On the afternoon of April 1, the Ministry of Home Affairs held a meeting to review work in March 2025, deploying tasks for the second quarter and April 2025.

Many important tasks related to merger and law amendment

According to the Ministry of Interior's report in March, the ministry's workload is very large, especially with many important political tasks.

Regarding the content of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, the Ministry of Home Affairs has advised on the establishment of the Government Steering Committee, issued operating regulations and implementation plans, and successfully organized the first meeting of the Steering Committee.

The Ministry of Home Affairs has promptly received and explained the opinions of provincial and municipal Party Committees, Party Committees of central ministries and branches, the opinions of the Government Party Committee, and the direction of the Politburo at meetings to thoroughly complete the quality of the Government Party Committee's submission and project, the project and related documents to report to the Party Central Committee at the 11th conference.

Regarding the key tasks in the second quarter and April 2025, the Ministry of Home Affairs will focus on absorbing the opinions of the Politburo and the Party Central Committee at the 11th conference to thoroughly and qualitatively complete the submission and project on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model.

The Ministry of Home Affairs will submit to the National Assembly Standing Committee a resolution on the arrangement of administrative units and is expected to submit to the National Assembly a resolution on the arrangement of provincial-level administrative units.

This task will be completed before June 30 to serve as a basis for localities to implement arrangements to ensure operation. The Ministry is also focusing on completing the draft law to submit to the National Assembly at the 9th session.

National conference to implement province and commune merger expected to be held on April 16

Speaking at the meeting, Minister of Home Affairs Pham Thi Thanh Tra stated that in March, the ministry had done a lot of work (completed 106/109 tasks).

In particular, the ministry has immediately started advising competent authorities to reorganize the provincial level, reorganize the commune level and implement a two-level local government model.

On this matter, the Politburo has given its opinions many times, clearly defining the policy on provincial-level arrangement, guiding the policy on rearranging provincial-level government, reorganizing commune-level government, and building two-level local government.

This is the political basis for the ministry to complete the project to report to the Party Central Committee at the 11th conference.

The Ministry also closely followed and implemented drastic and rapid advice on many legal documents. The tasks were carried out in accordance with the spirit of General Secretary To Lam and the Prime Minister, "running and lining up at the same time".

In the second quarter and April 2025, Minister Pham Thi Thanh Tra noted to focus on the task of arranging administrative units at the provincial and communal levels, and organizing two-level local governments.

This content will be submitted to the National Assembly Standing Committee and the National Assembly before June 30. Commune-level authorities will begin operating from July 1, while provincial-level authorities will operate after August 30.

Ms. Tra noted that from May 1, the workload will be very large when 63 provinces and cities send their arrangement projects to the Ministry of Home Affairs to submit to the National Assembly Standing Committee and the National Assembly at the same time.

At the same time, the ministry needs to coordinate, support and guide ministries and branches to adjust legal documents to ensure the operation of two-level local governments, after the district level no longer exists.

It is expected that on April 16, a national conference will be held to deploy the arrangement of administrative units at the provincial and communal levels, along with the organization of two-level local governments.

The conference will also address the reorganization of the Fatherland Front and socio-political organizations, courts and prosecutors.

All work will be carried out synchronously, with July 1 being the milestone for the commune-level government to begin operating and August 30 being the time when the entire political system and apparatus, after being rearranged and reorganized, will come into general operation.

Ms. Tra suggested that heads of units coordinate closely to complete advisory work for the ministry, especially in arranging and operating two-level local government when abolishing the district level.
