On the morning of August 25, in Ho Chi Minh City, the Politburo held a conference to announce and present the Politburo's Decision on personnel work.
Attending the conference were comrades: Tran Cam Tu, Politburo member, Standing member of the Secretariat; Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission; Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Commission; and comrades of the Standing Committee of the Ho Chi Minh City Party Committee; members of the Standing Committee of the Ho Chi Minh City Party Committee.
At the conference, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Commission, announced the Politburo's Decision on personnel work.
According to the decision of the Politburo, comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Secretary of the Ho Chi Minh City Party Committee, term 2020-2025.
The Politburo decided to transfer and assign comrade Nguyen Van Nen, Politburo member and Secretary of the Ho Chi Minh City Party Committee, to hold the position of Standing Member of the Party's XIV Congress Document Subcommittee. At the same time, he was assigned to monitor and direct the Ho Chi Minh City Party Committee until the 14th Party Congress.
According to the decision of the Politburo, comrade Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Commission, ceased to hold the position of Head of the Central Policy and Strategy Commission and related positions; transferred and appointed comrade Tran Luu Quang to participate in the Party Executive Committee, the Standing Committee of the Ho Chi Minh City Party Committee and hold the position of Secretary of the Ho Chi Minh City Party Committee, term 2020-2025.

Comrade Tran Luu Quang was born in 1967, hometown in Trang Bang ward, Tay Ninh province, has a master's degree in public management, mechanical engineering and bachelor's degree in political theory.
Comrade Tran Luu Quang has held many positions, led many localities and held important positions in the Government and the Central Party.
From 2015 to 2019, comrade Tran Luu Quang was the Secretary of the Tay Ninh Provincial Party Committee. This is also where he worked for 25 years, as a cadre who rose from the grassroots and successively held the positions of leader of the Department of Planning and Investment, Chairman of the People's Committee, Secretary of the Trang Bang District Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Secretary of the Tay Ninh Provincial Party Committee.
Comrade Tran Luu Quang held the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee from February 2019 to June 2021.
In June 2021, comrade Tran Luu Quang was assigned by the Politburo to be Secretary of the Hai Phong City Party Committee for the 2020-2025 term.
In January 2023, Comrade Tran Luu Quang began working at the Central Government. At the 2nd Extraordinary Session of the 15th National Assembly, he was approved and appointed as Deputy Prime Minister by the National Assembly.
In August 2024, Comrade Tran Luu Quang continued to be assigned by the Politburo to hold the position of Head of the Central Economic Commission. On February 3, 2025, the Central Economic Commission was renamed the Central Policy and Strategy Commission. The Politburo assigned Comrade Tran Luu Quang to be the Head of the Central Policy and Strategy Commission until now.
