Attending the meeting, on the side of the Ministry of Industry and Trade, there were representatives of the following Departments and Divisions: Department of European - American Markets, Department of Electricity and Renewable Energy, Department of Oil, Gas and Coal, Department of Electricity Regulation, Department of Industrial Safety Techniques and Environment, Department of Science and Technology, Department of Financial Planning, Department of Energy Saving and Sustainable Development, Institute of Energy, Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Minerals Group (TKV), leaders of the University of Electricity and Center A0...

Also attending the meeting was Ms. Ramla Khalidi - Resident Representative of the United Nations Development Programme (UNDP) in Vietnam. As the “key support agency for the JETP Secretariat”, UNDP Vietnam will continue to provide operational and technical support to the JETP Secretariat and its SSA.

On July 14, 2023, the Prime Minister issued Decision No. 845/QD-TTg on the establishment of the Secretariat for the implementation of the Political Declaration on the Establishment of the Just Energy Transition Partnership (JETP) and Decision No. 1009/QD-TTg dated August 31, 2023 approving the Project for the implementation of the Political Declaration on the Establishment of the Just Energy Transition Partnership.

Accordingly, Working Groups were established to implement the JETP Declaration. In particular, the Technology and Energy Group, established by the Minister of Industry and Trade, is responsible for reviewing and proposing the completion of policies and regulations to promote the implementation of a just energy transition; identifying needs, promoting and coordinating technical activities and technology transfer in the implementation of the JETP Declaration under the guidance of Vietnam and the International Partnership Group for a Just Energy Transition.

On October 2, 2023, the Minister of Industry and Trade issued a Decision to establish the Technology and Energy Group to support the implementation of the JETP Declaration. The task of the Technology and Energy Group is to review and propose the completion of policies and regulations to promote the implementation of a just energy transition; Identify needs, promote and coordinate technical activities and technology transfer in the implementation of the JETP Declaration under the guidance of Vietnam and the International Partnership Group for a Just Energy Transition.

Speaking at the meeting, Deputy Minister Nguyen Hoang Long said that the Just Energy Transition Partnership (JETP) will support not only Vietnam but also many other developing countries towards achieving the goal of achieving net zero emissions by 2050, accelerating the pace of reaching the peak of greenhouse gas emissions and transitioning from fossil fuels to clean energy.

In the coming time, the Ministry of Industry and Trade will establish 6 component working groups to implement the Technology and Energy Group. The Deputy Minister hopes that these working groups will receive support from JETP as well as partners. The Ministry of Industry and Trade is the governing body implementing the JEPT Program in the energy sector. To move towards the goal of net zero emissions by 2050, Deputy Minister Nguyen Hoang Long suggested that JETP needs to be quickly implemented through specific actions with a cooperation mechanism between the Government and the private sector.

Listening to and acknowledging the opinions of delegates attending the meeting, Deputy Minister Nguyen Hoang Long emphasized that through 6 specialized working groups, the Ministry of Industry and Trade hopes that partners will actively participate and contribute cooperation initiatives to promote the development of renewable energy in Vietnam.

Regarding the development of the renewable energy industrial center, Deputy Minister Nguyen Hoang Long said that in the coming time, EVN and PVN, together with the functional Departments and Offices of the Ministry of Industry and Trade, will be in charge of two pilot programs in the North and South, identified in the master plan for electricity 8. Therefore, the Ministry of Industry and Trade hopes to receive support and learn from the experience of JETP and partners to realize the projects.

Representatives of the UK, Germany and Denmark also expressed their willingness to provide technical support to Vietnam in establishing renewable energy industrial centers and will try to be flexible in providing technical support to suit the priorities of the Ministry of Industry and Trade as well as Vietnam.
