For a day when the country is united

Hai Phong, the seaport at the forefront of the wind and waves, has long been engraved in history as the "eastern fence" of the Fatherland. This land has witnessed and contributed to glorious victories such as the three historic Bach Dang battles, where the spirit of national independence was echoed from every wave and every stream.

Not only is Hai Phong the most important military, economic and social strategic area in the North, it is also one of the cradles of revolution. Right from the beginning of the 20th century, this place has produced a team of revolutionary workers with a fighting spirit, and is one of the places where the communist organization - the predecessor of the Communist Party of Vietnam - was established early.

From “Heroic Route 5”, “Fiery Cat Bi” to “K15 Wharf – the departure place of ships without numbers”, Hai Phong, together with the whole nation, wrote an epic of struggle and national unification. In particular, the 300-day battle without gunfire to take over Hai Phong after the 1954 Geneva Agreement was a vivid example of the art of political struggle and skillful diplomacy, demonstrating the intelligence and revolutionary mettle of the Party Committee and the people of the city.

During the resistance war against the US, Hai Phong was an indispensable "link" in the logistics and technical system of the socialist North. It was one of the most fiercely attacked areas, with more than 4,000 air raids, shooting down 317 US aircraft (including 5 B-52s), and destroying many warships. Overcoming the rain of bombs, the army and people of Hai Phong still ensured the operation of the seaport, received weapons and food from international sources, and provided timely support to the southern battlefield. It was the origin of the patriotic emulation movement "Song Duyen Hai", a pioneer in improving production and building a strong rear force.

Red Flamboyant Festival 2025 - an epic of the present and the future

With the theme “Hai Phong - 70 years of faith and aspiration to rise up”, the 2025 Red Flamboyant Festival is the crystallization of tradition and innovation, a meeting place between history and the future. For the first time, the live stage at Bac Song Cam was used, along with modern 3D projection technology and Lazer Mapping, creating a multi-sensory art feast. Associated with the 70th anniversary of Hai Phong Liberation, this is a tribute to the generations who sacrificed and devoted themselves to the city and the country. Songs such as “Red Flamboyant City”, “My Hometown Wharf”… will resound, touching people’s hearts, adding spiritual strength to the journey ahead.

Not only being an important link in the Northern logistics system, Hai Phong also successfully fulfilled its great rear duty in the resistance war against the US to save the country. In the rain of bombs and bullets, the port city steadfastly organized production, supporting human and material resources to the front line. The movement "There is no shortage of rice, no shortage of soldiers" spread strongly, during 11 years (1965 - 1975), Hai Phong completed and exceeded 30 military recruitment campaigns, reaching a rate of 9.45% of the population - a rare number in the whole country.

K15 Port - where the unnumbered ships departed - along with the transport convoys day and night passed flares, carrying weapons, medicine, and necessities to the front line, supporting the battlefield in the South. At factories such as Hai Phong Cement and Cat Bi Mechanical, the workers of the Port "gun in one hand, hammer in the other" fought and produced amid the bombs, determined to maintain the rhythm of the rear. Hai Phong also initiated the patriotic emulation movement "Song Duyen Hai", becoming the leading flag of labor productivity in the whole North, igniting the emulation spirit of "Each person working is equal to two" for the beloved South.

On every ton of steel, bag of rice, batch of cement, there is an indomitable will, sweat, blood and burning desire for a day when the country is united. The victory of Spring 1975 bears the mark of Hai Phong - the city of "Loyalty - Determination to Win" - the place that fought bravely and devoted itself completely to the Fatherland.

Courage of the times, aspiration to rise

Seventy years since the day the red flag with yellow star proudly fluttered in the sky of the seaport, Hai Phong - the city of "Loyalty - Determination to Win" - has continued to write new pages of proud history: rising strongly on all development fronts, becoming one of the most dynamic growth poles. As President Ho Chi Minh expected, this place would "become a great industrial city, a prosperous seaport, a new cultural city".

Hai Phong affirms its position as a "new industrial locomotive" with telling numbers: GRDP in 2024 reaches 11.01%, 1.55 times higher than the national average, maintaining a growth rate of 10 consecutive years; budget revenue exceeds 100,000 billion VND, ranking 3rd in the country; FDI reaches 4.94 billion USD, up 145% of the plan, entering the top 5 localities in attracting investment. Revolutionary development thinking - selectively attracting high-tech, environmentally friendly investment - is creating new, sustainable and strong driving forces every day.

From a traditional industrial city, Hai Phong is transforming itself into a green - smart - modern city, on par with typical Asian cities: traffic infrastructure, seaports, airports, modern and synchronous industrial - urban - service zones are being completed at lightning speed. The Administrative Reform Index and the People's Satisfaction Index in 2024 are both number 1 in the country, affirming the determination "for the people, for businesses".

Not hesitating to “renew itself”, Hai Phong is at the forefront of the revolution to streamline the organizational apparatus. In phase 1, the city has reduced 15-20% of the focal points, some units have reduced by more than 50%, but still operate smoothly and effectively. At the same time, the city pioneered the project “Building Socialism associated with socialist people” - the first in the country, opening up a new approach in organizing and operating the political system. As emphasized by the head of the City Party Committee: This is the golden time to clear “bottlenecks”, expand development space and put the interests of the people first.

Entering 2025, the city is determined to carry out a dual task: resolutely reorganizing administrative units at all levels, building a streamlined and efficient 2-level local government model; while ensuring the GRDP growth target of 12.5%, nearly 1.6 times higher than the national average. This is not only a commitment to economic development but also a promise to the people, the great courage and aspiration of the coastal city.

Historic opportunity for a strong breakthrough

Setting a target of GRDP growth of 15.65%/year in the period of 2026 - 2030, a challenging but confident growth rate, Hai Phong city has clearly identified its driving force for success: We are confident in inheriting a solid foundation of socio-economic infrastructure; from the will to dare to think, dare to speak, know how to do and dare to be ahead; from the tradition of "Loyalty, Determination to Win" of Hai Phong city and from the spirit of solidarity and unanimity in the entire political system.

The favorable time, favorable location and favorable people are converging strongly. Along with breakthroughs in science, technology, innovation, digital transformation and determination to complete the task of streamlining the organizational apparatus, Hai Phong is creating for itself a new position and strength - steadfast, proactive, confident to reach far. The Port City is on a journey of strong breakthrough, with a bright, long-term future, aiming to become one of the leading localities in the country in all aspects, contributing worthily to the common development of the nation, as expected by the Central Committee, the Politburo and the People.

In particular, great expectations are placed on the National Assembly's early approval of the Resolution replacing Resolution No. 35/2021/QH15 - creating a new legal framework for specific mechanisms, helping Hai Phong make a stronger breakthrough. In particular, the Project to establish the Hai Phong Free Trade Zone - with the orientation of approaching international trade and financial models - is expected to be a strategic shift. Proposals such as interest rate liberalization, flexible use of foreign currency, expanding the presence of foreign banks, etc., if institutionalized, will open up breakthrough opportunities, making Hai Phong an international seaport and a leading modern logistics and trade center in the Northern region.
