The Ministry of Finance has just issued Official Dispatch 5587/BTC-DT to report on the implementation of the State budget public investment plan for 3 months, estimated for 4 months of 2025 to the Prime Minister. Specifically, the Prime Minister assigned the Ministry, central and local agencies VND 825,922.3 billion for total public investment capital in 2025 (VND 3,443.2 billion has not been assigned as capital for the National Target Program); of which, central budget capital is VND 350,195 billion, local budget capital is VND 475,727 billion.
Disbursement lower than the same period
According to the Ministry of Finance, it is estimated that by April 30, 2025, the disbursement of state budget capital was VND 128,512.9 billion, reaching 15.56% of the plan assigned by the Prime Minister, lower than the same period in 2024 (disbursement in the first 4 months of 2024 reached 16.64% of the plan assigned by the Prime Minister). Compared to the disbursement rate in the first 3 months of this year, there has been an acceleration.
According to the Ministry of Finance, in the first 4 months of 2025, 10/47 ministries, central agencies and 35/63 localities had disbursement rates compared to the Prime Minister's plan above the national average. However, there are still 9 ministries, central agencies and localities that have not disbursed, or disbursed very low (15 ministries, central agencies disbursed less than 5%) and 12 localities disbursed less than 10%.

One of the causes of difficulties and obstacles is that the policy mechanism does not specify the establishment and determination of project management costs, consulting costs of public investment projects without construction components, etc. The 2024 Land Law has just come into effect; regulations and instructions on compensation and resettlement support in the province have also been newly issued with many changes and unclear regulations, affecting site clearance work.
In addition, many ministries, central and local agencies have not developed capital plans that are not close to actual needs and implementation capabilities, and have not been proactive in reviewing, preparing for approval of tasks, and completing investment procedures right from the budget and planning stages, leading to incomplete allocation of the Prime Minister's assigned plan. As of the reporting date, there are still about 27,861.8 billion VND unallocated, accounting for 3.37% of the Prime Minister's assigned plan.
Part of the difficulty in disbursing public investment is also due to the impact of the process of restructuring the apparatus; some ODA projects are disbursing slowly due to adjusting investment policies, or waiting for extensions or adjustments to loan agreements; compensation and support for site clearance are still slow due to not reaching agreements with the people, slow handover of sites; limited supply of some raw materials (soil, sand, etc.)
Key transport projects disbursement lower than national average
According to the Ministry of Finance, the disbursement of important national projects in the transport sector has also encountered many difficulties. Ministries, agencies and localities have allocated in detail all 11/11 important national projects in the transport sector with a total capital of VND87,533.1 billion. Of which, the central budget capital is VND74,538.7 billion and the local budget capital is VND12,994.4 billion.
The Ministry of Finance has also promptly approved the budget to ensure capital for the projects. As of March 31, 2025, the total disbursed capital of 11 projects was VND 4,812.7 billion, reaching 5.5% of the assigned plan; of which, the central budget capital was VND 3,950.3 billion (reaching 5.3% of the plan), the local budget capital was VND 862.5 billion (reaching 6.6%).
Thus, in the first 3 months of this year, the disbursement results of important national projects in the transport sector continued to be lower than the average disbursement rate of the whole country (9.72%).
According to the report of the Ministry of Construction, in recent times, localities and investors have made efforts and proactively overcome difficulties to speed up the progress of project construction. However, there are still some difficulties and problems related to site clearance and construction materials that need to be further focused on.

Recently, the Government Office has also issued Notice No. 203/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh during his working trip with ministries and localities on the investment situation in developing the transport system in the Mekong Delta region.
The announcement affirmed that investment in the construction of key transport projects, including expressway projects in the Southern region, is of utmost importance, aiming to realize the goals of the Resolution of the 13th National Party Congress, and the synchronous implementation of transport methods to promote the rapid and sustainable development of the Mekong Delta, contributing to the overall development of the country.
The Prime Minister requested ministries and localities to continue to respond and implement the 500-day and night emulation movement with the goal of completing 3,000km of expressways by 2025; of which, by 2026, the Mekong Delta region will have about 600km of expressways.
The Prime Minister directed localities still stuck with site clearance to expedite handover for construction. Project management agencies directed investors and contractors to closely follow the progress (especially projects scheduled to be completed in 2025); clearly identify the "progress critical" line, have appropriate solutions to compensate for the delayed volume, increase human resources, construction machinery and equipment, and financial resources; focus on construction with the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "3 shifts, 4 shifts", "through holidays, through Tet, through days off", "only discuss work, no backtracking" to complete projects according to the set plan.
Regarding additional capital allocation for projects scheduled to be completed in 2025, the Prime Minister requested the Ministry of Finance to allocate sufficient medium-term capital for 2021-2025 and capital in 2025 for the My An - Cao Lanh Project (VND 150 billion), adding about VND 426 billion to complete the Rach Mieu 2 Bridge project (in September 2025) and other projects requiring additional capital to be completed in 2025.
Key transport projects in the Mekong Delta region, when completed, will greatly contribute to the disbursement of public investment capital in 2025.
Key solutions to speed up disbursement
To ensure that the disbursement rate of public investment capital in 2025 reaches the target of 100% of the plan assigned by the Prime Minister, the Ministry of Finance recommends that with the allocated capital, it continue to resolutely implement tasks and solutions according to Government documents and instructions of the Prime Minister... Regarding the central budget capital that has not been allocated in detail after March 15, 2025, the Ministry of Finance has sent a document to the Government proposing a solution to handle this unallocated capital.
The Ministry of Finance also requested that the competent authorities and project owners closely follow the progress of ODA projects, promptly remove difficulties and obstacles in project implementation and disbursement; and coordinate with the Ministry of Finance to promptly discuss with donors in case of arising problems.
For local budget capital projects, localities speed up budget collection progress, especially land use collection to ensure capital allocation progress.
The Ministry of Finance proposed to strengthen inspection, supervision, and clear assignment of tasks among levels and sectors to ensure scientific and effective implementation of projects, especially large-scale projects with complex technical requirements, spread across many localities, urgent construction time, difficult terrain and weather conditions, etc. Focus on expressway projects scheduled for completion in 2025.

At the same time, ministries, central and local agencies need to specifically report on the difficulties and obstacles of each project and propose tasks, solutions and authorities to handle the difficulties. Develop a disbursement plan and require investors to report progress monthly and quarterly as a basis for reviewing and cutting down the capital plans of slow-progressing projects, to supplement capital for projects with good disbursement capacity and need to accelerate progress, especially important and urgent projects, strategic infrastructure projects, etc. Strengthen discipline and order in disbursing public investment capital, to contribute to promoting economic growth to reach 8% by 2025.
