On April 13, the People's Committee of Binh Chieu Ward, Thu Duc City (HCMC) deployed the distribution of ballots to collect people's opinions.
Accordingly, people will be consulted on the establishment of the new Ho Chi Minh City on the basis of merging the current status quo of Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province.
This is done simultaneously with the arrangement of grassroots administrative units, aiming at the goal of building an effective two-level local government model, in accordance with legal regulations.

The merger also aims to promote the potential of the three localities, creating a strong driving force for the development of the Southeast region and the whole country.
The new Ho Chi Minh City is expected to be 6,772.65 km² wide, with a population of 13.7 million and 190 administrative units. The administrative center is expected to be at 86 Le Thanh Ton, District 1.
The current administrative centers of Binh Duong province (Thu Dau Mot city) and Ba Ria - Vung Tau province (Ba Ria city) can be used as base 2 and base 3.
