The Ministry of Culture, Sports and Tourism strengthens information and propaganda work, discovers and replicates advanced models and creative approaches.

During the period of 2021 - 2025, the Ministry of Culture, Sports and Tourism coordinated with the Central Propaganda Department (now the Central Propaganda and Mass Mobilization Department), Vietnam Television, Voice of Vietnam and media agencies and newspapers to publish information about typical artists who have achieved outstanding achievements in the field of artistic activities; artisans who have made great efforts in preserving and promoting the value of intangible cultural heritages, especially heritages at risk of fading away; athletes and coaches who achieved high results at international sports competitions, outstanding athletes and coaches nationwide; individuals with especially difficult circumstances who have made great achievements in studying and working, typical examples in the movement "Studying and following the ideology, morality and lifestyle of Ho Chi Minh"; Typical collectives in the fields of tourism and cinema with innovative and creative operating models that bring high economic and social efficiency...

On December 28, 2023, the Ministry of Culture, Sports and Tourism issued Decision No. 4142/QD-BVHTTDL on promulgating the Plan for propaganda on culture, sports and tourism for the period 2024 - 2025 and Plan No. 1393/KH-BVHTTDL dated April 4, 2024 on organizing propaganda on culture, sports and tourism in 2024, focusing on propaganda on extensive and substantive cultural movements; improving conditions, enhancing the level of cultural enjoyment of the people, ensuring fairness. Promoting the pioneering role of intellectuals, artists and cultural workers.

At each awarding ceremony of the "Ho Chi Minh Prize", "State Prize" in literature and art, the titles of "People's Artist", "Meritorious Artist", "People's Artisan", "Meritorious Artisan" in the field of intangible cultural heritage, the Ministry of Culture, Sports and Tourism always carries out communication work on the awarding results and related information before the awarding ceremony of the State's honorary titles and prizes.

After the Ministry issued a plan to implement emulation movements, the Ministry's media and press agencies always devoted columns and articles to promoting emulation movements through promoting advanced models to commend, honor, and create widespread influence. Agencies and units under the Ministry issued implementation plans with emulation criteria suitable to the unit's reality. Many advanced, creative, and talented models were recognized by the Party and State with honorary titles and noble rewards, creating motivation to promote emulation movements, contributing to the successful implementation of the political tasks of the Industry.

The Ministry of Culture, Sports and Tourism also focuses on discovering and replicating advanced examples, good models, creative and effective ways of doing things; mobilizing resources and the participation of the whole society in cultural, sports and tourism activities. At the same time, strengthening the work of discovering, fostering and disseminating exemplary collectives and individuals in various fields to encourage, set examples, create motivation for development and spread widely in the Industry. Every year, the Ministry organizes public voting to select typical events and outstanding individuals in the fields of culture, arts, sports, tourism and family. Initiatives in organizing and implementing emulation movements.

Implementing the Project "Propaganda of typical advanced examples for the period 2022 - 2025" according to Decision No. 1526/QD-TTg dated December 9, 2022 of the Prime Minister, on August 30, 2024, the Ministry of Culture, Sports and Tourism issued Official Dispatch No. 3714/BVHTTDL-TCCB to agencies and units under the Ministry requesting to continue to effectively implement the Project to successfully organize the 4th Patriotic Emulation Congress of the Culture, Sports and Tourism Sector in 2025 and the 11th National Patriotic Emulation Congress in 2025. Agencies and units under the Ministry implement the Plan to organize the grassroots Patriotic Emulation Congress towards the 4th Patriotic Emulation Congress of the Ministry in 2025, thereby discovering and selecting collectives and individuals with outstanding achievements, truly exemplary examples to commend according to their authority or submit to the Minister for commendation.

Based on the subjects and criteria for selecting delegates according to the instructions of the Central Emulation and Rewards Committee on the occasion of the 75th Anniversary of President Ho Chi Minh's Call for Patriotic Emulation (June 11, 1948 - June 11, 2023), the Ministry of Culture, Sports and Tourism has established a delegation of the Ministry of Culture, Sports and Tourism consisting of 13 official delegates to attend the Conference to commend and honor advanced models and propose to award the Prime Minister's Certificate of Merit to 01 individual of the Ministry, athlete Nguyen Thi Oanh, to honor at the Conference. Among the delegates attending the Conference, there are 03 National Emulation Fighters for the period 2018 - 2023, namely Associate Professor, Dr. Nguyen Van Phuc, Associate Professor, Dr. Dang Van Dung of Bac Ninh University of Physical Education and Sports, People's Artist Nguyen Tien Dung - Director of Vietnam Puppetry Theater; Typical examples include: Coach of the Vietnam Women's Football Team Mai Duc Chung, Weightlifter Lai Gia Thanh in the Sports field; Dr. Meritorious Artist Le Tuan Cuong, Vietnam Cheo Theater; Meritorious Artist Do Doan Bang - Youth Theater; Cai Luong actress Bui Thi Dung - Vietnam Cai Luong Theater, talented dancer Pham Thi Thu Hang - Vietnam National Opera and Ballet Theater in the Culture and Arts field; student Doan Ngoc Anh, Hanoi College of Tourism representing the tourism field...

On August 28, 2023, the Ministry of Culture, Sports and Tourism held a Conference to commend typical advanced models in the field of culture nationwide in 2023. The Conference was an opportunity to evaluate the implementation process of 06 tasks and 04 solutions to build and develop Vietnamese culture and people in the new period according to the conclusion of the General Secretary at the National Cultural Conference in 2021, and at the same time commend and reward 78 typical examples of the Industry in consulting, managing, organizing and implementing cultural activities nationwide. Prime Minister Pham Minh Chinh attended the Conference and delivered a congratulatory speech to the Culture Industry on the occasion of its 78th anniversary. It can be affirmed that in recent years, the Ministry of Culture, Sports and Tourism has always directed the promotion of emulation and commendation work, considering emulation as an important measure, a driving force and a lever to successfully carry out the political tasks of the Industry.

Notably, in 2025, Coach of the Vietnam Women's Football Team Mai Duc Chung was honored to be awarded the title of Hero of Labor by the President.
