Capital "waiting" for disbursement

In 2025, Dak Glong received a total investment capital of 78.7 billion VND from the central budget. However, to date, the disbursed capital has only reached 522 million VND, equivalent to 0.7% of the plan. The remaining 78.1 billion VND is still "waiting".

The project of the roads of the Cultural - Commercial Center of Dak Glong district, up to now, the total capital allocated is 95 billion VND, reaching 100% of the plan. The accumulated disbursed capital is 68.4 billion VND, reaching 72.1% of the plan.

In 2025, the total investment capital allocated for the project is 27 billion VND, but so far, the disbursement rate has been very low. The investor is urging the contractor to speed up the progress to ensure the volume and complete the project as planned.

The project is currently facing some difficulties. In particular, the source of fill soil for the project is stuck. The volume of fill soil for the project is relatively large, but there is currently no licensed fill soil mine in the area, affecting the contractor's construction progress.

The site clearance work is also not favorable. Currently, there are still 2 households that have not agreed to receive the site clearance support money, with the reason being that the low land price is not suitable with the actual land price. In addition, there is 1 household that has received compensation but has not yet handed over the site because resettlement land has not been arranged.

For the Dak Plao - Dak R'mang - Dak Som inter-commune road project, up to now, 110 billion VND has been allocated, reaching 100% of the assigned capital plan. However, the current capital disbursement rate has only reached 49.5 billion VND, equivalent to 45% of the plan.

In 2025, the total investment capital allocated for the project was 51.7 billion VND, but only 23 million VND was disbursed, reaching 0.04% of the plan. The actual construction progress of the project reached about 18%.

The slow disbursement situation also occurs with investment capital from the provincial budget. The total additional capital allocated for 2025 of Dak Glong is more than 7 billion VND, but currently only more than 2.5 billion VND has been disbursed, reaching 36.4%.

The Dak Som Commune People's Council and People's Committee Office Project has so far allocated more than 13.5 billion VND, reaching 93% of the plan and has disbursed more than 13.2 billion VND, reaching 97.6% of the assigned capital plan.

The total investment capital allocated for the project in 2025 is 500 million VND and has currently disbursed 173 million VND, reaching 34.7% of the assigned capital plan.

The Dak Ha Commune People's Council and People's Committee Office Project has so far allocated 13.5 billion VND, reaching 93.1% of the plan. The total disbursed capital to date is more than 9.3 billion VND, reaching 69.3% of the assigned capital plan.

The total investment capital allocated for the project in 2025 is more than 4.5 billion VND. However, to date, only 389 million VND has been disbursed, reaching 8.6% of the plan. The actual construction progress of the project is currently about 64%.

The project is currently suspending construction of the conference hall block according to the province's general policy of suspending the implementation of new projects, renovation, repair and upgrading of office buildings.

Race against time

Faced with this worrying situation, the People's Committee of Dak Glong district has implemented a series of solutions, requiring investors and related units to commit to the progress of capital disbursement.

Chairman of Dak Glong District People's Committee Tran Nam Thuan said: "To speed up the implementation progress and disbursement of works and projects, the District People's Committee is directing and assigning investors to develop plans and commit to disburse detailed funds each month for each project."

This includes assigning specific leaders of the unit directly responsible for monitoring the progress of implementation and disbursement of each project. Based on the implementation results, the completion level of the relevant organizations and individuals will be assessed.

The investor will coordinate with relevant units to strengthen inspection and supervision of construction progress and quality. At the same time, carry out inspection and acceptance in accordance with regulations.

For projects that are still slow to implement, the contractor has been urged many times but the contractor lacks coordination, the district requests the investor to base on current regulations and signed contracts to take measures to handle. In case of failure to disburse all allocated capital, the investor shall be fully responsible before the law.

Previously, Dak Glong District People's Committee also continuously issued documents urging contractors to concentrate on materials and human resources, complete documents and quickly construct the project.

There are quite a lot of construction projects that require a large amount of fill. Therefore, the district is proposing that the Provincial People's Committee direct departments and branches to urgently carry out planning, auction and grant rights to exploit fill material mines, creating favorable conditions for the implementation of projects.
