(Baothanhhoa.vn) - On August 24, 2025, the Standing Committee of Thanh Hoa Provincial Party Committee issued Official Dispatch No. 20-CD/TU on focusing on leadership and direction in response to storm No. 5 in 2025. On the afternoon of August 24, comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee inspected the response to storm No. 5 in some localities in the province.

To proactively prevent and respond to storm No. 5 (international name: Kajiki) and floods caused by the storm; ensure the safety of people's lives and property and the State, and minimize possible damage; the Standing Committee of the Provincial Party Committee requests:

1. Party committees, authorities, the Fatherland Front, and socio -political organizations must focus on thoroughly grasping and seriously implementing the direction of the Central Party Secretariat in Official Dispatch No. 70-CV/TW dated August 23, 2025 and of the Prime Minister in Official Dispatch No. 143/CD-TTg dated August 23, 2025 "On focusing on emergency response to storm No. 5 in 2025". Focus the highest attention on responding to storm No. 5 according to the motto "4 on-site", with the spirit of urgency, determination, proactiveness, synchronization, and efficiency. Heads of Party committees, authorities, agencies, and units must uphold their sense of responsibility, directly direct, inspect, and urge the organization and implementation; be responsible before the Standing Committee of the Provincial Party Committee and the Provincial People's Committee if there is passivity, surprise, or major damage due to subjectivity, negligence, and lack of responsibility.

2. The Standing Committee of the Provincial Party Committee leads the Provincial People's Committee to direct:

- Proactively issue and implement directives, orders, and storm prevention plans; promptly decide to ban the sea, temporarily suspend production, business, and traffic activities during the time the storm is directly affected. Organize evacuation and relocation of residents from dangerous areas, degraded houses, low-lying areas, riverside, coastal areas, places at risk of landslides, deep flooding, etc.; resolutely not let people stay on boats, rafts, and watchtowers when the storm makes landfall; if necessary, apply coercive measures to protect people's lives.

- Urgently reinforce civil works, technical infrastructure, agency headquarters, schools, hospitals, public works; ensure safety of traffic systems, bridges, culverts; maintain stability of power systems, communications, avoid widespread interruptions. Organize inspections and reviews of the safety of dykes, embankments, bridges, culverts, dams; promptly fix incidents and damage, especially at key points. Arrange 24/7 on-duty forces at spillways, landslides, deep flooded areas, and fast-flowing currents; resolutely prohibit people and vehicles from passing through dangerous areas. Ensure absolute safety for schools, hospitals, tourist areas, hotels; prepare adequate medicines, chemicals, rescue equipment, maintain uninterrupted information; reserve human resources and materials to quickly overcome consequences, clear traffic routes, promptly restore learning, medical examination and treatment, and tourism activities immediately after the storm.

- Regularly monitor and grasp weather developments; promptly update and report on storm and flood situations; absolutely do not allow interruptions, delays or missing information, affecting the direction, management, response and overcoming of natural disaster consequences. Periodically, every day before 4:00 p.m., fully report on the situation of storm and flood prevention and response to the Central Party Office and the Standing Committee of the Provincial Party Committee; at the same time, report suddenly as soon as unusual situations or complicated developments occur.

3. The Standing Committees of the Party Committees of communes and wards focus on leading and directing the work of storm prevention and control; assign leaders of Party committees and authorities to be directly present at key points to command, inspect and urge the response to storm No. 5. Mobilize forces to support people in harvesting agricultural and aquatic products according to the motto "green at home is better than old in the fields" to minimize damage; proactively stock up on food, clean water and necessities in residential areas at risk of being isolated, absolutely not letting people go hungry, lack water or have no safe place to live. Urgently develop and implement plans to evacuate and relocate people from dangerous areas before the storm makes landfall. Organize regular forces to patrol and guard 24/7 at key locations; arrange concentrated accommodation and necessities to receive evacuated people and provide emergency relief. For coastal tourist areas, special attention must be paid to ensuring the safety of tourists; timely guide and evacuate tourists from dangerous areas, avoid passive and complicated situations that affect storm response work.

4. The Provincial Party Committee's Propaganda and Mass Mobilization Department directs and guides press and media agencies to increase broadcasting time, continuously update developments of storms, floods as well as instructions from the Central and the province; and guide people on necessary skills to prevent and respond safely when natural disasters occur.

5. The Provincial Vietnam Fatherland Front Committee and socio-political organizations shall promote their role in mobilizing the masses to participate in natural disaster prevention; focus on disseminating and instructing people on skills to ensure safety and proactively prevent storms and floods; organize grassroots shock forces to be ready to support Party committees and authorities in evacuating people, rescuing and saving lives when emergencies occur.

6. Members of the Provincial Party Standing Committee and leaders of the Provincial People's Committee, according to their assigned fields and areas, directly direct, inspect and urge the response to storm No. 5; promptly detect and handle difficulties and problems at the grassroots level, not allowing hot spots to arise or being passive in direction and management.

Requesting Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations to focus on leading, directing, and seriously implementing this Official Dispatch; ensuring the safety of people's lives and property and the State, maintaining social stability and security, contributing to the whole country's successful organization of activities celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
