Dienbien.gov.vn – On the afternoon of April 8, comrade Le Thanh Do – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a working session to remove difficulties and obstacles in site clearance related to two major projects: the Project to Build a Training Ground in the Western Region of Military Region 2 and the Project to Manage Multiple Disasters in the Nam Rom River Basin. Attending the working session were comrade Lo Van Cuong – Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee and representatives of relevant departments, branches and local authorities.

In Dien Bien Phu city, the Land Fund Development Center (under the Department of Agriculture and Environment) is the unit assigned to carry out the land acquisition work of the "Multi-disaster management of Nam Rom river basin" project. The project recovers land from 289 households and organizations in 6 wards with a total area of 57.66 hectares. Up to now, 274 cases have been counted and plans have been developed, reaching 94.8%; 15 cases have not been implemented due to the need to adjust the ownership records. Plans have been posted for 111 households; 28 cases (27 households, 1 organization) have been submitted to the City People's Committee for appraisal. The city has approved compensation plans for 20 households and 1 organization, with an area of over 22,000m², with a total cost of nearly 146 million VND. The payment was made on March 20, 2025. Regarding resettlement, there are 11 households that need to be relocated. The Provincial People's Committee has agreed to relocate them to 2 areas: 15m road (8 households) and area III of the Dien Bien Airport upgrade project (3 households).
However, the work of verifying land origin still has many shortcomings. Of the 274 records, only 213 reports have been prepared, but only 108 reports meet the requirements. There are still 166 cases that have not completed verification, of which 61 households have not yet reported, greatly affecting the progress of preparing, appraising and approving compensation plans.
At the meeting, delegates focused on analyzing the existing problems and difficulties in the implementation, especially the difficulties in verifying land origin, completing ownership records, and coordination between the Land Fund Development Center and local authorities; and proposed solutions to speed up progress in the coming time.
In his concluding remarks, Mr. Le Thanh Do, Chairman of the Provincial People's Committee, acknowledged and highly appreciated the efforts of departments, branches and local authorities in site clearance, especially the sense of responsibility in propagating and mobilizing people to hand over the site for project implementation. However, in the face of urgent requirements on progress, he emphasized the need to concentrate highly, mobilize all resources, work urgently and resolutely to complete the entire site clearance work before May 31, 2025. The Chairman of the Provincial People's Committee requested the Land Fund Development Center and the Project Management Board to promptly complete the measurement contents, adjust the support documents, closely coordinate with the People's Committees of the wards to verify the origin of the land, and fully supplement the missing information. The People's Committees of the wards need to proactively and resolutely handle the backlog, accurately determine the resettlement needs as well as the cases requiring housing support to ensure the stability of people's lives. The counting, preparation and approval of compensation plans must be carried out simultaneously, without waiting or overlapping procedures. In cases of land lease or land use that are not in accordance with regulations, land recovery must be carried out in accordance with the provisions of law, ensuring strictness and efficiency in land management. The City People's Committee needs to urge and direct wards to properly implement procedures and regulations in site clearance work, avoiding complicated and prolonged complaints and lawsuits. With high political determination and synchronous coordination of all levels and sectors, site clearance work for two key projects in the area is expected to be completed on schedule, making an important contribution to the implementation of the following items, promoting local socio-economic development in the coming time.
For the project of constructing a training ground in the western area of Military Region 2, the project has a total planning area of 215.05 hectares, of which the core area of land acquisition and clearance is 46.6 hectares. Up to now, the People's Committee of Dien Bien district has approved 10 decisions with a total cost of more than 107.7 billion VND, of which 105.6 billion VND is paid to households, the rest is the cost of land acquisition and clearance. On November 6, 2024, the core area of land acquisition and clearance was completed and the district approved the settlement of compensation, support and resettlement items (first time). The resettlement project in the Nam Thanh alluvial land area, Noong Luong commune with an investment capital of 8.3 billion VND was completed. On July 23, 2024, the District Land Fund Development Center organized a land allocation draw for 16/21 plots of land under the project. Along with the land acquisition and clearance work, the project will convert the purpose of use of 67.36 hectares of forest according to the policy approved by the Prime Minister in Official Dispatch No. 526/TTg-NN dated June 9, 2023. The total amount of replacement forestation is more than 21.6 billion VND, of which 12.6 billion VND has been paid from the national defense budget, the remaining more than 9 billion VND from the local budget. The Provincial People's Committee will adjust the replacement forestation budget in accordance with the provisions of Decision No. 1911/QD-UBND dated November 24, 2023, as a basis for payment to the Provincial Forest Protection and Development Fund.
Delegates proposed some difficulties in implementing site clearance work for projects.
At the meeting, delegates proposed a number of contents: Dien Bien District People's Committee completes the dossier for converting forest use purposes and supports people at the rate of 10 million VND/ha; The Provincial People's Committee arranges funds for reforestation and construction of items using the local budget, initially according to Notice No. 98/TB-UBND dated January 9, 2025, to ensure project progress in the period 2021-2025. At the same time, the Department of Agriculture and Environment is requested to direct the completion of procedures for land recovery, land allocation, and forest allocation; the District People's Committee is requested to coordinate in determining the origin of the land, organizing compensation for land acquisition, exploitation and recovery of converted forests, and completing the dossier for handing over the remaining 111 hectares of forest to the Provincial Military Command for management....
Concluding the content of the project on the construction of a training ground in the western area of Military Region 2, comrade Le Thanh Do, Chairman of the Provincial People's Committee, acknowledged the sense of responsibility and initiative of units and localities in implementing site clearance, especially in completing the core area clearance and resettlement arrangements for affected households. However, he emphasized that this is a key project, of great significance to the national defense and socio-economic development of the province, so it is necessary to continue to focus highly and coordinate closely between levels and sectors to remove remaining problems and obstacles. The Chairman of the Provincial People's Committee requested the People's Committee of Dien Bien district to urgently complete the dossier on converting forest use purposes, organize exploitation in accordance with regulations, and coordinate with relevant units to fully hand over the remaining forest area to the Provincial Military Command for management. The Department of Agriculture and Environment shall preside over and promptly guide the procedures for land recovery and allocation; advise the Provincial People's Committee to adjust the budget for reforestation in accordance with the actual area after review, as a basis for submission to the Provincial Forest Protection and Development Fund. He also requested the Department of Finance to continue considering allocating sufficient resources from the local budget to ensure the project's progress according to plan, to avoid complicated and prolonged complaints, and to contribute to creating favorable conditions for training, combat readiness and sustainable local development in the coming time./.
