Accordingly, the Provincial People's Committee requests departments, branches, sectors, district-level People's Committees, and investors to promote their responsibilities, focus on leadership, direction, management, and implementation more drastically, strongly, promptly, and effectively than the tasks and solutions set out, in which continuing to thoroughly grasp and clearly identify the task of promoting the disbursement of the public investment capital plan in 2025 as one of the top key political tasks that need to be prioritized in leadership, direction, and implementation; take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee for the results of public investment capital disbursement in 2025.

Heads of departments, branches, sectors; People's Committees of districts, towns, cities; investors must promote responsibility, closely monitor, be specific, grasp the situation, clearly and specifically identify the difficulties and causes of slow disbursement of each project to directly direct timely resolution within their authority, if beyond their authority, promptly contact and report to competent authorities for resolution according to regulations, must not delay causing work congestion. Accelerating the implementation progress must be associated with ensuring the quality of works and projects, not allowing negativity, loss, waste, or group interests to occur.

Along with that, strengthen inspection and supervision of the performance of public duties of relevant individuals and units, individualize the responsibility of the head in case of slow disbursement, attach responsibility, evaluate the level of completion of work of assigned individuals and units with the disbursement progress of each project; make a disbursement plan and detailed workload for each project managed by the unit and strictly comply with the disbursement plan for each month and quarter, striving to disburse more than 50% by June 30.

At the same time, strengthen the work of inspection and supervision of the site, direct, urge and encourage contractors to mobilize maximum resources, arrange sufficient machinery and construction equipment to speed up project progress to ensure the quality of the works according to regulations; promote payment and settlement work; continue to review and propose to cut the 2025 public investment capital plan of projects that are unable to absorb all the allocated capital or are slow to disburse to coordinate with the Department of Finance to supplement and adjust capital to speed up project implementation progress, complete early, hand over and put into use to ensure quality and on schedule.

The Provincial People's Committee also requested departments, branches, sectors, district-level People's Committees, and investors to promote the spirit of initiative in coordination to promptly guide and immediately handle difficulties and problems within their assigned functions, tasks, and scope of management, overcome the situation of avoiding and shirking responsibility in organizing implementation, without waiting for instructions from the Provincial People's Committee; pay attention to handling the contents of removing obstacles in disbursing public investment capital to implement the project to be divided into channels, and coordinate in handling work under the "Green Lane" category.

In addition, regularly propagate, disseminate and thoroughly educate cadres, party members, civil servants, public employees and workers about the Party's policies, guidelines and leadership, and State management in implementing the organization and apparatus of the political system, ensuring good performance of assigned political tasks, absolutely not allowing indifference, negligence towards work or negativity to arise...
