"The Ministry of Home Affairs has not presented any plan. There is no plan yet (for merging provinces - PV). It will take years to arrange and merge communes and districts across the country and it is not finished yet," said the Chief of Office of the Ministry of Home Affairs. According to Mr. Minh, after organizing, arranging and merging the central agencies, to see "whether this or that ministry remains", then continue to consider at the local level "whether this or that department remains". When seeing social networks sharing images of provinces and cities subject to merger, Mr. Minh himself was surprised.

The summary report on the implementation of the Law on Organization of Local Government sent by the Ministry of Home Affairs to the Ministry of Justice recently said that as of June 30, the country had 63 provincial-level administrative units (58 provinces and 5 centrally run cities); 705 district-level administrative units (523 districts, 46 districts, 51 towns, 84 provincial cities and one centrally run city); 10,595 commune-level administrative units (8,192 communes, 1,784 wards, 619 towns).

Since the country's reunification (April 1975) until now, Vietnam has gone through many stages of merging, dividing, and adjusting local administrative boundaries.
In particular, the Ministry of Home Affairs proposed to review and supplement the provisions of the law to promote the continued implementation of the arrangement of administrative units at the district and commune levels from now until 2030 and to study and pilot the arrangement of administrative units at the provincial level.
