On the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), on the afternoon of April 8, in Hanoi, General Secretary To Lam met with police officers who supported the southern battlefield during the resistance war against the US to save the country.

Also attending the meeting were Politburo members: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Secretary of the Hanoi Party Committee Bui Thi Minh Hoai. Secretary of the Party Central Committee, Chief of the Party Central Committee Office Le Hoai Trung; leaders of departments, ministries, central agencies, the Public Security sector and Hanoi City; members of the Liaison Committee of Public Security Officers Supporting the Southern Battlefield attended.

At the meeting, delegates together reviewed the unforgettable days of the class of Public Security officers supporting the South during the resistance war against the US to save the country, ready to sacrifice to protect the independence and freedom of the Fatherland.

In an emotional atmosphere, speaking at the meeting, General Secretary To Lam expressed his deep gratitude for the dedication and contributions of the police officers supporting the southern battlefield, the southern security forces and the heroic people of the south as well as the army and people of the whole country.

At the meeting, General Secretary To Lam informed about a number of strategic policies that the Party is focusing on leading to achieve the highest goal of "social stability, economic development, improving people's lives"; by 2030, our country will become a developing country with modern industry; by 2045, it will become a developed country with high income.

The General Secretary emphasized the need to focus on solutions to maintain a peaceful and stable environment for national development; continue to consistently implement the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization; be a friend, a reliable partner and a responsible member of the international community; promote foreign affairs and international integration, make the most of external resources and favorable conditions for protecting the Fatherland and developing the country early and from afar; ensure the highest national and ethnic interests, best ensure the interests of the people; continue to build a strong, disciplined, elite and modern armed force in the spirit of self-reliance and self-improvement; firmly maintain sovereignty and territorial integrity, maintain peace and stability; ensure that the people's armed forces are always a solid, reliable support and a source of pride for the people and nation of Vietnam.

The General Secretary said that the Central Military Commission and the Ministry of National Defense have gradually adjusted their organizational structure with the goal of streamlining and strengthening. Currently, the Ministry of National Defense is arranging the provincial military command to correspond with the adjustment of provincial administrative units; dissolving the district military command and establishing a regional defense command to ensure the maintenance of the country's military strength.

After 3 reorganizations since 2018, the People's Public Security Force has been significantly streamlined and operates effectively and efficiently. Currently, the Ministry of Public Security does not organize district-level Public Security, but has taken on a number of new tasks. In addition to performing the task of ensuring political security and social order and safety, the Ministry of Public Security has made many contributions to the task of strategic advisory and socio-economic development, maintaining peace and safety for the lives of each citizen.

Regarding sustainable socio-economic development, the General Secretary shared that although Vietnam's economy has grown continuously for decades, often being among the countries with high growth rates in the region and the world, bringing Vietnam from a low-income country to a middle-income country, assessments show that the risk of economic decline and falling into the middle-income trap still exists.

On April 3, the United States announced the highest level of tariffs on Vietnam. With a tradition of resilience and the ability to handle many unprecedented issues under the wise and talented leadership of the Party, we will certainly soon overcome this challenge.

The Party Central Committee has assigned the Government leaders, leaders of ministries, departments and branches to immediately contact relevant US authorities, and there will be synchronous solutions to handle the situation. Although there are difficulties, we are determined to achieve the economic growth target that has been set. This is also an opportunity for stronger, more decisive, drastic, revolutionary and comprehensive innovation in economic management, establishing a "new growth model" for Vietnam in the new period.

In the coming time, the state-owned enterprise sector, especially state-owned economic groups, will focus on strengthening its strength; have a strategy to attract selective, high-quality FDI capital; promote private economic development as the most important driving force for GDP growth, increase labor productivity, and create jobs; develop autonomous local economies; focus on synchronously completing strategic infrastructure, especially transport, energy, and digital infrastructure; research and implement programs to effectively exploit outer space, sea space, and underground space to open up new economic development opportunities and increase scientific and technological research and development capacity, protect resources, and national sovereignty.

The General Secretary affirmed to synchronously implement solutions to care for and improve the material and spiritual life of the people, especially ethnic minorities, in remote, border, island areas, former resistance base areas, strategic areas, and areas with a large number of religious people; well implement social security policies, social welfare, policies for people with meritorious services; implement the policy of exempting tuition fees for all levels of general education; determined to complete the elimination of dilapidated housing nationwide; focus on developing healthcare, taking care of people's health, and moving towards exempting hospital fees for all people, so that every Vietnamese person can truly have a prosperous and happy life...

Regarding the arrangement of the political system's apparatus to be lean, strong, efficient, effective, and efficient, the General Secretary said that through the summary of Resolution No. 18-NQ/TW, with a spirit of determination, urgency, "running while lining up", "not being perfectionist but not hasty", "not allowing work to be interrupted", "the new organizational model must be better and more effective than the old model"; with methodical and scientific steps and implementation roadmaps, ensuring compliance with the Party's charter, regulations, principles, and directions of the Central Committee. The arrangement of the political system's apparatus is carried out strongly, thoroughly, scientifically, and humanely, from top to bottom with the motto "The Central Committee sets an example, and the localities respond".

The General Secretary emphasized that developing science, technology, innovation and national digital transformation is not only an inevitable trend, but also an urgent requirement for Vietnam to narrow the development gap with the region and the world, opening up opportunities to improve labor productivity, creating conditions for innovation and improving the quality of life for all classes of people. This is the "golden key", the most important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity.

The Politburo has issued Resolution No. 57-NQ/TW; established the Central Steering Committee, organized a National Conference to disseminate and implement the Resolution. The Central Steering Committee has held two meetings, reached consensus on the bottlenecks and bottlenecks and will resolutely remove them. The Government Party Committee will coordinate with the National Assembly Party Delegation to direct the timely implementation of the law and decree development, ensure the institutionalization of Resolution No. 57-NQ/TW of the Politburo and promptly issue guiding documents so that the new regulations can soon be put into practice.

The General Secretary said that the 14th Party Congress is expected to take place in the first quarter of 2026. This is a Congress of great significance, marking the beginning of a new era for the country, an era of development and prosperity, where all people have a prosperous and happy life, are supported to develop and get rich; successfully build a socialist Vietnam, a rich people, a strong country, a democratic, fair and civilized society, on par with the world powers; contribute more and more to world peace, stability and development, the happiness of humanity and global civilization.

The Politburo has commented on the draft Political Report, the Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030, the Report summarizing some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam, the Report on Party building and implementation of the Party Charter; the 11th Central Conference will discuss and give comments before sending them to Party cells and people for comments.

To successfully implement the Party's strategic policies, carefully prepare for the 14th National Party Congress, and bring the country into a new era, an era of the Vietnamese nation's rise, the General Secretary emphasized that the entire Party, people and army must constantly strengthen solidarity and unity, join hands and make the most of opportunities and advantages, and make the most of all resources, first of all, endogenous resources and human resources.

The General Secretary hopes that the comrades of the Public Security officers who worked, fought and supported the Southern battlefield during the resistance war against the US to save the country, with the spirit of "Old age, bright example", will actively participate in contributing ideas to perfect the documents of the 14th National Party Congress, effectively implement the Party's strategic policies in the new period; continue to encourage and motivate the entire Party, the entire army and the officers and soldiers of the People's Public Security to strive and excellently complete the assigned political tasks.
