The Hanoi Department of Education and Training has just held a Conference to summarize the pilot of the Digital Report Card for Primary School and deploy the Digital Report Card for General Education in the Hanoi City Department of Education and Training for the 2024-2025 school year. As of June 24, 2024, 27,533/29,093 teachers and staff in primary schools have been equipped with personal digital signatures, reaching a rate of 94.64%; Of which, the rate of units providing shared digital signatures is the Government Cipher Committee 37%, Viettel: 39%, VNPT: 24%.

The results of the pilot implementation of Digital Report Cards in Primary Schools as of July 31, 2024 reached 97.6%. With this achievement rate, the Hanoi Education sector is the leading unit nationwide in the implementation results of Digital Report Cards at the Primary level.

However, the implementation process still has difficulties and problems such as the difficulty in providing personal digital signatures for teachers and staff in private schools. There are costs for digital signatures, equipment infrastructure, storage and operation of the digital student record data system. Teachers must use their personal phones and devices to install digital signature management software. Some types of phones are not compatible with the software, requiring upgrading and replacing equipment. Some teachers still have to pay for the maintenance of digital signature services.

Given the achievements and shortcomings, the Director of the Department proposed that the Ministry of Education and Training, the Ministry of Information and Communications and the Hanoi People's Committee issue a number of revised and supplemented documents to overcome the shortcomings in the implementation process. At the same time, he proposed that the City People's Committee direct support for the Information Technology and Communications Infrastructure to ensure safety and security in order to migrate the Education and Training Sector's Database and the Digital Transcript Receiving Portal so that the digital transformation work can be implemented promptly and synchronously; and support funding for educational institutions to store digital Transcripts.
