Specifically, coordinate to effectively implement the Law on Support for Small and Medium Enterprises (SMEs); the Law on Cooperatives 2023 and implement Government Projects to contribute to promoting gender equality in the field of supporting the development of enterprises and cooperatives, and enhancing women's economic empowerment.

Through coordinated activities, contributing to improving the organizational capacity of the Vietnam Women's Union at all levels in organizing the implementation of contents and tasks to support women in starting businesses and business households/SMEs owned by women; supporting cooperatives managed by women, creating more jobs for female workers..., contributing to the successful implementation of the goal of developing Vietnamese enterprises and entrepreneurs; developing the collective economy, cooperatives and the goal of gender equality for women in the fields of economics, labor and employment.

The program includes 4 main contents: Developing and proposing policies; propagating, mobilizing, raising awareness of members and women about the Party's guidelines and policies, the State's laws in supporting women in starting businesses, developing businesses and developing the collective economy; Coordinating the implementation of activities to support women in starting businesses, developing businesses, focusing on supporting business households/SMEs owned by women; Coordinating the implementation of support for the development of collective economy, cooperatives managed by women, creating jobs for female workers; Coordinating the implementation of research, monitoring, evaluation, preliminary and final reviews of activities under the Coordination Program and the functions and tasks of the two Parties.

After the document is signed, based on the coordination content and functions and tasks of each Party, the Ministry of Planning and Investment and the Vietnam Women's Union will closely coordinate, proactively implement, and direct the vertical sector to deploy the coordination program to ensure effectiveness and meet the set objectives.

The objective of the Program is to strengthen coordination between the two agencies in implementing policies and programs to support the development of female entrepreneurs, business households/SMEs led by women; support cooperatives managed by women, create more jobs for female workers... The two agencies will jointly develop and propose policies, organize propaganda activities, raise awareness and mobilize resources to effectively implement the Law on Support for SMEs; the Law on Cooperatives, programs and projects to enhance capacity, economic power and promote gender equality, economic empowerment for women.../.
