The first sand mine was assigned by Dong Thap province to Tan Nam Construction Joint Stock Company in Tan My commune and Tan Khanh Trung commune, Lap Vo district, with an area of 32.05 hectares.
Two more sand mines serving the Can Tho - Ca Mau expressway in Dong Thap have temporarily stopped exploitation.
The second sand mine, also located in Tan Khanh Trung commune, Lap Vo district, has an area of 36.77 hectares and was handed over by Dong Thap province under a special mechanism to Hoang Anh Construction and Trading Company Limited for direct exploitation.
These two sand mines have been temporarily suspended for about a week. And the contractor is actively carrying out repair work to soon be able to resume exploitation to serve the construction of the Can Tho - Ca Mau expressway.
Nearly 5,000m3 of sand per day is being "covered"
Present at these two sand mines, Giao thong Newspaper reporters recorded four dredgers and many barges anchored and not operating because the sand mines have been temporarily suspended for the past few days.
Mr. Nguyen Thang, Deputy Director of Tan Nam Construction Joint Stock Company, said that up to this point, the sand mine handed over by Dong Thap province under a special mechanism for the company to directly exploit has reached 362,000m3.
The company is allowed to exploit about 2,500m3/day. However, since May 22, the sand mine has been temporarily suspended, so the exploitation and transportation of sand to the Can Tho - Ca Mau expressway construction site has been interrupted.
"After a period of exploitation, the relevant units measured and discovered that the sand mine directly constructed by the company had a convex and concave riverbed terrain, creating swirling holes. Therefore, the sand mine was temporarily suspended," Mr. Thang added.
At the sand mine directly exploited by Hoang Anh Construction and Trading Company Limited, Mr. Vu Hong Son, the sand mine operator, informed that this is the 7th sand mine out of 7 sand mines handed over by Dong Thap province under a special mechanism to serve the Western vertical expressway, with an exploitation volume of 2,460m3 of sand/day.
"Up to now, after nearly four months of exploitation, a landslide has appeared on the riverbank in Tan Khanh Trung commune, Lap Vo district (Dong Thap). Therefore, relevant units have temporarily suspended the exploitation of this sand mine to fix the problem," said Mr. Son.
Take advantage of the situation to restore the sand mine to exploitation soon.
According to Mr. Son, since the incident occurred during the sand mining process, the company has proactively coordinated with professional agencies of Dong Thap province and local authorities to come up with effective solutions.
The contractor is actively working to fix the problem according to the instructions of the professional agency so that the sand mine can resume operations soon.
At the location where there were signs of landslides, the company proactively dispatched specialized vehicles to reinforce the riverbank. The reinforcement has been basically completed by the company and after waiting for enough time, the road surface will be restored to its original state.
"After completing the riverbank reinforcement, the company will have a document with a repair record submitted to the province's professional agency for appraisal and consideration so that the sand mine can soon be exploited again to serve the construction of the Can Tho - Ca Mau expressway," said Mr. Son.
The Can Tho - Ca Mau Expressway is waiting for sand to arrive at the construction site so that the contractor can speed up construction to make up for the delay. Therefore, Mr. Nguyen Thang, Deputy Director of Tan Nam Construction Joint Stock Company, said that the company is actively working to bring sand back to the construction site soon.
"The sand mine operated by the company has some convex and concave areas, so the company will put sand back into the concave areas to create balance. The company is urgently working on this and is expected to be completed this week and the sand mine will resume operations," said Mr. Thang.
Previously, the sand mine with an area of 20.04 hectares, the total reserve of sand for filling that is allowed to be exploited is 547,798m3 and the exploitation capacity is 547,798m3/year, directly exploited by Construction Corporation No. 1 - JSC (CC1), was also suspended before Tet and has not been exploited again until now.
The Can Tho - Ca Mau Expressway project connects many provinces in the Mekong Delta. In phase 1, the project has a total investment of more than VND 27,200 billion, divided into two component projects including Can Tho - Hau Giang, 36.7km long, with an investment capital of over VND 9,700 billion, and the Hau Giang - Ca Mau section, 72.8km long, with a capital of nearly VND 17,500 billion. The project started on January 1, 2023, and is expected to be completed in early 2026. The total demand for sand for the entire project is about 18.1 million m3. In 2023 alone, 9.1 million m3 is needed and in 2024, 9 million m3 is needed.
