Reviewing preparations for questioning activities at the 36th Session of the National Assembly Standing Committee

Attending the meeting were members of the Party Central Committee: Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong; Vice Chairman of the National Assembly Nguyen Thi Thanh; Deputy Prime Minister Le Thanh Long.

Also attending the meeting were members of the Party Central Committee: Secretary General of the National Assembly, Chairman of the National Assembly Office Bui Van Cuong; Chairwoman of the Judiciary Committee Le Thi Nga; Chairwoman of the Science, Technology and Environment Committee Le Quang Huy; Head of the People's Aspirations Committee Duong Thanh Binh; Chief Prosecutor of the Supreme People's Procuracy Le Minh Tri; Inspector General of the Government Doan Hong Phong; representatives of the Standing Committee of the Ethnic Council, Committees of the National Assembly, the Office of the National Assembly, Committees of the National Assembly Standing Committee; representatives of leaders of central ministries and branches.

Reporting at the meeting, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that according to the program, at the upcoming 36th Session, the National Assembly Standing Committee will spend 1.5 days to conduct questioning and answering activities on the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023.

Implementing the direction of the National Assembly Chairman, to serve the questioning activities at the 36th session, the Secretary General of the National Assembly has directed the review and inspection of the content, as well as the conditions to ensure that, up to now, the basic preparations have been implemented according to plan.

The questioning is expected to focus on two groups of fields: the first group of fields, including: agriculture and rural development, industry and trade, culture, sports and tourism with a duration of about 190 minutes; the second group of fields, including: justice; internal affairs; security, order, social safety, inspection, court, and prosecution with a duration of about 250 minutes.

Regarding the questioning method, in accordance with the regulations of the Session Rules and the practice of recent questioning sessions, the Chair will invite 3 to 5 delegates to ask questions, the National Assembly delegate will ask questions for no more than one minute, the person being questioned will answer for no more than 3 minutes/question, and the debate will last no more than 2 minutes for each questioning session. National Assembly delegates register to ask questions and debate via the National Assembly App. In case a National Assembly delegate asks a question that is not part of the questioning group or requires a minister or sector head to evaluate and provide data with sensitive elements, the minister or sector head can ask permission from the National Assembly delegate to respond in writing after the questioning session.

Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that so far, the documents for the questioning session have basically been fully ensured.

At the meeting, representatives of ministries and branches spoke and discussed to clarify contents related to the preparation work and how to conduct the question and answer sessions at the 36th Session of the National Assembly Standing Committee...

Concluding the meeting, National Assembly Chairman Tran Thanh Man emphasized that questioning and answering questions is always a supervisory activity that voters, people, National Assembly deputies and the press pay attention to, follow and expect.

The National Assembly Chairman stated that at the 6th Session, the 15th National Assembly questioned members of the Government and heads of sectors on the implementation of the resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision and questioning. This is an opportunity to review the direction, management and operation of the Government, ministries and sectors on the implementation of the National Assembly's resolutions on thematic supervision and questioning. The questioning sessions at the 6th Session took place enthusiastically, meeting the requirements and contents set by the National Assembly Standing Committee. The ministries and sectors prepared to answer very seriously.

The National Assembly Chairman also emphasized that this is a regular activity of the National Assembly conducted in accordance with the provisions of the Law on Organization of the National Assembly and the Rules of Procedure of the National Assembly Session, demonstrating the high sense of responsibility of the National Assembly and the Government towards the country and the People.

The National Assembly Chairman highly appreciated the Secretary General of the National Assembly and the National Assembly Office for advising and implementing preparations for the questioning, demonstrating the responsibility of the National Assembly Standing Committee in monitoring and supervising to the end the contents of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023.

Based on the comments at the meeting, the National Assembly Chairman requested the Secretary General of the National Assembly and the Head of the National Assembly Office to receive them to continue perfecting the documents and prepare a draft resolution for questioning at the meeting.

Emphasizing the importance of questioning activities, the National Assembly Chairman stated that through the questioning and answering sessions, voters and the People will evaluate the capacity of Government members and heads of sectors; requested that ministers and heads of sectors continue to promote their experience in answering at previous questioning and answering sessions, and have methods, ways and content of answers that meet the requirements of National Assembly deputies, voters and the People./.
