Accordingly, Deputy Prime Minister Tran Hong Ha agreed to assign Vietnam Expressway Corporation (VEC) as the competent authority to implement the Ho Chi Minh City - Long Thanh Expressway Expansion Project in accordance with the law on public investment.

Regarding the project's funding, the Deputy Prime Minister assigned the Ministry of Finance to propose state budget funding for investment. At the same time, he directed VEC to review and calculate the project's specific financial plan and organize its implementation, ensuring the project's basic completion in 2026.

Regarding VEC, the Deputy Prime Minister requested that VEC be responsible for deciding on the form of contractor selection according to its authority (including the form of contractor selection in special cases), in accordance with the provisions of law (contractors must have full technical and financial capacity, reputation and experience to implement the bid package/project meeting the requirements of quality, technique and progress as required). Implement project investment to ensure progress, quality, efficiency, and prevent negativity and waste.

The Ministry of Construction closely coordinates with the Ministry of Finance and VEC in the process of project investment implementation.

According to the proposed plan, the Ho Chi Minh City - Long Thanh Expressway Expansion Project has a length of nearly 22km. The starting point is at Km4+000 (Ring Road 2 Intersection) in Thu Duc City, Ho Chi Minh City; the ending point is at Km25+920 (Bien Hoa - Vung Tau Expressway Intersection) in Long Thanh District, Dong Nai Province.

In the proposed expansion section, the section from the Ring Road 2 intersection to the Ring Road 3 intersection (Km4+00 to Km8+770) will have 8 lanes according to the plan. The section from the Ring Road 3 intersection to the Bien Hoa - Vung Tau expressway intersection (Km8+770 to Km25+920) will have 10 lanes according to the plan.

For Long Thanh bridge, a new bridge unit will be built with the same scale as the current bridge, and traffic will be organized with a scale of 10 lanes. The total investment of the project is expected to be more than 15 trillion VND.
