Strengthening the direction of secondary and high school enrollment
At the conference, the Ministry of Education and Training said that it had advised the Prime Minister to issue Official Dispatch No. 10/CD-TTg to strengthen the direction of primary school enrollment and strictly manage extra teaching and learning activities. The Ministry also issued guiding documents to the People's Committees of provinces, requiring localities to strictly implement Circular 30 on junior high school and high school enrollment, especially the direct enrollment process and enrollment in specialized high schools.
According to the Ministry’s assessment, the communication work on Circular 30 has achieved positive results, helping parents, students and teachers fully grasp the new regulations. The Ministry has also proactively resolved problems related to enrollment to ensure transparency and fairness in enrollment.
Tighten management of extra teaching and learning
The report at the conference also mentioned the implementation of Circular 29/2024/TT-BGDDT on the management of extra teaching and learning. In the past time, the Ministry has directed localities to strengthen inspection and examination, and established direct inspection teams in Hanoi, Quang Tri, Hai Phong, Bac Giang, Thai Binh and Ho Chi Minh City to promptly detect and handle violations.
The Ministry also issued Official Dispatch No. 948/BGDĐT-GDPT requesting provinces and cities to report on the implementation of Circular 29. Up to now, most localities have sent reports to the Ministry, reflecting the actual implementation situation as well as difficulties in the implementation process.
Ministry of Education and Training's direction on the 2025 high school graduation exam
Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized three important features of this year's exam and enrollment. Specifically, this is the first year that the high school graduation exam takes place according to the 2018 General Education Program, the organization of the exam and enrollment is affected by new regulations on extra teaching and learning, and is implemented in the context of merging administrative units.
In this situation, the Deputy Minister noted four important contents to ensure effective organization of exams and enrollment:
Maintaining the quality of teaching and learning and exam organization : Localities need to closely direct teaching and review work, ensuring no interruptions and maintaining training quality.
Strengthening tutoring and remedial tutoring for students : Schools need to pay special attention to three groups of students as stipulated in Circular 29, including students with unsatisfactory academic results, excellent students receiving tutoring, and final-year students voluntarily reviewing for exams. The important principle is that all are for the students, no one is left behind.
Organize mock exams but evaluate them realistically : Mock exams need to be organized seriously to properly evaluate students' abilities, helping them get used to the official exam. The grading must be honest, accurately reflecting the students' level in order to have appropriate teaching plans.
Create exam questions that are consistent with output standards, reduce pressure but still ensure quality : Entrance exams and high school graduation exams need to closely follow the curriculum, ensuring fairness for students. According to the direction of Resolution 29 and Conclusion 91 of the Prime Minister, the goal is to reduce pressure, limit widespread extra classes but still ensure output quality.
The Ministry of Education and Training affirmed that it will continue to closely monitor and provide timely guidance so that the entrance exam and the high school graduation exam in 2025 will take place transparently and in accordance with regulations. Localities and schools need to proactively develop appropriate implementation plans to ensure maximum benefits for students.
