issuing investigation conclusions of 2 cases; urgently coordinating to remove difficulties and obstacles, speed up the progress of verification and investigation of 2 cases and 2 incidents under the supervision and direction of the Steering Committee.

Through analyzing and evaluating the results achieved in the past time, comrade Le Hong Quang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee, proposed: Firstly, continue to lead and direct the concretization and full and timely implementation of the policies, directives, resolutions, regulations and instructions of the Central Committee on the work of preventing and combating corruption, waste and negativity; especially the new regulations and instructions of the Central Committee and of the General Secretary, Head of the Central Steering Committee.

In particular, seriously implementing the direction of General Secretary To Lam: Strengthening the prevention and fight against corruption, waste, and negativity associated with completing the streamlining of the apparatus and administrative units at all levels of the political system; resolutely not allowing corruption, waste, and negativity to occur; absolutely not allowing the situation of "lobbying", "group interests", corruption, waste, and negativity to occur in personnel work.

Second, direct the effective implementation of tasks and solutions to prevent corruption, waste, and negativity; in which, persistently and synchronously implement solutions for both prevention and combat, with the motto from low to high to practice thrift and combat waste. Improve the effectiveness of propaganda and education on preventing and combating corruption, waste, and negativity; build a culture of integrity, combat corruption, waste, and negativity among cadres, party members, civil servants, public employees, and the people. Thoroughly grasp and seriously implement the Politburo's regulations on controlling power, preventing corruption, and negativity in cadre work and the work of inspection, supervision, and enforcement of Party discipline; in inspection, auditing, investigation, prosecution, trial, and execution of sentences.

Third, continue to direct the work of inspection, supervision and examination, focusing on areas prone to corruption, waste and negativity, promptly resolve cases of public concern; regularly review and resolve complaints and denunciations about corruption, waste and negativity; conclude and thoroughly handle Party organizations and Party members who have committed violations related to corruption, waste and negativity cases and incidents. Direct the review and urge the serious and complete implementation of the conclusions of inspections, examinations and recommendations of the State Audit.

Fourth, direct Party committees, Party organizations, and functional agencies to strictly implement the coordination mechanism to detect and handle violations during the process of inspection, examination, investigation, prosecution, trial, and execution of judgments; and the handling of denunciations and reports of crimes and recommendations for prosecution. Focus on directing the prosecution agencies to remove difficulties and obstacles in the investigation and handling of cases and incidents, especially difficulties and obstacles in judicial appraisal; speed up the verification, investigation, and handling of corruption, waste, and negativity cases and incidents under the supervision and direction of the Steering Committee according to the principles of "Proactively, urgently, and clearly handle them", "No forbidden areas, no exceptions", if there is sufficient basis, the case and the accused must be prosecuted for investigation and strict handling according to the provisions of law; ensure that the settlement of cases and incidents meets the progress set out in the objectives and tasks in accordance with the Conclusion of the 7th Session of the Steering Committee. Regularly review and include in the Steering Committee serious, complicated corruption, waste, and negative cases that are of public concern to focus on directing and handling them thoroughly.

Fifth, assign the Provincial Party Committee's Internal Affairs Committee (Standing Body of the Steering Committee) to advise the Steering Committee to report and propose to the Provincial Party Committee's Standing Committee to direct Party committees and authorities at all levels to urgently review and develop plans for the arrangement and use of headquarters, public assets, public housing facilities that are not used, used ineffectively or used for the wrong purposes by agencies, units and localities when implementing the arrangement of the apparatus and administrative units at all levels to ensure efficiency, proper purpose, and to avoid loss, waste, corruption and negativity.

The Steering Committee agreed to end monitoring and directing 2 cases, the verdicts of which have come into legal effect, specifically: The case of "Illegal purchase and sale of invoices" occurred in Chau Phu district; the case of "Tax evasion" occurred in Chau Doc city, involving the following enterprises: Truong Hung gold shop, Truong Liem gold shop, Van An gold shop, Kim Ngoc Mai gold shop and Trinh Kim Ba Import-Export Company Limited. Continue to monitor and direct the handling of 4 cases and 2 incidents.

The Steering Committee agreed with the draft documents submitted by the Standing Office of the Steering Committee at this meeting, including: Report on the progress of corruption and negative cases under the supervision and direction of the Steering Committee; report on the situation and results of the Steering Committee's activities in the first quarter, and key tasks in the second quarter of 2025. Assign the Provincial Party Committee's Internal Affairs Committee to receive comments from the Steering Committee members, complete the draft, submit it to the Provincial Party Committee Secretary and Head of the Steering Committee for comments, and report to the Central Internal Affairs Committee according to regulations.
