Van Yen district has just had a working session with the Asian Development Bank (ADB) delegation to focus on resolving difficulties and obstacles in site clearance for the Northern mountainous provinces traffic connection project through Van Yen district.
The project connects the traffic of the northern mountainous provinces through Van Yen district, with a length of 33 km, passing through the communes: Dai Son, An Thinh, Mo Vang. The entire route has a total recovered area of nearly 767,000m2. The total number of affected households is 1,363 households, of which 1,344 households and 19 organizations have their land recovered.
The project passing through the communes of the district is divided into 2 packages No. 9 and No. 10. Of which, package No. 9 is 20 km long, passing through the 3 communes of An Thinh, Dai Son and Mo Vang, with a total recovered area of 430,376.0 m2, affecting 930 households and 11 organizations.
Package No. 10, located in Mo Vang commune with a length of 13 km, has a total recovered area of 336,621.9 m2, 8 organizations, 414 households affected. Also in this project, industrial technical infrastructure works were affected and relocated with a total area of 10,708.3 m2 with a route length of 30 km, of which the section through An Thinh commune is 8 km, Dai Son commune is 10 km, Mo Vang commune is 12 km.
The water pipeline system, clean water line with a length of 3 km in An Thinh commune, has 617 households and 3 organizations affected with an area of nearly 7,000 m2. This project does not build a concentrated resettlement area due to the local characteristics of having a large area of agricultural land that can be converted to residential land, so 100% of people whose land is recovered have submitted a request to find new residential land and receive resettlement support in cash.
Up to now, the project's roadbed clearance work has been and is being accelerated. The two localities, An Thinh and Dai Son communes, where the route passes through, have completed the recovery, site clearance, compensation, support and have no problems with the roadbed.
The section passing through Mo Vang commune, under package 10, currently has 5 households stuck in compensation for land acquisition. Of these, 3 households have to forcibly recover their land. For these households, Van Yen district has carried out procedures to issue a decision on enforcement, a decision to establish an Enforcement Board, prepare a request file and seek opinions from competent authorities to carry out enforcement. For the remaining 2 households, they are mobilizing them to receive compensation, support and hand over clean land for the project. The affected industrial technical infrastructure works and clean water systems have also been ensuring progress for site handover and project construction...
At the meeting, the Compensation, Support and Resettlement Council of Van Yen district proposed specific and practical solutions for households that are still facing difficulties in the implementation of package 10, which is to have a plan and arrange forces to enforce against households subject to enforcement.
The Clearance Council, specialized departments, and the People's Committee of Mo Vang Commune continue to mobilize households that have not received compensation, support, and handed over the site; conduct inspections and assessments of the level of impact and develop compensation and support plans similar to those for households affected by high-rise and deep subsidence approved by the Provincial People's Committee. In addition, the relocation of power lines, telecommunications lines, and ADB support policies must be completed as soon as possible.
Van Yen also committed to focusing on directing localities to synchronously implement solutions, speed up site clearance progress to hand over to construction units to implement the Northern mountainous provinces traffic connection project to ensure the set progress, contributing to promoting local socio-economic development.
