On the morning of August 25, the Ministry of Justice held a ceremony to celebrate the 80th anniversary of the judicial sector's traditional day and the 6th Patriotic Emulation Congress of the judicial sector. Prime Minister Pham Minh Chinh attended and delivered a speech.

Looking back at the history of formation and development of the Ministry and the judiciary, the Prime Minister summarized the outstanding marks in 36 words: proactively building the rule of law, strictly enforcing the law, effective in civil cases, raising the level of staff organization, extensive international cooperation and actively removing obstacles.

In particular, the judiciary has continuously improved the quality of law enforcement, and the Ministry of Justice's administrative reform index has consistently ranked among the top among ministries and sectors. The construction and operation of the National Legal Portal is considered a typical achievement in digital transformation.

Civil enforcement work has achieved many outstanding results, with the highlight being the recovery of lost assets in corruption and economic cases.

In particular, the judiciary has accompanied the nation in the revolution of organizational structure, removing bottlenecks. Parallel to the revolution of organizational structure is the revolution of institutional and legal construction.

The Ministry of Justice has always clearly demonstrated its role as a development architect and "legal gatekeeper" of the Government, through the task of appraising all draft laws and ordinances before submitting them to the Government and the National Assembly.

Eliminate the situation where superiors "legitimize" subordinates

The Prime Minister said that the upcoming context has both advantages and difficulties. To complete the 100-year strategic goal, perfecting institutions and laws is considered the top priority task, as General Secretary To Lam pointed out, "institutions are the bottleneck of bottlenecks".

The Prime Minister requested the Ministry of Justice to continue to innovate its thinking in the work of building and perfecting laws in a way that both ensures state management requirements and encourages creativity, liberates all productive forces, and unlocks all development resources.

It is necessary to shift from the mindset of "management" to "service" and development creation; eliminate the mindset of "if you can't manage, then ban". At the same time, promote decentralization and delegation of authority along with resource allocation, and improve the implementation capacity of subordinates.

The Prime Minister emphasized the need to review and promptly institutionalize the "four pillars", especially Resolution 66 of the Politburo on innovation in law-making.

The Prime Minister also noted that on the one hand, it is necessary to promote "open institutions, smooth infrastructure, and smart governance", and on the other hand, it is necessary to strengthen and design monitoring tools to prevent, detect, and handle acts of corruption, negativity in law enforcement, and policy profiteering.

Along with that is to promote cutting administrative procedures, reduce compliance costs for people and businesses; reduce intermediaries, eliminate the situation of superiors "legalizing" subordinates.

Ministry of Justice receives First Class Labor Medal

On this occasion, on behalf of the Party and State, Prime Minister Pham Minh Chinh presented the First Class Labor Medal to the Ministry of Justice. Deputy Prime Minister Le Thanh Long presented the Third Class Labor Medal to three Deputy Ministers of Justice Nguyen Thanh Tinh, Dang Hoang Oanh and Mai Luong Khoi.

According to Minister of Justice Nguyen Hai Ninh, during this term, the Government has strongly innovated the work of law-making; organized 39 thematic meetings on law-making, completing a record volume of law-making tasks.

In 2024 and 7 months of 2025, the Government submitted 66 laws and 15 resolutions to the National Assembly for approval. At the 9th session alone, the Government and relevant agencies submitted and had the National Assembly approve 35 laws, accounting for 52.3% of the total number of laws issued at 17 sessions of the 15th National Assembly term.

The results achieved are thanks to solidarity, sharing joys and sorrows to overcome all difficulties and challenges.

"Behind every bill passed by the National Assembly, every legal document put into practice is a journey of serious work, from frank and responsible discussions, to working all night, through holidays, with almost no days off, with the spirit of running and lining up at the same time...", the Minister shared.
