Project of Expectations

Approved by the National Assembly in Resolution No. 138/2024/QH15 dated June 28, 2024, the Gia Nghia - Chon Thanh Expressway Project has a total length of about 124km. Of which, the main route is 122.1km long, the remaining part is the final connecting section of 2km long connecting to Ho Chi Minh Road.

The expressway passes through two provinces: Binh Phuoc (99km) and Dak Nong (23.1km). The expressway will start at Kien Thanh commune, Dak R'lap district (Dak Nong) and end at Chon Thanh town (Binh Phuoc).

In phase 1, the project is invested in a scale of 4 complete lanes, with a design speed of 100 - 120 km/h. The section through Dak Nong is invested in a roadbed according to the standard of 6 lanes (32.25m wide) to be ready for expansion in the future.

The entire project is a complete 6-lane land clearance project, covering a total area of ​​over 1,100 hectares. Of which, the section through Dak Nong alone covers about 283 hectares and affects over 700 households.

The total preliminary investment of the entire project is about 25,540 billion VND. Of which, compensation, support and resettlement costs account for about 4,639 billion VND; construction and equipment costs are about 16,470 billion VND; the rest is management, consulting, reserve and construction loan interest costs.

Capital is mobilized from the central budget (10,536.5 billion VND), local budget (2,233.5 billion VND, including Dak Nong 1,000 billion VND and Binh Phuoc 1,233.5 billion VND) and capital arranged by investors (12,770 billion VND).

The Gia Nghia - Chon Thanh Expressway is divided into five sub-projects. Of which, Component Project 1 - construction of the main route of the expressway - is implemented under the form of public-private partnership (PPP). This sub-project has a total capital of more than VND 19,600 billion, invested by the People's Committee of Binh Phuoc province.

Component project 2 - construction of a service road and overpass across Dak Nong province - has a total capital of 338 billion VND (local budget). Dak Nong Provincial People's Committee is the implementing authority and is currently assigned to the Dak Nong Provincial Investment and Construction Project Management Board as the investor.

The investment in the construction of a service road and overpass across Binh Phuoc province is Component Project 3. The project has a total preliminary investment of about 951 billion VND (central budget), implemented by the People's Committee of Binh Phuoc province.

The two component projects 4 and 5 are compensation, support, and resettlement for the section passing through the two provinces. The People's Committees of Binh Phuoc and Dak Nong provinces are in charge of site clearance in their respective provinces.

Gia Nghia - Chon Thanh Expressway is an important national project. The expressway is not only a transportation project but also a strategic link, opening up development space for the Central Highlands and Southeast regions. With a large investment scale, strictly controlled progress and high initiative from localities, this project promises to become the transportation "backbone" of the whole region in the near future.

Be proactive early and implement decisively.

Immediately after the project was approved by the National Assembly for investment, localities urgently prepared and implemented a series of tasks from planning, reviewing infrastructure to appraising technical documents and determining capital sources.

Currently, the Component 1 project of the expressway has been submitted for appraisal by the People's Committee of Binh Phuoc province and is awaiting comments from the State Appraisal Council. To speed up the progress, the People's Committee of Binh Phuoc province has proposed changing the form of investor selection to "special cases" instead of open domestic bidding. This is to shorten the time to select suitable investors.

At the section of the road passing through Dak Nong, the Vietnam Road Administration (Ministry of Construction) coordinated with the locality to conduct an inspection. The Administration agreed on the investment proposals for the section of the road passing through Dak Nong according to the 6-lane standard and requested adjustments to some technical designs to ensure.

In the Gia Nghia - Chon Thanh expressway project, Dak Nong is the managing agency implementing two component projects related to site clearance and construction of service roads and overpasses across the area. Both of these component projects depend on the approval of Component Project 1.

However, Dak Nong has been proactive in preparing the land for the expressway. Thanks to the good preparation work, the majority of people in Dak R'lap district have expressed their high consensus on the investment in the expressway. Many cases in the area where the expressway passes through have proactively committed to the government to hand over the land to the State soon.

The project component 2 of the expressway was assigned to the Dak Nong Provincial Investment and Construction Project Management Board as the investor. Currently, the Dak Nong Provincial People's Committee has asked for the opinion of the Ministry of Construction, then met and agreed on the plan to start construction of this component project on April 28, 2025.

Following the direction of the province, the Dak Nong Provincial Construction Investment Project Management Board has made preparations for the groundbreaking ceremony. The groundbreaking ceremony was held in a simple, economical, unpretentious and unpretentious manner.

According to comrade Ngo Thanh Danh, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dak Nong Province, the Gia Nghia - Chon Thanh Expressway is of special importance to the socio-economic development of the two provinces in particular and the country in general. The project is the dream of the Party Committee, government and people of all ethnic groups in Dak Nong with many expectations.

“Dak Nong province has and will continue to coordinate closely and actively with Binh Phuoc province and central ministries and branches so that the project can be implemented soon. With high political determination, synchronous and drastic participation, we believe that the project will be implemented on schedule and completed in 2026, put into operation from 2027,” emphasized Mr. Ngo Thanh Danh.
