At the reception, Lieutenant General Nguyen Trong Binh expressed his delight at the development of the Vietnam - Philippines strategic partnership; emphasizing that Vietnam - Philippines defense cooperation has been highly valued by both sides in recent times, achieving many substantive results in the following areas: Exchange of delegations at all levels; effective maintenance of consultation and dialogue mechanisms; cooperation between military and service branches; training; coordination and mutual support at multilateral forums and mechanisms led by ASEAN.

Lieutenant General Nguyen Trong Binh acknowledged and highly appreciated the effective and substantive cooperation results between the two navies in recent times, and suggested that in the coming time, the two navies continue to maintain contact channels, work at all levels, exchange and cooperation mechanisms; expand cooperation in humanitarian assistance and maritime disaster relief; strengthen direct communication, regularly update the situation, promptly and effectively handle incidents arising at sea, and humanely handle fishermen who violate each other's waters. Lieutenant General Nguyen Trong Binh affirmed that the Vietnamese Ministry of National Defense supports the Philippine Ministry of National Defense, with the core being the Philippine Navy, to successfully assume the role of co-chair of the ASEAN Defense Ministers' Meeting Plus (ADMM+) Expert Group on maritime security for the 2024-2027 period.

Vice Admiral Toribio Dulinayan Adaci Jr. thanked the Ministry of National Defense of Vietnam and the Philippines for always creating favorable conditions for cooperation between the two navies. Vice Admiral Toribio Dulinayan Adaci Jr. assessed that over the past time, the navies of the two countries have maintained effective cooperation momentum, and affirmed that the Philippine Navy always attaches importance to the cooperative relationship with the Vietnam People's Navy, especially in humanitarian assistance and maritime disaster relief.
