The conference was also connected online with the bridge points of districts, towns, city Party Committees, communes, wards and towns in the whole province.

At the Conference, delegates listened to a quick report on the results after 5 years of implementing Directive 36-CT/TW in 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat. In the past 5 years, most localities nationwide have had increased results in fighting and arresting drug-related crimes compared to the period before the implementation of the directive; many localities have had high results in detecting, fighting and arresting and a sharp increase in the number of drug-related cases and criminals. The prosecution and trial of drug-related crimes have been resolved and tried promptly and strictly by the prosecution agencies, receiving public approval. The penalties applied have been in accordance with the law, commensurate with the nature and severity of the crime. Related work has been effectively implemented, meeting the requirements of drug prevention, control and combat in the new situation.

Along with that, the report also emphasized the complicated developments, especially on the land, sea, air borders, and cyberspace... regarding the drug crime situation; the risk of drug "demand" arising that has not been thoroughly resolved; some limitations in the work of screening, statistics and management of drug addicts and illegal drug users; the management of conditional investment and business sectors and professions regarding security and order is still lacking, potentially posing a risk of drug crimes and social evils...

Also at the Conference, delegates were briefed on the core and central contents of Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to implement Directive 36-CT/TW of 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat. Representatives of ministries, branches and localities also spoke about the results achieved after 5 years of implementing Directive No. 36 of the Politburo, in which they analyzed and clarified some contents, shared experiences and methods in drug prevention, control and combat, analyzed existing problems and limitations and proposed solutions for implementation in the coming time.

In his concluding remarks at the Conference, on behalf of the Politburo and the Secretariat, Comrade Tran Cam Tu - Standing member of the Secretariat acknowledged, highly appreciated and commended the important results achieved over the past 5 years of implementing Directive No. 36. At the same time, he emphasized a number of key tasks in implementing Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo to prevent, combat and control drugs. In particular, he noted the need to continue to strengthen the leadership of the Party, improve the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the majority of people in preventing, combating and controlling drugs; Improve the effectiveness of crime and drug prevention work, promote drug prevention and control propaganda with content, forms, measures and means suitable for each target group, focusing on key and complicated drug areas and locations, high-risk groups, especially youth, teenagers, students, workers and laborers in industrial parks...

Along with that, effectively carry out the work of managing drug addicts and drug rehabilitation; promote the leading and core role of the police force, effectively combat drug crimes; pay attention to building a mechanism to attract highly qualified human resources to work in the specialized force for drug prevention and control; promote international cooperation...

Regarding recommendations and proposals from ministries, branches and localities, Standing member of the Secretariat Tran Cam Tu requested the Central Public Security Party Committee to closely coordinate with the Central Party Office to respond and consider solutions, especially for recommendations to remove obstacles in mechanisms, institutions and legal policies.

At the same time, request the Party committees, authorities, Fatherland Front, and organizations to study, organize, disseminate, and implement Conclusion No. 132 to Party cells, Party members, and people so that the entire political system and people can join hands in preventing, combating, and controlling drugs, striving that from now until the end of 2030, at least 50% of commune-level administrative units nationwide will be "drug-free".
