Reforming administrative procedures and creating favorable conditions for people and businesses is the first key task of the city in innovation and digital transformation in the area. The city focuses on promoting and guiding people and businesses to perform online public services, such as promoting and guiding administrative transactions at the reception and result return departments of wards and communes; youth unions and officials of wards and communes go to people's homes to guide them to submit administrative procedures online... By 2024, the city will have 100% of administrative procedures deployed on the National Public Service Portal; 100% of administrative procedures received in the electronic environment; 100% of digital signatures and payments processed in the electronic environment according to the 5 steps prescribed by the province, with no administrative procedures being processed late; 100% of public service fees collected non-cash at the City Public Administration Center and the one-stop department of communes and wards.
The city has deployed work-processing software and document management software to 100% of departments, agencies, professional units, party agencies, unions, and schools. City leaders and professional departments use personal digital signatures to sign electronic documents; 100% of incoming and outgoing documents are digitized. On average, the city receives 17,070 documents on the system each year and issues 5,918 documents. Uong Bi is a locality that has recorded high results in implementing the one-stop and one-stop mechanism. The city level has resolved 297 administrative procedures under its authority, with the rate of receiving, appraising, and approving procedures reaching 100%; the commune and ward level has reached 77% or more; the number of files providing electronic results has reached 100%.
Modern IT infrastructure step by step
From 2024 to present, Uong Bi is the only unit among 13 district-level localities of the province to organize a contest to learn about digital transformation knowledge on an online platform; promptly deploy 2 projects to digitize communications and promote tourism on digital platforms; build a virtual reality tour product VR3600 Yen Tu, organize a product launch in response to the national digital transformation day on October 10. The city has deployed a security camera system in 10 communes and wards, thereby promoting a digital society and social security. Functional units train businesses to access digital transformation, guide product registration on e-commerce platforms, use online public services... The city has 105 community digital technology teams, promoting propaganda, guidance, and bringing digital skills to the people. In April 2024, the Community Digital Technology Team of Phuong Nam Ward Farmers' Association deployed QR code for Phuong Nam Early Chim Litchi; livestream sales. This model was awarded a Certificate of Merit by the Provincial People's Committee; the Group's representative was invited to attend the meeting with the Prime Minister on the occasion of National Digital Transformation Day 2024.
100% of wards and communes install traffic cameras and wifi networks connected to the Internet at village and district cultural houses. 100% of businesses, organizations and individuals use electronic invoices; schools, hospitals, ward and commune People's Committees, supermarkets, convenience stores... use cashless payment services. OCOP products with 3 stars or higher are put on e-commerce platforms.
The city established an Information Security Level Document Appraisal Team, which appraised 14 sets of information security level documents, submitted them to the City People's Committee for approval of 14 information security systems by level, and fully updated them on the capdo.ais.gov.vn system. From 2020 to present, the city has implemented a plan to hire IT services, renovate information systems by level, and ensure compliance with the approved information security system... In early 2025, the city invited officers from the Ministry of Public Security and the Provincial Police to train all city officials and employees on network security and state security.
The city currently has IT infrastructure to meet the needs of building e-government, wifi system to divide the internal network; free internet connection; security camera system for the entire city administrative headquarters and automatic generator system, ensuring the operation of the city's e-government when the grid is down. 10/10 communes and wards have internal networks (LAN), WAN networks with dedicated data transmission lines.
The information security level appraisal team has a server to run the uongbi.gov.vn website system, renting a machine at the CNSC national cyberspace monitoring center... In 2024, the city will spend nearly 5 billion VND to develop the digital economy and digital society, of which 830 million VND will be used to implement the tourism digitalization project and support small and medium-sized enterprises in digital transformation (858 enterprises, 1,463 individual business households, 42 cooperatives all use e-commerce transactions); the remaining budget is used to complete the targets on the rate of mobile broadband subscribers, households with broadband fiber optic Internet, 100% of medical examination and treatment facilities implementing interconnected electronic medical records; people with digital identities/electronic identification accounts, cashless payment accounts, and electronic health records with a high rate...
