The weather is late spring, full of vitality. On the occasion of the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, at the invitation of Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam and Comrade Liang Qiang, President of the Socialist Republic of Vietnam, I will pay a state visit to Vietnam. This is the fourth time I have set foot on this beautiful land since assuming the position of General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China. I hope to share friendship, discuss cooperation, and put forward a new vision for the construction of a China-Vietnam Community of Shared Future of strategic significance in the new era with the Vietnamese leaders.

China and Vietnam are two friendly socialist neighbors with common ideals and beliefs, and share extensive strategic interests. Throughout the process of exploring the socialist path suitable to each country's situation as well as the process of promoting modernization, the profound friendship between the two Parties, two countries and two peoples has continuously blossomed and grown to new heights. The construction of the China-Vietnam Community of Shared Future has strategic significance, is in line with the common interests of the two countries, is beneficial to the peace, stability and prosperous development of the region and the world, and is the choice of history and the choice of the people.

The community of sharing the future of China and Vietnam has strategic significance inherited from the “red gene source”. The revolutionary predecessors of the two countries joined hands to explore the path to national salvation and development, making an important contribution to the victory in the struggle against colonialism and imperialism in the world. Revolutionary relics such as the Vietnam Revolutionary Youth Association in Guangzhou and the “Viet Minh” Jingxi Office Relic in Guangxi, China, are historical evidence of the Sino-Vietnamese revolutionary friendship. When the Chinese people fought against Japan, President Ho Chi Minh participated in and supported China’s struggle and worked in places such as Yan’an, Chongqing, Kunming, Guilin, etc. China sent a Military Advisory Group and a Political Advisory Group to help the Vietnamese people fight against the French. The Party, State and people of China did their best to support Vietnam’s just cause of fighting against the US to save the country. "The close Vietnam-China relationship, both comrades and brothers", has become a red memory that will never fade.

The China-Vietnam Community of Shared Future stems from deep political trust. In recent times, General Secretary Nguyen Phu Trong, General Secretary To Lam and key Vietnamese leaders have visited each other regularly, providing guidance for the building of the China-Vietnam Community of Shared Future. Senior leaders of the two Parties and countries have had close exchanges, mechanisms such as the China-Vietnam Bilateral Cooperation Steering Committee, the Two-Party Theoretical Workshop, the Border Defense Friendship Exchange, the Crime Prevention Cooperation Conference between the two Ministries of Public Security, etc. have been effectively implemented. High-level mechanisms such as the Cooperation Committee between the Vietnamese National Assembly and the National People's Congress of China have been established, and the 3+3 Strategic Dialogue on Foreign Affairs, National Defense, and Public Security has been successfully organized. On many international and regional issues, China and Vietnam have similar stances and closely coordinate.

The Sino-Vietnamese community of shared future has taken root in the fertile soil of cooperation. In the context of slow recovery of the world economy, cooperation in the production chain and supply chain between China and Vietnam is increasingly close. China has been Vietnam's largest trading partner for more than 20 consecutive years, with two-way trade turnover exceeding 260 billion USD in 2024. More and more high-quality agricultural products from Vietnam such as durian and coconut have reached many Chinese families. Railway connection and smart border gate construction are being promoted in a harmonious manner. Clean energy projects such as solar energy and waste-to-energy have strongly ensured Vietnam's electricity supply. The Cat Linh - Ha Dong urban railway No. 2 in Hanoi, built by a Chinese enterprise, has created favorable conditions for people to travel in the city. China and Vietnam cooperate and develop together, a vivid demonstration of the significance of solidarity and cooperation between countries in the Southern Hemisphere.

The China-Vietnam shared future community is driven by close cultural exchanges. In recent years, China-Vietnam cultural exchanges have become increasingly close, and people from both countries have increasingly traveled closely. In 2024, the number of Chinese tourists traveling to Vietnam reached more than 3.7 million, the Ban Gioc Waterfall - Detian Cross-Border Tourism Cooperation Area officially came into operation, and many self-driving car routes across the border were opened, making the activity of "traveling two countries in one day" a reality. Chinese films and video games have received widespread attention from Vietnamese youth, helping the "Chinese learning movement" in Vietnam become more and more vibrant. Many Vietnamese songs are at the top of searches on Chinese cyberspace, and Vietnamese dishes such as pho have attracted many Chinese people to enjoy.

At present, the world's changes, the times' changes and the history's changes are taking place in an unprecedented way, and the world is entering a new period of change. Facing the rise of unilateralism and protectionism, China's economy has overcome difficulties and developed forward, with a growth rate of 5% in 2024, and its contribution to global economic growth has been maintained at around 30%, continuing to be an important driving force of the world economy. China's new energy, artificial intelligence and animation industries have attracted the attention of the whole world. China will persist in opening up to a high degree, create more opportunities for the world, and contribute to promoting the common development of all countries with its own high-quality development.

Asia, an important driving force for global development cooperation, is facing a new era of comprehensive rejuvenation, and is facing unprecedented opportunities and challenges. China will maintain the continuity and stability of its neighborhood diplomacy, adhere to the concept of “Being friendly to neighbors and making friends with neighbors,” deepen friendly cooperation with neighboring countries, and jointly promote the modernization of Asia.

China is promoting Chinese-style modernization to realize the great cause of building a comprehensive power and national rejuvenation, while Vietnam is steadily entering a new era of national development, realizing the two “100-year goals” of founding the Party and founding the country. China has always considered Vietnam a priority direction in its neighborly diplomacy. We will comprehensively deepen the building of a China-Vietnam Community of Shared Future of strategic significance, making positive contributions to the peace, stability, and prosperous development of Asia and the world.

- Deepen strategic trust and promote the vigorous development of the socialist cause. Uphold the high-level leadership, give full play to the coordinating role of the China-Vietnam Steering Committee for Bilateral Cooperation, deepen cooperation between the Party, the Government, the Army and law enforcement, etc., join hands to respond to external risks and challenges, and jointly safeguard political security. China is willing to deepen exchanges of experience in state management with Vietnam, jointly explore and enrich socialist theory and practice, and promote the socialist cause of the two countries to steadily advance.

- Persistently pursue win-win cooperation to bring benefits to the people of both countries. It is necessary to deepen the connection of development strategies, effectively implement the cooperation plan connecting the "Belt and Road" Initiative with the "Two Corridors, One Belt" Framework between the two governments, and create more forums for economic and technical cooperation. The Chinese side is willing to work with the Vietnamese side to promote cooperation on the project of 3 standard gauge railway lines in northern Vietnam and build smart border gates. China welcomes more high-quality Vietnamese goods to be exported to the Chinese market and encourages more Chinese enterprises to invest in Vietnam. The two sides need to strengthen cooperation in production chains and supply chains, expand cooperation in emerging fields such as 5G, artificial intelligence, green development, etc. to bring more benefits to the people of both countries.

- Strengthen cultural exchanges and strengthen people-to-people connections. Take the opportunity of the “2025 China-Vietnam Cultural Exchange Year” as an opportunity to carry out rich and diverse cultural exchanges. China welcomes Vietnamese people to regularly visit Chinese localities and also encourages Chinese tourists to “check in” at famous landscapes in Vietnam. Together, organize warm and friendly exchange activities, close to the people, and connected to the people such as the China-Vietnam Youth Friendship Meeting, the China-Vietnam Border People's Festival, etc., further exploiting the “red heritage”, better telling the story of friendship between the two peoples, so that the China-Vietnam friendship can be inherited from generation to generation.

- Close multilateral cooperation, promote the revival and prosperity of Asia. This year marks the 80th anniversary of the victory of the Chinese people in the War of Anti-Fascism and the victory of the world people over Fascism, and also the 80th anniversary of the founding of the United Nations. We must firmly defend the international system with the United Nations as its core and the international order with international law as its foundation, actively implement the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, promote the multipolarization of an equal and orderly world, comprehensive and inclusive economic globalization, and together with the majority of countries in the global South, safeguard the common interests of developing countries. There are no winners in trade wars and tariff wars, and there is no way out of protectionism. We must firmly defend the multilateral trading system, sustainably maintain the stability of global production chains and supply chains, and sustainably maintain an open and cooperative international environment. It is necessary to strengthen coordination in mechanisms such as East Asia Cooperation, Lancang-Mekong Cooperation, etc. to create more and more stability and positive energy for today's volatile world.

- Properly control disagreements and maintain regional peace and stability. The successful practices of land border demarcation and demarcation of the Gulf of Tonkin between China and Vietnam have demonstrated that the two sides have the full capacity and intelligence to effectively resolve maritime issues through negotiation and consultation. The two sides need to implement the common perception of the high-ranking leaders of the two Parties and two countries, promote the role of the maritime negotiation mechanism, properly control disagreements at sea, and continue to expand maritime cooperation to accumulate favorable conditions for a final settlement of disputes. It is necessary to fully and effectively implement the "Joint Declaration on the Conduct of Parties in the South China Sea" (DOC), actively promote negotiations on the "Code of Conduct in the South China Sea" (COC), eliminate interference, create consensus and resolve disagreements, and turn the "South China Sea" (East Sea) into a sea of ​​peace, friendship and cooperation.

Standing at a new historical starting point, China is ready, together with Vietnam, to inherit the past, look towards the future, join hands to write a new page in building a China-Vietnam Community of Shared Future, and make new and greater contributions to promoting the building of a Community of Shared Future for Humanity.
