General Secretary To Lam: Facilitating bilateral trade between Vietnam and Brazil

Receiving the President of Brazil, General Secretary To Lam highly appreciated Brazil's decision to recognize Vietnam's Market Economy Status, thereby facilitating bilateral trade between the two countries.

On the morning of March 28, at the Party Central Committee Headquarters, General Secretary To Lam received President of the Federative Republic of Brazil Luiz Inácio Lula da Silva, who is on a State visit to Vietnam from March 27-29, 2025.

At the reception, General Secretary To Lam warmly welcomed President Lula da Silva to visit Vietnam after 17 years; he was delighted that a long-time great friend of the “Vietnamese generation”, the generation of people who united in support during the liberation struggle, was visiting Vietnam right on the occasion when Vietnam was preparing to celebrate the 80th anniversary of National Day and the 50th anniversary of national reunification.

The General Secretary affirmed that the Party and State of Vietnam attach importance to Brazil, a leading partner in Vietnam's overall foreign policy in the Latin American region, and wishes to deeply and extensively develop the newly established Strategic Partnership between the two countries.

General Secretary To Lam expressed his impression and congratulated the achievements that the Brazilian Government and people, under the leadership of President Lula da Silva and the Brazilian Workers' Party (PT), have reaped in recent times, continuing to improve people's lives and social justice, promoting their international role and position.

The General Secretary emphasized Vietnam's vision and development orientation in the coming time, especially focusing on transforming the growth model towards sustainable development and innovation; enhancing the competitiveness, autonomy and resilience of the economy; strongly developing science and technology, training high-quality human resources; building a synchronous and modern economic and social infrastructure system; implementing a revolution in the organization of the political system to be streamlined, efficient, effective and efficient.

General Secretary To Lam highly appreciated the results of the talks between President Lula da Silva and President Luong Cuong and the fact that during this visit, the two sides signed the Action Plan to implement the Vietnam-Brazil Strategic Partnership for the period 2025-2030, along with cooperation documents in the fields of diplomacy, security, trade-industry and between the two football federations.

The General Secretary discussed with the Brazilian President major directions and measures to further strengthen the friendship, continue to deepen the relationship, achieve substantive results, and take advantage of each country's strengths and potential.

The General Secretary emphasized the potential for cooperation between the two countries in the fields of economy, trade, agriculture, energy, and defense, as well as the importance of enhancing exchanges and cooperation in education, culture, and sports, thereby consolidating the close friendship between the two peoples.

President Lula da Silva expressed his pleasure to visit Vietnam again and thanked General Secretary To Lam and the Vietnamese leaders for their time and warm and friendly reception for the President and the high-ranking delegation of the Brazilian State; reviewed the activities during his participation in movements supporting the Vietnamese people in the past; recalled profound memories of his visit to Vietnam in 2008; expressed his impressions and congratulated the Communist Party, State and people of Vietnam on the country's strong development in recent times in all fields.

The Brazilian President affirmed that Vietnam is a close friend and important partner of Brazil in the Asian region.

Expressing his delight at the great strides in bilateral relations in recent times, especially since his first term as President when the two countries established a Comprehensive Partnership framework in 2007, the Brazilian President highlighted the significance of upgrading relations to a Strategic Partnership in November 2024; affirming that Brazil will continue to coordinate with Vietnam in concretizing the new framework of relations, implementing high-level agreements and cooperation documents signed on this occasion.

In particular, President Lula da Silva emphasized that the two countries need to continue discussions to identify specific, mutually beneficial cooperation items and areas that suit the needs of each country, thereby expanding bilateral trade, aiming for a trade turnover of 15 billion USD in the coming time.

The Brazilian President agreed to strengthen cooperation with Vietnam through all channels, including cooperation between political parties and organizations as well as local cooperation and people-to-people diplomacy, contributing to building a strong foundation of support for bilateral relations.

The two leaders also agreed on important directions to strengthen the Strategic Partnership bilaterally and multilaterally; emphasizing the effective implementation of signed cooperation documents through channels, which is an important basis to promote the potential of bilateral cooperation between the two countries, meeting the expectations of both sides.

General Secretary To Lam also appreciated Brazil's decision to recognize Vietnam's Market Economy Status, thereby facilitating bilateral trade; and suggested that the two sides coordinate to promote negotiations on a preferential trade framework to help connect Vietnam and the South American Common Market./.
