Investment in Ma Vong overpass
In order to solve the traffic congestion at Ma Vong intersection, Nha Trang City People's Committee has surveyed and reported to the Provincial People's Committee to propose an investment plan for the Ma Vong overpass project. According to the proposal, the intersection will have a two-way bridge over the railway for routes from Thai Nguyen, Thong Nhat, Yersin streets to turn left to Le Hong Phong street and vice versa. Below the intersection, traffic will be organized according to a modern roundabout, while the existing roundabout will be renovated. On Le Hong Phong street, an internal road system will be arranged for vehicles to go up the bridge and into residential areas. The total estimated investment of the project is 390 billion VND, of which the construction cost is about 211 billion VND, and the compensation cost for site clearance is 118 billion VND.

According to the leader of the Department of Construction, based on the project to adjust the general planning of Nha Trang City until 2040, after 2030, the existing Nha Trang Station will be relocated to Vinh Trung area, a high-speed railway station will be built in Dien Khanh, and the current railway will be removed. In the old railway area, the city will organize a walking street, service lines interspersed with public yards, creating resting places and community exchanges. Therefore, the Department of Construction has requested the Department of Finance to study the plan to relocate Nha Trang Station so that the investment in the Ma Vong overpass project ensures efficiency and avoids wasting the budget.
However, according to the Department of Finance, the direction of relocating Nha Trang Station is not yet unified and synchronized among related plans; the relocation time may be extended. Meanwhile, investing in the Ma Vong overpass according to the solution of a different level intersection is very necessary and consistent with the Project to adjust the general planning of Nha Trang City until 2040 approved by the Prime Minister, in order to soon resolve traffic problems in this area.
Building a 4.3km long tunnel on Tran Phu Street
According to the proposal of Nha Trang City People's Committee, the Tran Phu Tunnel Project has a total investment of 6,228 billion VND, implemented in two phases. Phase 1 invests in the section from alley 86 Tran Phu to Nguyen Chanh street, building a 940m long closed tunnel, with two tunnel entrances at Tran Quang Khai street and Le Thanh Ton street; the southern open tunnel is 230m long from alley 86 Tran Phu to Tran Quang Khai street. and the northern open tunnel is 230m long from Le Thanh Ton Street to Nguyen Chanh Street. The total construction length is about 1.4km. The total investment for this phase is 1,843 billion VND, implemented from 2025 to 2040. Phase 2 will build a 2.9km long tunnel from Hoang Dieu Street to Nguyen Binh Khiem Street, increasing the total length of the entire route to 4.3km. At the same time, two up and down branches will be added at the intersection of Nguyen Chanh Street and Alley 86 Tran Phu. The total investment for this phase is 4,385 billion VND, implemented after 2040. The closed tunnel on Tran Phu Street is designed with a clear width of 17.5m, including 2 motor vehicle lanes, 2 mixed vehicle lanes and 2 maintenance lanes.

According to the leader of Nha Trang City People's Committee, the Tran Phu Tunnel Project aims to reduce congestion and ensure smooth traffic, especially in the context of the city's rapid development and the increasing number of tourists. The project also connects coastal urban spaces, promotes tourism and service development, towards green and sustainable transportation, minimizes environmental impacts and improves the quality of life for people.
The leaders of the Department of Finance said that the study of investment in the Tran Phu tunnel is necessary and consistent with the traffic orientation in related planning. The Provincial Party Committee Standing Committee has agreed on the investment policy and requested the Nha Trang City Party Committee to direct the City People's Committee to coordinate with the consulting unit, relevant departments and branches to determine the appropriate route, and to divide the investment into phases to ensure efficiency. In particular, the Department of Finance proposed that it is necessary to invest synchronously in both phases to avoid wasting costs on opening and closing open tunnel sections, with the implementation period from 2026 to 2030.

On April 26, the Provincial People's Committee sent a document to the Nha Trang City People's Committee and the Department of Finance agreeing on the policy of adding the Ma Vong Roundabout Intersection Project and the Tran Phu Tunnel Project to the list of key public investment projects of the province. The Provincial People's Committee assigned the Nha Trang City People's Committee to urgently complete the relevant documents and files to propose adding these two projects to the list of key projects. The Department of Finance was assigned to coordinate and guide units based on the directions of the Provincial People's Committee and the conclusions of the Provincial Party Standing Committee to study and advise on adjusting and supplementing Resolution No. 35 dated December 22, 2023 of the Provincial Party Committee on key projects for the period 2023 - 2025, with a vision to 2030.
