On the morning of October 9, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired a working session with the Standing Committee of Mong Cai City Party Committee on the situation and results of Party building and political system implementation since the beginning of the 2020-2025 term.

Mong Cai City Party Committee currently has 36 branches, grassroots party committees and 263 party cells directly under grassroots party committees. Since the beginning of the 2020-2025 term, Mong Cai City Party Committee has always maintained solidarity and unity, focused on comprehensive leadership and direction; all areas of work have made innovations and breakthroughs.

The City Party Committee pays special attention to the work of organization and cadres, focusing on solutions to improve the quality of grassroots Party organizations associated with rapid development and quality of Party members. In particular, the City Party Committee has completed the work of reviewing and supplementing the cadre planning for the 2020-2025 term, building a cadre planning for the 2025-2030 term to ensure the prescribed quantity, proportion, and structure, associated with good implementation of training, fostering, arrangement, assignment, transfer, rotation, promotion, appointment, and nomination. Since the beginning of the term, the city has admitted 857 new Party members.

Propaganda and mass mobilization work has been implemented synchronously and effectively, creating trust and consensus among Party members and people for the common development of the city. The work of protecting the Party's ideological foundation has been strengthened, creating a proactive position on the information front, and a strong change in the awareness of cadres, Party members and people in carrying out local political tasks. Inspection and supervision work has been promoted, focusing on sensitive issues and areas where violations are likely to occur, contributing to maintaining strict discipline and order, preventing violations by Party organizations and cadres and Party members.

Since the beginning of the term, the city has made good use of the space to develop the local socio-economy in the right direction, with depth, especially in advantageous economic sectors; national defense and security have been ensured, national border sovereignty has been maintained; foreign affairs activities have been expanded, effectively and practically.

Speaking at the meeting, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation highly appreciated the direction and achievements of the Mong Cai City Party Committee since the beginning of the 2020-2025 term up to now.

Regarding the tasks in the coming time, he requested the Mong Cai City Party Committee to continue to well implement the key tasks and solutions stated in Conclusion No. 1026-KL/TU dated July 11, 2023 of the Provincial Party Committee Executive Committee (Conclusion at the Conference to review the implementation of the Resolution of the 15th Provincial Party Congress in the mid-term 2020 - 2025 in conjunction with the implementation of the Resolution of the 13th National Party Congress); Conclusion No. 1137-KL/TU dated May 17, 2024 of the Provincial Party Committee Standing Committee at the working session with the Mong Cai City Party Committee Standing Committee. In particular, Mong Cai City needs to conduct strategic research, analyze the practical situation, achieved results and orientations of the central and provincial governments to choose an overall development model. In particular, the city focuses on issues of population size; investment attraction policies; concretizing exemplary models of border tourism cooperation; improve people's lives. The city needs to focus on promoting the implementation of 3 strategic breakthroughs; focus on public service reform to improve the efficiency of the political apparatus, and make the right decisions to develop the city.

The City Party Committee continues to resolutely, comprehensively, synchronously and regularly implement the work of Party building and rectification in conjunction with building a truly clean and strong political system in terms of politics, ideology, ethics, organization and cadres. Innovate methods, improve the leadership capacity and fighting strength of the Party; the effectiveness and efficiency of the government apparatus, improve the quality and efficiency of the activities of the Fatherland Front and socio-political organizations at all levels, especially the capacity to concretize and organize the implementation of policies, orientations, directives, resolutions and conclusions of the Party Committees and Party organizations at higher levels.

On the other hand, focus on leading and directing the preparation work for party congresses at all levels towards the 14th National Party Congress, the 16th Provincial Party Congress, the 25th City Party Congress (term 2025 - 2030) in accordance with Directive No. 35-CT/TW dated June 14, 2024 of the Politburo, Plan No. 439-KH/TU dated July 23, 2024 of the Provincial Party Executive Committee on "organizing party congresses at all levels towards the 16th Provincial Party Congress, term 2025 - 2030". Effectively deploy the Plan for the election of village, hamlet, and neighborhood heads for the 2025 - 2027 term; ensure to maintain the rate of 100% of secretaries being village and neighborhood heads according to the motto "People trust - Party nominates", and rejuvenate the team.

At the same time, build a team of cadres, civil servants, and public employees, especially leaders, managers, and heads with sufficient qualities, capacity, and prestige, equal to the tasks, ensuring a reasonable structure and having new factors to meet immediate and long-term requirements; promote the role and exemplary responsibility of cadres and party members, especially leaders, managers at all levels, and heads; continue to innovate and improve the quality of party cell activities in a practical and democratic direction associated with professional tasks; focus on building the model of "4 good party cells" - "4 good grassroots party organizations".
