Speaking at the National Conference to disseminate and implement the Resolution of the 11th Central Conference, 13th tenure, on the morning of April 16, General Secretary To Lam emphasized that the whole country is simultaneously having to carry out a huge amount of work, with a wide scope, short time and high quality, many of which are even unprecedented.

The General Secretary thoroughly grasped three requirements, first of all, determining the highest political determination in leading and directing the implementation of Resolution of the 11th Central Conference, identifying this as a "revolution" in arranging the organizational apparatus, arranging administrative units, and reforming and innovating to develop the country.
"We must resolutely carry out tasks in the spirit of being in the right role, knowing our lessons, and coordinating synchronously, rhythmically, and closely from the central to local levels and between localities. We must not have the mindset of yours, my rights, this locality, that locality," the General Secretary emphasized. All is for the common benefit of the country and the people.
The second requirement mentioned by the General Secretary is to carry out work in the spirit of "running while lining up", but must be careful, certain, methodical, not hasty or subjective.
The General Secretary also noted the need to prioritize, do each job thoroughly, not do it short-cut, carelessly, or roughly.
In particular, the Party leaders requested that the work must be completed on schedule, especially important milestones such as: Completing the amendment of the Constitution and related laws before June 30; starting to end the operations of the new district and commune-level administrative units that have just come into operation from July 1 according to the transitional roadmap and completing all before August 15; completing the merger of provinces before September 1; completing the Party Congress at the commune level before August 31, at the provincial level before October 31; the 14th National Party Congress in the first quarter of 2026; Election of National Assembly Deputies and People's Councils at all levels in March 2026, etc.

The General Secretary encouraged units to complete their work early in the spirit of "early stabilization for development".
Third, the General Secretary requested to strengthen information and propaganda, create consensus in society, fully promote people's mastery, respect, listen to and seek people's opinions on contents related to amending and supplementing the Constitution, merging provinces and communes, etc.
Change in thinking before new development requirements
With 4 issues to note, the General Secretary first mentioned the implementation of the policy of rearranging and reorganizing administrative units and building a 2-level local government.
"This is a policy that comes from a long-term strategic vision for national development, at least for the next 100 years. The Central Committee, the Politburo, and the Secretariat have discussed and evaluated carefully, considering many aspects to reach a high consensus on implementing this policy with the principles and criteria for merging provinces, determining the name and location of the provincial political-administrative center after the arrangement; criteria, standards, and orientations for arranging the commune level," the General Secretary shared.
According to him, the implementation of this policy will have a certain impact on the thoughts and feelings of cadres, party members and the people. This is understandable because every Vietnamese person has deeply engraved in their memory images of their hometown, the place where they were born and raised.

However, in response to the country's new development requirements, the General Secretary said that we must change our thinking and vision; unify our perceptions and thoughts; surpass ourselves, sacrifice personal interests for the common interests of the country; overcome worries, anxiety, psychology, and normal habits; overcome regional psychology and moods to move towards a broader mindset and vision - "the country is the homeland".
The General Secretary emphasized that streamlining the apparatus of the political system, merging provinces, not organizing district levels, and merging communes is not simply adjusting the organizational apparatus and administrative boundaries, but also a matter of adjusting economic space, adjusting the division of labor, decentralization, and allocation of resources for development.
"This is also an opportunity for us to screen, arrange, and build a team of cadres that truly meets the requirements of national development in the new period," said the General Secretary.
He also thoroughly grasped the spirit of determination and urgency, "running and lining up at the same time", "no work interruptions", "the new apparatus must be better and more efficient than the old apparatus" and ensured a vision of at least 100 years.
In implementing the goal of reducing the number of commune-level administrative units by about 60-70%, the General Secretary noted overcoming both trends.
One is to merge communes and wards that are too large like a "miniature district level" leading to not being able to manage the area and not being able to proactively serve the people.
Second, merging communes and wards that are too small leads to limited space and development space, and more focal points, leading to cumbersomeness and inefficiency.

The General Secretary also mentioned the consistent principle of "local decision, local action, local responsibility", promoting decentralization from the central to provincial level.
According to the General Secretary, the special economic zone (island) government also needs to be granted more autonomy, ensuring flexibility and proactive response when sudden and unexpected events and situations occur to firmly protect the independence, sovereignty and territorial integrity of the country.
Those who found themselves not meeting the requirements voluntarily withdrew.
Second note on personnel work, General Secretary To Lam said that the number of cadres affected and influenced by this reorganization is very large.
The General Secretary said the general policy is to basically arrange the staff of cadres, civil servants and public employees at all levels as currently available to ensure stability.
After the new apparatus comes into operation, it will direct the review and completion of job positions, and determine the staffing of each level within the overall staffing of the entire political system.
"We must be extremely fair and objective in arranging cadres; we must not allow disunity, group interests, power and position seeking, localism, factionalism, corruption, and waste in arranging cadres, organizing apparatuses, and administrative units at all levels," the General Secretary emphasized.
In particular, he noted the need to do a good job in selecting and arranging leaders, especially heads of provincial and communal agencies after the merger.
"Personnel work is already very important, and is now even more important due to new requirements. The first criterion for arranging staff is job requirements, followed by other criteria," the General Secretary reiterated.
He emphasized that leaders at all levels and the 14th Congress's personnel must possess "enough virtue - enough talent - enough heart - enough scope - enough strength - enough revolutionary enthusiasm" to shoulder the country's historical responsibilities.
Emphasizing that the current situation has no place for opportunistic, competitive, innovation-averse, and self-serving officials, the General Secretary said: "Those who feel they do not meet the requirements should voluntarily withdraw and make way for more deserving people. Voluntarily standing behind for development is also an act of courage, bravery, pride, and praise."
The world has gone so fast, if we don't innovate we will lose.
The third issue to note about the draft documents of Party congresses at all levels.
The General Secretary said that the draft of 4 documents submitted to the 14th Party Congress had been supplemented with many important contents by the 11th Central Conference, with core issues as presented by the Prime Minister, such as "establishing a new growth model"; "building a modern national education system, on par with the region and the world"; "making a breakthrough in science and technology development, innovation and national digital transformation"; developing the private economy as "the most important driving force of the national economy"...
According to the General Secretary, the Party Congresses at all levels and the 14th National Party Congress take place in a special context, when we simultaneously carry out many major revolutionary tasks "both arranging and streamlining the organizational apparatus, rearranging administrative units, accelerating and making breakthroughs in economic development, and organizing the Congress".
Therefore, besides personnel issues, it is necessary to focus on preparing documents for the Party Congress.
Sharing more about this, the General Secretary said that the Central Committee will discuss a lot about the new growth model in Vietnam, because "the world has moved very fast".
As evidence, the General Secretary mentioned that in the world there have been formed "factories without lights", "warehouses without lights", "workshops without lights", "ports without lights".
"They don't need light, work automatically with robots, operate online and work around the clock. We humans only work one shift a day, but if they work three shifts, their productivity is already three times higher than ours. With that growth rate, they create a lot of social wealth. If we don't innovate, we will lose," said the General Secretary.
Or with the orientation of building a modern national education, the General Secretary emphasized that this is a long-term vision to prepare for high-quality, intelligent human resources in the future.
The fourth note the General Secretary mentioned was about implementing the Resolution of the 11th Central Conference at the same time as carrying out major tasks.
