Determined to inaugurate the 500 kV line 3 project on the occasion of National Day September 2

Prime Minister Pham Minh Chinh chaired an online meeting with the two provinces of Ha Tinh and Nghe An on the implementation of the 500 kV line project, circuit 3, from Quang Trach to Pho Noi.

On the afternoon of August 13, Prime Minister Pham Minh Chinh chaired an online meeting with the two provinces of Ha Tinh and Nghe An on the implementation of the 500 kV line project, circuit 3, from Quang Trach to Pho Noi, with the goal of completing the remaining work, determined to inaugurate the entire project on the occasion of the August Revolution and National Day, September 2 this year.

Also attending the meeting were Deputy Prime Minister Tran Hong Ha, Minister of Industry and Trade Nguyen Hong Dien, Minister and Head of the Government Office Tran Van Son, Deputy Minister of National Defense Le Huy Vinh, leaders of ministries, agencies, Nghe An and Ha Tinh provinces, Vietnam Electricity Group (EVN), and National Power Transmission Corporation (EVNNPT).

The 500 kV power transmission line project, circuit 3, from Pho Noi, Hung Yen province to Quang Trach, Quang Binh province has a total length of about 519 km; the total investment is about 22,356 billion VND. The project consists of 4 component projects: Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Thanh Hoa - Nam Dinh 1 Thermal Power Plant and Nam Dinh 1 - Pho Noi Thermal Power Plant. The component projects will start construction in October 2023 and January 2024.

According to the report of EVN, EVNNPT, up to now, the entire column foundation site (1177/1177 locations) and the line corridor (513/513 anchor spaces) have been completed. The supply of equipment and materials (steel columns, conductors, porcelain, accessories, etc.) has been completed and handed over to construction contractors. Regarding construction, the column foundation casting for 1,177/1,177 locations has been completed; the column erection of 1,159/1,177 locations has been completed (98.5%); and the wire pulling of 321/513 anchor spaces has been completed (62.5%).

EVN is also coordinating with Ha Tinh and Nghe An provinces to carry out procedures for changing forest use purposes according to Decree 91 that has just been issued and instructions from the Ministry of Agriculture and Rural Development.

In addition to the 500kV Nam Dinh 1- Thanh Hoa project that has completed construction and energized on June 30, 2024, for the remaining 3 projects, EVN/EVNNPT and project management boards have requested contractors to establish a detailed construction schedule and focus all resources to urgently construct the remaining work to complete and energize before August 19, 2024 for the 2 projects Nam Dinh I - Pho Noi, Quynh Luu - Thanh Hoa and before August 31, 2024 for the Quang Trach - Quynh Luu project. EVN Chairman Dang Hoang An added that the group strives to energize the entire project before August 25, 2024.

According to EVN's report and opinions at the meeting, up to now, the work has been implemented relatively well, completing a very large volume, only a few tasks remain to be done, concentrated in the two provinces of Nghe An and Ha Tinh, where there are the most difficulties in implementation. The reports and opinions also pointed out some difficulties in wire pulling personnel and weather, and solutions to overcome them.

Regarding wire pulling manpower, the specific nature of pole erection and wire pulling requires workers to have expertise and health to work at height, at high intensity, continuously for many days in harsh weather conditions. On the other hand, due to urgent construction progress, short implementation time, the volume of pole erection and wire pulling at the same time of projects is very large.

EVN/EVNNPT has implemented many solutions such as mobilizing maximum human resources from EVNNPT's power transmission companies to strengthen the project (current support force is about 1,200-1,500 people equivalent to 60 pole erection and wire pulling teams); requiring contractors to calculate and reasonably rotate human resources with expertise and health suitable to the nature and actual progress of work at anchorage intervals to ensure continuous construction pace on site.

Along with that, all contractors who are constructing poles and pulling wires on other projects are required to mobilize human resources and construction machinery to construct circuit 3 projects; contact Military Region 4 to arrange forces to participate in supporting the transportation of materials, equipment, accessories and pulling wires in the 3 provinces of Thanh Hoa, Nghe An, Ha Tinh; closely monitor labor safety, and coordinate with the Vietnam General Confederation of Labor and localities to regularly care for, care for, and encourage to ensure the physical and mental life of workers on the construction site.

To overcome the disadvantages of the weather, EVN/EVNNPT is working with contractors to implement many solutions such as taking advantage of favorable weather to gather materials and equipment to the construction site, based on actual weather developments, moving the work schedule earlier or finishing work late at the end of the day, organizing camps for eating and resting near the construction site, making the most of human resources possible... to be determined to complete the remaining projects on schedule.

In his concluding remarks, Prime Minister Pham Minh Chinh stressed that the Government is very concerned about ensuring sufficient electricity supply for national development. In particular, the 500 kV 3-circuit line project from Quang Trach to Pho Noi with a double circuit and a transmission capacity of about 2,400 MW will help increase the power supply for the North in 2025 and the following years.

The project is of particular importance in improving the transmission capacity of the national power system, ensuring proactiveness and flexibility in directing, operating, and balancing electricity supply between regions and ensuring national energy security, ensuring sufficient electricity for production, business, and consumption.

The project has a total length of about 519 km, passing through 9 provinces, is large in scale, the highest pole is 145 m, the heaviest pole is up to 415 tons, constructed in different harsh weather conditions such as cold rain, hot sun, storms and floods, especially in the Central region "rain bag fire pan", on rugged terrain.

The Prime Minister acknowledged, commended and welcomed the determination, joint efforts, consensus and effective participation of the local political system, from the Secretaries, Chairmen, authorities at all levels, the Police force, the Army, socio-political organizations, press and media agencies...; the consensus and unanimity of the people where the project passes through; the high determination, great efforts, drastic actions, with a focus on key points, closely following the construction sites of EVN, EVNNPT, contractors, engineers and workers, thereby completing a large volume of work at lightning speed.

The Prime Minister stated that, up to now, the remaining workload is not much but it is difficult, therefore, relevant agencies, units, localities and forces must be more determined, make more efforts, work harder, and have more focus in the final sprint phase with the goal of completing the project before September 2, and organizing the inauguration on the occasion of National Day this year.

The Prime Minister requested to review and clearly assign people, work, responsibilities, time, progress, products and efficiency; promote the spirit of "only discussing work, no backtracking"https://dangcongsan.vn/thoi-su/, "overcoming the sun and rain, not losing to the storm", working continuously 24/7 whenever possible, "3 shifts and 4 shifts"https://dangcongsan.vn/thoi-su/, "eating quickly, sleeping urgently", close and effective coordination between agencies, units, localities and related forces with the spirit of "once in action, victory".

EVN continues to preside over and coordinate with localities, Military Region 3, Military Region 4, youth forces, women, veterans, etc. to carry out specific tasks. In other localities where the work has been completed, it is necessary to do a good job of restoring the environment and continue to care for and stabilize the lives and livelihoods of affected people who have been relocated to make way for the project. Absolutely no one will be left without a place to live, no one will be left without food or clothing, the new place must be better than or equal to the old place.

Assigning specific tasks, the Prime Minister directed the Ministry of Industry and Trade to continue to preside over and coordinate with relevant agencies to regularly inspect and supervise, promptly remove difficulties and obstacles, and conduct acceptance work in accordance with legal regulations.

The Ministry of National Defense directed Military Region 3 and Military Region 4 to coordinate with EVN to continue reviewing and mobilizing technical forces, machinery, equipment, and human resources to support the construction. The Ministry of Agriculture and Rural Development continued to guide the adjustment of forest use purposes according to regulations. The Ministry of Natural Resources and Environment provided environmental guidance, ensuring restoration upon project inauguration. The Ministry of Home Affairs coordinated with ministries, branches, and localities to propose appropriate and worthy rewards at all levels that actively participated in project implementation.

Localities continue to provide human resources, the People's Committees of Nghe An and Ha Tinh provinces closely coordinate with EVN, agencies and forces to complete the remaining work. Local police do a good job of ensuring security and order at the construction site.

The Prime Minister also requested agencies to summarize and draw lessons from project implementation, and press agencies to continue to promote communication work, thereby creating motivation and inspiration for ministries, branches, localities, people and businesses that are implementing key national projects and works, making strategic breakthroughs in infrastructure, maintaining and promoting the existing development momentum, bringing the country to continue to develop rapidly and sustainably./.
