Every year, the Ministry of Culture, Sports and Tourism organizes a patriotic emulation movement on the occasion of the Conference to summarize the year's work and deploy the following year's work tasks of the Culture, Sports and Tourism sector.

The content of the movement has a theme that closely follows the direction of the Government and the Prime Minister on the implementation of tasks and solutions for socio-economic development management. In 2021, deeply aware of the task of building and developing Vietnamese human culture in the Resolution of the 12th National Party Congress, the Ministry of Culture, Sports and Tourism organized the National Cultural Conference and launched a patriotic emulation movement in the entire Culture, Sports and Tourism sector with the theme "Solidarity, creativity, emulation to build and defend the Fatherland".
In 2022, the Ministry of Culture, Sports and Tourism launched an emulation movement throughout the industry with the theme "Discipline, professionalism, creativity, efficiency". This is the realization of Resolution No. 01/NQ-CP dated January 1, 2022 of the Government on a number of tasks and solutions for socio-economic development management in 2022.
The Ministry of Culture, Sports and Tourism has organized a conference to launch and effectively implement tasks under the theme "Building a grassroots cultural environment and personnel work" throughout the industry. After responding to the emulation movement launched by the Ministry, agencies, units and localities have thoroughly grasped and seriously implemented it, and it has become increasingly routine. Agencies and units under the Ministry have launched emulation campaigns and registered for emulation with many specific contents and implementation measures; there is a scoreboard to monitor emulation and regularly urge and inspect.

In 2025, launch an emulation movement with the theme "Resolute in goals, unleashing resources, sustainable development".
In the emulation movement to achieve excellent results at international sports competitions "For the flag and colors of the Fatherland", coaches and athletes all strive, practice hard, are determined and creative to achieve the best results at international sports events.
At the 31st SEA Games held in Vietnam and the 32nd SEA Games held in Cambodia, the Vietnamese Sports Delegation ranked first in the whole delegation. The campaign "All people exercise following the example of great Uncle Ho" continued to be promoted, creating a vibrant physical training movement among the people. Traditional sports and folk games were restored, legalized and included in competitions at traditional festivals.
The diverse development of training forms, from spontaneous training to voluntary sports training; simple sports training forms that do not require much investment in playgrounds and equipment such as running, walking, aerobics, badminton, chess, martial arts, mini football, volleyball... are strongly developing in localities.
The tourism industry launched the movement "For a green and clean tourism environment"; "Vietnam - a safe, friendly and quality destination", from which Vietnam's tourism development capacity index continuously increased.

The Ministry of Culture, Sports and Tourism received the First Class Labor Medal for its outstanding achievements in the field of preserving and promoting the values of Vietnamese cultural heritage in the 2021-2025 period, contributing to preserving the national cultural identity and serving the country's socio -economic development.
In the period of 2021-2025, the Ministry of Culture, Sports and Tourism achieved many important and outstanding results, which were bright spots of the economy, specifically:
Provide timely, accurate and precise advice to the Politburo to decide to successfully organize the National Cultural Conference on the occasion of the 75th anniversary of Uncle Ho's organization of the first National Cultural Conference; submit to the Secretariat for approval the policy of organizing a series of activities to celebrate the 80th anniversary of the Vietnamese Cultural Outline (February 1943 - February 2023); advise the Government to submit to the National Assembly for approval the National Target Program on Cultural Development for the period 2025-2035 at the 8th Session with many new policies, unlocking resources, creating rapid and sustainable development for culture, sports and tourism.
The work of building and perfecting institutions is comprehensively reviewed, scientifically and methodically oriented towards changing the mindset from "doing culture" to "state management of culture" through legal tools, creating mechanisms and policies. In the period of 2021-2025, the Ministry of Culture, Sports and Tourism will preside over the development, promulgation, submission to competent authorities for promulgation, and completion of 122 legal documents, including 04 Laws (Law on Cinema 2022, Law on Prevention and Control of Domestic Violence 2022; Law on Cultural Heritage (amended) 2024; Coordinating the development and submission for approval of the Law on Intellectual Property on copyright and related rights), 29 Decrees of the Government, 01 Decision of the Prime Minister, 88 Circulars and Joint Circulars. Many models have been built and developed to preserve the cultural identity, customs, practices, and fine traditions of the nation, contributing to making the life of each family and society better and happier. Up to now, 50/63 provinces and centrally-run cities have built and developed many models to preserve the cultural identity, customs, practices, and fine traditions of the nation.
Within its assigned functions and tasks, the Ministry of Culture, Sports and Tourism has coordinated with relevant ministries and branches to successfully organize activities to serve the country's major anniversaries such as: Celebrating the 70th anniversary of the historic Dien Bien Phu Victory (held in 2024); Celebrating the 50th anniversary of the Liberation of the South and National Reunification (held in April 2025); focusing on directing and organizing many activities to serve the 80th anniversary of the August Revolution and National Day September 2.
The Sports sector continues to receive attention from the Party and the State. The Politburo issued Conclusion No. 70-KL/TW dated January 31, 2024 on the development of physical training and sports in the new period. Vietnamese sports are based on two pillars, sports for everyone with the campaign "All people exercise following the example of great Uncle Ho", and national mass sports competitions continue to be organized to discover and create sources, bringing high-performance sports to develop.
High-performance sports With the focus on investment in developing Olympic sports, high-performance sports continue to make more progress than before, the competition results of key sports, with strengths at the Sports Festivals and regional, continental and world sports tournaments have clearly improved, Vietnamese Sports continuously ranked in the top 3 countries at the SEA Games. Some athletes in Olympic sports such as: Shooting, Gymnastics, Swimming, Weightlifting, Badminton... reached the top level in Asia and the world.
Vietnamese sports continue to make historical marks, leading the entire delegation at the 31st and 32nd SEA Games. ASIAD 19 in 2023 in Hangzhou, China: Vietnamese sports completed the set target, winning 03 gold medals, 05 silver medals, 19 bronze medals, ranking 21st out of 45 countries and territories participating in the Games. The national women's soccer team qualified for the World Cup for the first time.
The Vietnamese women's volleyball team won the first medal at the Women's Volleyball World Cup. The Vietnamese women's futsal team excellently won the Southeast Asian championship. The national men's football team won the gold medal at the 2024 Southeast Asian Men's Football Championship and the national U23 men's football team won the 2025 Southeast Asian U23 Football Championship; the sports movement for people with disabilities continues to receive attention and achieves many high achievements at the international level: At the 2021 Tokyo Paralympics, they won 01 silver medal at the Games; At the 2024 Paralympics, athlete Le Van Cong won 01 bronze medal in the 49kg weightlifting category. Le Van Cong's achievements helped Vietnamese disabled sports win medals for the third consecutive Paralympics after 2016 and 2021...
The tourism industry has recovered positively after the pandemic and is assessed by Prime Minister Pham Minh Chinh as a bright spot in the country's socio-economic picture.
2023 witnessed a spectacular acceleration of Vietnam's tourism. The tourism industry welcomed 12.6 million international visitors, exceeding the initial target by 57% and reaching the adjusted target (12-13 million). Domestic visitors reached 108.2 million, exceeding the 2023 plan by 6%. Total tourism revenue is estimated at VND 678.3 trillion, exceeding the 2023 plan by 4.3%.
In 2024, the number of international tourists to Vietnam in 2024 will reach 17,583,901; an increase of 39.5% over the same period in 2023. The total number of domestic tourists in 2024 will reach 110 million; an increase of 1.6% over the same period in 2023. Total revenue from tourists in 2024 will reach about VND 840 trillion; an increase of 23.8% over the same period in 2023.
In 2025, the cumulative number of international visitors in the first 5 months of 2025 reached 9.2 million, an increase of 21.3% over the same period in 2024. The total number of domestic tourists in the first 5 months of 2025 reached 61.5 million, with total revenue from tourists estimated at about 419 trillion VND.
During the period of 2021 - 2025, Vietnam Tourism was honored to receive a series of prestigious awards from prestigious international organizations around the world. At the national level: The most prominent are the awards presented by the World Travel Awards to the Vietnam National Tourism Administration: 3 times honored as Asia's Leading Tourism Management Agency; Vietnam was voted "Asia's Best Golf Destination" 3 times; Vietnam was voted "Asia's Leading Destination" 3 times; Vietnam was voted "World's Leading Heritage Destination" 5 times... Cultural diplomacy has been actively, methodically, effectively implemented, with good influence and effects, contributing to affirming and enhancing the position of the Industry. Vietnam was elected as a member of the World Heritage Committee for the 2023 - 2027 term with a very high number of votes.
In general, the emulation movements launched by the Ministry of Culture, Sports and Tourism have been deployed to the grassroots, creating a clear change in the political ideology, ethics and lifestyle of civil servants, public employees, athletes and coaches; the quality of cultural, sports and tourism activities nationwide has been significantly improved; the good cultural values of the nation have been promoted; many relics continue to be restored and embellished in association with tourism development; many valuable cinematographic, fine art and performing arts works reflect all aspects of social life.
