BTO - Implementing the 2025 plan, the Department of Industry and Trade Inspectorate recently conducted an inspection and concluded on compliance with specialized laws on petroleum trading under its management in Binh Thuan.
It is known that the inspection subjects in this round include 9 petroleum traders with stores operating in the province, mainly in the districts of Tanh Linh, Duc Linh, Ham Tan, Ham Thuan Bac, Ham Thuan Nam and Phan Thiet City. Accordingly, the functional unit has conducted inspections on the following contents: Compliance with regulations on conditions for petroleum trading, compliance with regulations on obligations of petroleum traders and obligations of traders towards petroleum stores.

Through inspection and verification, it is shown that petroleum traders are established in accordance with the law, have petroleum stores owned by the Department of Industry and Trade of Binh Thuan province and are granted a Certificate of eligibility to retail petroleum according to regulations. In addition, managers and employees directly involved in the business are trained, coached and have certificates of training and professional training in fire prevention and fighting according to current law. For petroleum distributors with headquarters in Binh Thuan, they also maintain the conditions according to the Certificate of eligibility to be petroleum distributors granted by the Ministry of Industry and Trade. Such as: Having a warehouse (capacity of 2,000 m3) rented from petroleum traders, having means of transporting petroleum owned by the enterprise, having a petroleum distribution system, etc.
The inspection results recorded that 9/9 petroleum traders registered their petroleum distribution system and registered the selling time of their petroleum stores with the Binh Thuan Department of Industry and Trade. In addition, they also hung their signs according to regulations, posted the selling prices of all types of petroleum and sold at the listed prices. The petroleum measuring columns have been inspected by the Binh Thuan Technical Center for Standards, Metrology and Quality to meet technical measurement requirements and are still valid... As for petroleum distributors, they implement the regulations on unified petroleum retail prices in their distribution system, not higher than the base price announced by the Ministry of Industry and Trade - Finance. On the other hand, they also adjusted retail prices and sent price adjustment decisions to competent state management agencies (Department of Industry and Trade, Department of Finance, Provincial Market Management Department - now Market Management Department, Binh Thuan Tax Department - now Tax Department of Region XV) for inspection and supervision.
At the time of the actual inspection, the Inspection Team also recorded the results of the inspection of gasoline quality, measurement of gasoline measuring columns and the implementation of regulations on electronic invoices at gasoline stations owned by gasoline traders. Accordingly, the inspection did not detect any signs of quality violations. One gasoline trader used a POS machine to issue electronic invoices for each sale to customers, while the rest used automatic connection solutions to issue electronic invoices for each sale to customers.
Through the results of performing the task, the Inspectorate of the Department of Industry and Trade of Binh Thuan concluded that the inspected petroleum traders complied well with the legal regulations on petroleum trading within the scope of management as prescribed... Through this, it also contributed to improving the effectiveness and efficiency of state management activities in the field of petroleum trading, while protecting the rights and legitimate interests of relevant agencies, organizations and individuals in this field.
