According to the decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee; Permanent Deputy Prime Minister Nguyen Hoa Binh is the Permanent Deputy Head of the Steering Committee.

The Deputy Heads of the Steering Committee also include Deputy Prime Ministers Ho Duc Phoc, Bui Thanh Son, Nguyen Chi Dung; along with Minister of National Defense - General Phan Van Giang, Minister of Public Security - General Luong Tam Quang, Minister of Science and Technology Nguyen Manh Hung, Minister of Home Affairs Pham Thi Thanh Tra.

The Steering Committee members include leaders of ministries and branches.

The Steering Committee has the function of researching and proposing to the Government and the Prime Minister and assisting the Government and the Prime Minister in directing and coordinating the implementation of policies, strategies, mechanisms, policies, and national-scale solutions for science and technology development, innovation, digital transformation, implementation of Project 06 and administrative reform.

Also according to the decision, 3 subcommittees were established to assist the Steering Committee, including: Subcommittee on Project 06 implementation headed by the Minister of Public Security; Subcommittee on Science, Technology, Innovation and Digital Transformation headed by the Minister of Science and Technology; Subcommittee on Administrative Reform headed by the Minister of Home Affairs.

The Ministry of Science and Technology acts as the Standing Body of the Steering Committee.
