Speaking at a meeting with scientists from the agriculture, forestry, and fisheries sectors on the afternoon of March 15th, Vice Chairman of the National Assembly Le Minh Hoan stated that Resolution 57-NQ/TW has set out major directions, but the more important thing is how to put this Resolution into practice, creating a real turning point in scientific research and innovation. Science must reach the fields.

At the meeting, representatives from scientists and training institutions reported to Vice Chairman of the National Assembly Le Minh Hoan on the implementation of Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation.

Speaking to the scientists, Vice Chairman of the National Assembly Le Minh Hoan expressed his emotion at returning to the Vietnam Academy of Agriculture - not only the cradle of training countless generations of scientists, but also the place that nurtures the aspiration for innovation in our country's agriculture.

The Vice Chairman of the National Assembly stated that over the past four years, in his capacity as Minister of Agriculture and Rural Development, he has had the opportunity to work alongside research institutes, universities, scientists, and farmers across the country. "Now, with my new nhiệm vụ – building and implementing policies for the development of science, technology, and innovation – I hope to continue working with my colleagues to bring science closer to practical production, so that 'science must reach the fields,' as we have always pursued," the Vice Chairman of the National Assembly said.

Emphasizing that the world is entering a new era where science and technology are not only a part of life but also a decisive factor in the future of each nation, the Vice Chairman of the National Assembly quoted the scientist Albert Einstein as saying, " We cannot solve a problem with the same way we think that created it, " and argued that if we rely only on traditional experience, only on our hands and old farming habits, our country's agriculture will find it difficult to compete and develop sustainably in the context of globalization and climate change.

Recently, Resolution No. 57-NQ/TW of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation affirmed that "Developing national science, technology, innovation, and digital transformation is a top priority breakthrough, the main driving force for the rapid development of modern productive forces, perfecting production relations, reforming national governance methods, developing socio-economics, preventing the risk of backwardness, and bringing the country to breakthrough development and prosperity in the new era."

"This shows that if we do not leverage the power of science and technology, we will be left behind," the Vice Chairman of the National Assembly noted.

Recalling General Secretary To Lam's request at the National Conference on Science and Technology Development, "science must enter life, must serve the people, and must become the driving force for national development," the Vice Chairman of the National Assembly stated that our task is not only to conduct research to create knowledge, but more importantly, to transform that knowledge into products and practical solutions, helping farmers become wealthy right on their own land.

Don't let administrative barriers slow down innovation.

In the context of the Fourth Industrial Revolution, artificial intelligence (AI) is opening up unprecedented opportunities for agriculture. From big data analysis and accurate weather forecasting to optimizing production processes and monitoring crop diseases, AI is effectively supporting all of these areas.

The Vice Chairman of the National Assembly said, "Imagine a farmer using a phone application to scan images of leaves and instantly know if the plant is infested with pests or diseases. A shrimp farm can automatically adjust feed quantities and water temperature thanks to an intelligent AI system. A scientist can analyze millions of soil samples in just a few minutes, finding the most suitable crop varieties for the natural conditions of each region."

As Stephen Hawking said: "Artificial intelligence could be the best or the worst thing that ever happened to mankind. We must ensure that it is used correctly," the Vice Chairman of the National Assembly said, meaning that AI is not a replacement for humans, but a tool to assist humans, helping us make better, faster, and more accurate decisions.

In reality, no matter how excellent a study is, if it only exists on paper, only in scientific journals, it cannot be called a success. Science is only truly meaningful when it helps life, when farmers can apply it and benefit from it.

The scientist Louis Pasteur once said that science has no boundaries, because knowledge belongs to humanity and is a light that illuminates the world.

"So how can we prevent science from getting stuck in the laboratory? How can we prevent farmers from seeing science as something unattainable?" Raising this issue, the Vice Chairman of the National Assembly expressed his hope that scientists would listen more – understand the real needs of farmers, and cooperate closely with businesses to bring research into production.

Science policies must be more practical – don't let administrative barriers slow down innovation. Universities and research institutes need to train a younger generation that is more practical. Graduates should not only be good at theory but also know how to transform knowledge into economic value. As the great scientist Marie Curie said, "There is nothing in life to be feared, only things that need to be understood better."

"We are not afraid of innovation, not afraid of technology, not afraid of the challenges ahead - we just need to understand better, act faster, and be more determined," the Vice Chairman of the National Assembly emphasized.

Resolution 57-NQ/TW has set out major directions, but more importantly, how can this resolution be put into practice, creating a real turning point in scientific research and innovation? Remember, every great achievement begins with small actions today. If we lay a solid foundation today, then tomorrow Vietnamese agriculture will stand on its own two feet and reach out to the world.

The Vice Chairman of the National Assembly suggested, "Let's work together in science not for beautiful reports, but for sustainable agriculture, for prosperous farmers, and for the future of our children and grandchildren."

Emphasizing General Secretary To Lam's message – that Resolution 57-NQ/TW is a resolution of action, a resolution of resolutions – the Vice Chairman of the National Assembly expressed his wish that scientists should "live" with Resolution 57-NQ/TW and Resolution 193/2025/QH15 of the National Assembly, which "pilots some special mechanisms and policies to create breakthroughs in the development of science, technology, innovation, and national digital transformation." Research institutes, universities, scientists, and farmers across the country need to continue to respond to the spirit of these two important resolutions, transforming the spirit of the resolutions into "scientific research products" and incorporating them into each science and technology subject.
