Sharing with VietNamNet , the leader of the Hanoi Department of Education and Training said that recently, the Hanoi People's Committee has approved the proposal of the Department of Education and Training on having a special mechanism to support the bonus fund according to the provisions of Decree 73/2024/ND-CP for educational institutions that self-guarantee regular expenses due to participating in the pilot ordering according to educational service prices.
According to the leader of the Hanoi Department of Education and Training, the City People's Committee has also submitted the resolution to the City People's Council for approval.
“However, the City People’s Council is still in the process of submitting the money because this is a large source of funding. Therefore, teachers can rest assured that they will still receive their bonuses, but they may not receive this money until after Tet,” he said. “We are very happy with this information, because we are still ensuring the funding for the rewards, so that teachers do not suffer any losses. This will partly contribute to encouraging teachers’ spirits during Tet.”
Previously, as VietNamNet reported, thousands of teachers in Hanoi expressed concern at the risk of not receiving year-end bonuses according to Decree 73/2024/ND-CP.
The issue arose from the fact that on December 10, 2024, the Hanoi People's Council passed Resolution 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are guaranteed by the state budget.
Accordingly, public service units that self-insure regular expenses will not be granted bonus funds; while public service units that have not self-insure regular expenses will still be granted bonus funds.
Problems arise for teachers working at educational service units that are piloting the ordering of educational services from the 2023-2024 school year and are classified as self-sufficient units for regular expenses.
Teachers said that this is inappropriate, because teachers working in schools that have not yet implemented the pilot will enjoy additional income while teachers in units implementing the pilot will not.
To ensure the rights of cadres and teachers, in early January 2025, the Hanoi Department of Education and Training sent a dispatch proposing the City People's Committee to consider a special mechanism to support the bonus fund according to the provisions of Decree 73/2024/ND-CP for educational institutions that self-insure regular expenses due to participating in the pilot ordering according to the educational service prices prescribed in Resolution 19/2024/NQ-HDND.
The proposed document also stated that, based on the level of salary fluctuations from the basic salary of 1.8 million VND to 2.34 million VND/month from July 1, 2024, the Department of Education and Training also coordinated with the Department of Finance and related units to calculate additional salary costs to the price of educational services to ensure correct and full calculation of salary costs for teachers at these self-financed establishments.
