At the Conference, delegates were informed of the topic "New points in the draft documents of the 14th National Party Congress" presented by Prime Minister Pham Minh Chinh, including new points in 4 draft reports on the Summary of a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Political Report; Draft Report on 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, directions and tasks for socio-economic development in the 5 years 2026-2030; and draft Report summarizing Party building work and implementation of the Party Charter.

Next, the delegates listened to National Assembly Chairman Tran Thanh Man present the topic "On amending the Constitution and laws; Directions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term". Accordingly, the election day of deputies to the 16th National Assembly and People's Councils at all levels is expected to be Sunday, March 15, 2026, requiring agencies, units and localities to proactively prepare early, remotely, right now.

Speaking at the Conference, General Secretary To Lam emphasized: The recent 11th Central Conference was a historic Conference with the requirement of simultaneously implementing a very large volume of work, wide scope, short time, high quality, many unprecedented tasks. Therefore, all levels, sectors and localities must determine the highest political determination in leadership and direction to implement this resolution. At the same time, determine that this is a revolution in the arrangement of organizational apparatus, arrangement of administrative units and reform and innovation to develop the country.

Party committees, party organizations, and leaders at all levels must be closely and resolutely in leading and directing the Party members to fully and deeply understand the special importance of this policy, create unity of perception and ideology within the entire Party and spread it to the whole society, and be determined to successfully implement the goals and directions set by the Central Committee.

Therefore, the General Secretary requested that the organization of the Congress must be tight and methodical in accordance with the spirit of Directive 45 of the Politburo, especially in newly merged and consolidated localities. It is necessary to attach more importance and focus on the preparation of documents. Provincial and municipal Party Committees must focus on leading the organization of thorough, in-depth, and effective discussions on the viewpoints, goals, policies, and major orientations stated in the draft documents of the 14th National Party Congress.
