The Prime Minister chaired the 2nd meeting of the Steering Committee for key railway projects.

On April 26, Prime Minister Pham Minh Chinh, Head of the Steering Committee, chaired the second online meeting of the Steering Committee for key projects and national important projects in the railway sector. Also attending was Deputy Prime Minister Tran Hong Ha.

The Ministry of Construction reported on the implementation results of 24 tasks assigned by the Prime Minister to ministries, branches and localities at the first meeting (March 29, 2025); progress of the Lao Cai - Hanoi - Hai Phong, Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; high-speed railway project on the North - South axis; urban railway projects in Hanoi and Ho Chi Minh City.

Speaking at the conference, Chairman of the Provincial People's Committee Vuong Quoc Tuan said that according to the national planning, Bac Ninh has 11 urban railway lines running through it, with a total length of about 235 km. Under the direction of the Government, the province has proactively coordinated with ministries and branches to review, plan the route and compile statistics on related tasks to serve the development of investment policies. For the Lao Cai - Hanoi - Hai Phong railway project running through Bac Ninh about 2 km, the province has urgently reviewed and verified data on the area of ​​land clearance and proactively arranged resettlement locations for affected households. For the branch line connecting the Lao Cai - Hanoi - Hai Phong railway project to the Hanoi - Lang Son railway, the province is coordinating with the Railway Project Management Board (Ministry of Construction) to adjust and determine the route direction to avoid affecting and disrupting the architectural space of the national historical relic site - Lang Son Cam Dia area (Tu Son city).

At the Bac Ninh bridge, Chairman of the Provincial People's Committee Vuong Quoc reported to the Prime Minister that the province is always proactive in site clearance work, meeting the progress of national projects.

Regarding the Hanoi - Lang Son railway route running through the province for about 20 km, it is expected that when upgraded, about 200 households will be resettled, with a total clearance area of ​​about 100 hectares. The province proposed the route following National Highway 1A to facilitate the clearance work and it is already included in the Provincial Planning. Regarding the urban railway route connecting Gia Binh airport with Hanoi with a length of 33 km, while waiting for the airport expansion plan, the province has prepared space and area to meet the expansion of the airport, roads and urban railways...

The Chairman of the Provincial People's Committee affirmed that Bac Ninh is always ready for the common interests of the country and the effectiveness of national railway lines. When the decision to approve the investment policy of the projects is made, the province focuses the most on site clearance work, meeting the schedule assigned by the Government. From the practical implementation of site clearance work to meet the schedule of the Ring Road 4 project, the province proposes that the Government allow the investor to adjust the component projects, then update them into the overall project; be allowed to appoint contractors for resettlement and relocation projects, and return infrastructure to shorten the project implementation time.

The Prime Minister acknowledged and appreciated the efforts of ministries, branches and localities in the implementation of key railway projects. With the spirit of the historic April days 50 years ago when the South was liberated and the country was reunified, the Prime Minister requested members of the Steering Committee, ministries, branches, localities and units to "be faster, faster; be bolder, be bolder", promote the sense of responsibility, assign "clearly to people, clear to work, clear to time, clear to results, clear to responsibilities, clear to authority", "look far, look wide, think deeply, do big", review the tasks assigned by the Prime Minister and Head of the Steering Committee at the first meeting, deploy solutions to ensure the progress and quality of the projects. In particular, focus on mobilizing capital sources; clarifying the legality, mechanisms and policies; developing standards, criteria and having a plan for technology transfer towards building a railway industry.

The Prime Minister requested localities to focus on site clearance work, striving to complete the Lao Cai - Hanoi - Hai Phong railway project in September 2025, so that construction can start on the entire route in December 2025...

In Bac Ninh, Chairman of the Provincial People's Committee Vuong Quoc Tuan requested departments, branches and localities to strictly implement the Prime Minister's conclusion. The Department of Construction was assigned to advise the province to establish a Steering Committee for site clearance for the Lao Cai - Hanoi - Hai Phong railway project, the branch line and the Hanoi - Lang Son route; the Department of Construction, the Department of Agriculture and the Environment determined the boundaries, implemented measurements and drawings to collect statistics on ownership, and meet the site clearance schedule. In case the Government speeds up the progress, the Department of Construction and the Department of Finance will coordinate to propose a plan to provide the province's capital to serve the site clearance work. The relevant localities, according to the planned route plan, will collect statistics on all affected households, projects that must be relocated, especially households that need to be resettled, and take the initiative in arranging resettlement areas...
