Continue to thoroughly implement the Law on Emulation and Commendation

According to the report on the patriotic emulation movement and commendation work for the period 2021 - 2025, the direction and tasks for the period 2026 - 2030 of the Ministry of Culture, Sports and Tourism, the period 2026 - 2030 with the strong and profound development of the modern scientific and technological revolution, digital transformation has both created opportunities for rapid development and created challenges for our country and other countries in the process of national development.

Along with this trend is the strong development of digital technology and communication, creating new ways of social connection and new means of expression in the digital age. Cultural globalization is an objective trend that needs to be recognized by countries and have appropriate development policies. Building national cultural values ​​in a context of deep international integration. The trend of using "soft power" in development strategies is increasingly receiving more attention from countries.

Domestically, innovations and reforms focus on four breakthroughs: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation"; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development will be the fundamental institutional pillars, creating a strong driving force to bring our country forward in the new era - the era of development, prosperity and strength of the Vietnamese people.

Along with that, the drastic implementation of the content of Resolution No. 18 of the Central Executive Committee on "a number of issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; building two-level local governments; and rearranging administrative units is truly a revolution of the country in the new period.

The Ministry of Culture, Sports and Tourism identifies the general goal of emulation and reward work for the period 2026 - 2030 as: Closely following the Resolution of the 14th National Party Congress, the 10-year Socio-Economic Development Strategy 2021-2030, the 5-year Socio-Economic Development Plan 2026 - 2031, the Culture, Sports and Tourism sector continues to affirm its position, contributing to increasing the nation's "soft power", promoting cultural resources.

Renewing the viewpoint, goals, and comprehensive management methods originating from the People, serving the People, taking the People as the center with the core being to ensure human rights, rights and obligations of citizens related to the Industry; people hold a central position in the development strategy of the entire Industry; arousing national pride, creative aspirations, contributions from culture, for culture, for the sustainable development of the country in the new era; the fundamental reform is the institution, people are both the goal and the center of reform; institutions develop harmoniously in association with the whole; innovation and digital transformation are inevitable trends in the development of the Industry in the context of the digital economy, digital society, digital citizens, science, technology, innovation and creativity are strong driving forces to bring our country forward in the new era - the era of development, prosperity and strength of the Vietnamese people.

The Ministry of Culture, Sports and Tourism continues to thoroughly implement the 2022 Law on Emulation and Commendation and documents guiding the implementation of the Law; Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership over emulation and commendation work in the new situation; Thoroughly grasp and promote the implementation of the contents of the Prime Minister's Directive according to the Resolution of the 14th National Congress of the Party: Directive No. 39/CT-TTg dated October 15, 2024 of the Prime Minister on promoting the patriotic emulation movement to welcome Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress; Decree No. 152/2025/ND-CP of the Government regulating decentralization and delegation of powers in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation.

Main tasks for the period 2026 - 2030

Regarding leadership and direction on emulation and rewards: The Ministry of Culture, Sports and Tourism continues to focus on propagating and thoroughly grasping Ho Chi Minh's thoughts on patriotic emulation, the Party's guidelines and policies, the State's policies and laws on emulation and rewards, especially the Law on Emulation and Rewards and documents guiding its implementation; making emulation truly become a self-conscious, responsible and regular practice of each civil servant, public employee, employee and in each agency and unit under the Ministry.

At the same time, strengthen the role and responsibility of Party committees and leaders in leading, directing, and organizing emulation and reward work; thoroughly grasp the results of organizing movements and the results of emulation and reward work as a criterion for evaluating and classifying the annual quality of Party committees, Party organizations and leadership and management collectives. Each cadre and Party member needs to raise awareness, actively mobilize the masses, be exemplary, take the lead, and be the nucleus in the emulation movement, associated with "promoting the study and following of Ho Chi Minh's ideology, morality and style".

Regarding innovation in organizing patriotic emulation movements: In the coming period, the Ministry of Culture, Sports and Tourism will continue to innovate and promote creativity in organizing emulation movements so that emulation movements are truly effective and practical, with specific, clear, easy-to-remember, easy-to-implement, easy-to-check and monitor goals, contents and criteria, associated with the legitimate rights and interests of participants and closely following the requirements of political tasks in the new period, associated with the implementation of political tasks of each agency and unit in the Ministry.

Regarding propaganda, discovery, training, summarization, and replication of advanced models: The Ministry of Culture, Sports, and Tourism sets out specific programs and plans to summarize and summarize emulation movements, draw lessons, find good practices, select outstanding and outstanding collectives and individuals to promptly reward, encourage, and replicate; have appropriate policies to encourage and create conditions for advanced models to continue to promote, spread, and set examples in society, creating motivation to promote patriotic emulation movements.

Regarding improving the quality of commendation work, promptly serving the political tasks of the country and the ministry: Continue to innovate, create strong and substantial changes to improve the quality of commendation work. In which, thoroughly consider awarding emulation titles, forms of commendation must be based on the effectiveness, outstanding results of the emulation movement, and excellent achievements.

At the same time, promote innovation, breakthroughs and honor worthy contributions and dedications; closely follow the standards, conditions and regulations of the Party and State, ensuring accuracy, timeliness, publicity, democracy, objectivity, right person, right job.

Proactively reward or propose to superiors to reward when discovering groups or individuals with outstanding achievements that are typical advanced examples.

Continue to innovate the work of commendation, research and supplement the State's titles to honor and promptly and appropriately reward collectives and individuals who have made many contributions to the cause of national construction and protection, have initiatives, are creative, dare to think, dare to do, dare to take responsibility for the common good; focus on commendation at the grassroots level, in remote areas, border areas, islands, ethnic minority and mountainous areas; improve the quality and effectiveness of external commendation.

Regarding improving the quality of the activities of the Emulation and Reward Council and the advisory role of specialized agencies: In the period of 2026 - 2030, the Ministry of Culture, Sports and Tourism will promote the application of information technology, digital transformation and administrative procedure reform to ensure publicity, transparency and convenience in emulation and reward work.

Continue to review and complete legal documents on emulation and rewards, ensuring consistency and unity, meeting the requirements of new tasks; enhance the role and responsibility of the Ministry's Emulation and Reward Council and the grassroots Emulation and Reward Councils at agencies and units under the Ministry. Especially the role and responsibility of the Department of Organization and Personnel - the unit advising and assisting the emulation and reward work of the Ministry of Culture, Sports and Tourism to ensure unity in promoting the effectiveness, efficiency, role, position and special significance of emulation and reward work in the new situation.

Implementation solution

The entire culture, sports and tourism sector continues to thoroughly grasp and propagate the Party's guidelines and policies, Ho Chi Minh's ideology, and the State's policies and laws on emulation and rewards, considering this a regular task.

Promote digital transformation, strongly apply information technology to continue innovating the content, form, and method of organizing emulation movements in the direction of focusing on units, closely following political, key, and urgent tasks to organize and launch diverse forms of emulation, with specific themes, criteria, and practical content.

Continue to thoroughly implement current emulation and commendation laws; promptly propose documents in accordance with the requirements of the central government and the Government on innovation in emulation and commendation work; amend documents guiding the Ministry's emulation and commendation work in accordance with the provisions of the Law on Emulation and Commendation and the Government's Decree, ensuring timeliness, synchronization and unity.

Respond to and actively participate in emulation movements launched by superiors; integrate the implementation of emulation movements in performing work tasks; strengthen inspection and organize training in emulation and reward work.

Focus on directing and implementing the commendation work well to ensure accuracy and timeliness; focus on rewarding collectives and individuals with outstanding achievements in specific fields; rewarding direct workers and those with outstanding achievements.

In addition, further promote the propaganda work on emulation and rewards in many diverse, appropriate and effective forms... thereby replicating good models, good experiences, advanced examples in implementing emulation movements, contributing practically to the achievements of the culture, sports and tourism sector as well as the general socio-economic development achievements of the country to welcome the 11th National Patriotic Emulation Congress and Party Congresses at all levels towards the 14th National Party Congress.
